Siting Noxious Facilities: A Test of the Facility Siting Credo 总被引:2,自引:0,他引:2
Over the past decade it has become increasingly difficult to site noxious facilities, despite the fact that there is a growing need to do so. To address this problem, a set of guidelines for a fairer, wiser, and more workable siting process—the Facility Siting Credo—was developed during a National Facility Siting Workshop in 1990. This paper presents an empirical test of these guidelines. A questionnaire based on the Credo was completed by stakeholders in 29 waste facility siting cases, both successful and unsuccessful, across the United States and Canada. Using an independent determination of outcome (success), a preliminary ranking of the importance of various Credo principles was obtained. The data reveal that establishing trust between the developer and host community is an important factor in facilitating the siting process. The siting process is most likely to be successful when the community perceives the facility design to be appropriate and to satisfy its needs. Public participation also is seen to be an important process variable, particularly if it encourages a view that the facility best meets community needs. A defining difference between rural and urban circumstances for people with disabilities involves opportunities for work. One of the most significant elements of the rural context is that economic conditions in rural communities consistently trail the national economy. This paper presents an overview of disability in rural America and outlines an ecological model for guiding the development of rural solutions to rehabilitation problems. This research reexamines the meaning of occupational prestige scores from the social psychological perspective of identity theory. Using comparable data for Canada and the United States, it analyzes the degree to which the education and income levels of occupations influence occupational prestige judgements by evoking affective associations (feelings about the goodness, powerfulness, and liveliness of occupational identities), as well as the extent to which these social sentiments are independent determinants of prestige. There has been a longstanding controversy about the normative content of occupational prestige scores. We find that moral worthiness (as measured by the Evaluation dimension of the semantic differential) is a determinant of the prestige of occupations with low and middle but not high levels of education and income. We also find that the impact of education on prestige scores is direct and cognitive, while a considerable proportion of the total effect of income is processed through feelings about the potency of occupations. The results for the two countries are very similar. One exception is that moral worthiness is a more important determinant of prestige in the United States than in Canada. This paper uses a contingent value survey in a Rocky Mountain city to measure the national income accounting value of leisure activities. Such direct measurement avoids shortcomings of the previously used labor value approach and individually values various types of leisure, e.g., napping and socializing. The results of the study indicate promise for this measurement approach but also raise some issues that require further research. Lack of information about technology and prices often hampers the empirical assessment of the profit maximization hypothesis (viz. by measuring the degree of profit efficiency). The non-parametric Data Envelopment Analysis (DEA) methodology can deal with such incomplete information. We exploit the implicit but largely neglected profit interpretation of the DEA model that builds on assumptions of monotone and convex production possibility sets. We show how its embedded assessment of necessary conditions for profit maximization can be strengthened given partial information in the form of monetary sub-cost/-revenue data (that are often easier obtained than the pure quantity data). Finally, we argue that a ‘mix’ efficiency analysis is naturally complementary to such a profit efficiency analysis. An application to German farm types complements our methodological discussion. By using non-parametric statistical tests, we further demonstrate the potential of the non-parametric approach in deriving strong and robust statistical evidence while imposing minimal structure on the setting under study. Abstract This paper presents some recent data on why organizations invest in exercise and physical fitness programmes for their stiff. These data suggest that, owing to a lack of evaluation studies, organizations act mainly on the basis of assumption and belief. However, from a subsequent review of the available literature on the personal and organizational effects of such programmes, it appears that these assumptions and beliefs are not altogether unfounded.
