ABSTRACTRisks of exclusion can occur in multiple forms and start early in life. Early school leavers are especially at risk of social exclusion as this is strongly related to turbulent school-to-work-transitions. These young people often find themselves in low-qualified work or unemployment. In this article, we explore the labour market experiences of early school leavers in Flanders, Belgium. In total, 15 in-depth interviews were conducted with nine early school leavers and analysed following a grounded theory approach. Our results demonstrate the difficulties early school leavers encounter in their transitions from school to work and their precarious situation in the labour market. Of particular relevance are the insights gained in revealing the perspectives of young people on the importance of educational qualifications, work experience and participation in the labour market, as well as the strategies they develop to enter the labour market without educational qualifications. 相似文献
ABSTRACTThe circular economy (CE) has become a matter of urban development. A literature review shows that the CE debate is biased toward technology-driven industrial change, while bracketing broader socio-political interests. We address this gap by exploring the political economy of scale of the CE. Looking into the case of Brussels (Belgium), a city that has recently adopted the CE as part of its socio-economic strategy, we explore how the anticipated transition to a ‘circular city’ chimes with long-standing urban development agendas. While there is little evidence of stable growth coalitions between corporate and political elites, we argue that the CE provides an ‘urban sustainability fix’ by selectively incorporating ecological goals in urban governance strategies. We further scrutinise the landscape of diverse and heterogenous CE practices in food and transport, highlighting how they are regulated and organised, what labour conditions they offer, and how they are anchored in urban space. 相似文献
Conceptions of nationhood (i.e., who is accepted as a member of the national ingroup) are known to be more open in countries with inclusive citizenship and integration policies. Yet, surprisingly, up to now no research has investigated whether the sharedness of these conceptions is related to national policies. Therefore, relying on data from the 2013 International Social Survey Programme, the present study examined to which extent individuals living in 188 regions of 21 European countries share similar conceptions of who is a “true” member of the nation. Both ethnic (e.g., having national ancestry) and civic (e.g., respecting national laws and institutions) criteria were considered. Multilevel analyses revealed that in countries with more inclusive policies (with inclusive citizenship regimes, and where immigrants are granted more political rights) the average regional importance granted to ethnic criteria was lower, and conceptions were more heterogeneous (i.e., less shared). Civic criteria—that are achievable—were deemed more important. This can explain the lower heterogeneity of civic conceptions of nationhood and the lack of impact of national policies (though the average regional importance of these criteria was higher where immigrants had more rights). Overall, these results suggest that inclusive as opposed to exclusive settings leave more room for differing worldviews.
Normalisation Process Theory (NPT), used nationally and internationally to explore implementation within health services research, is used for the first time within policing to understand profound policy implementation failure and to generate broader discussion of policy implementation theory. The policy in question (Police to Primary Care [P2PC]) was an intervention designed to notify GPs when women are assessed by police as at high risk of future domestic abuse. Designed to improve interagency communication, it took place amidst radical organisational change. Using qualitative interviews with domestic abuse specialist and frontline officers, this paper addresses how NPT helps to explain the (non)implementation of P2PC, how such an analysis differs from other policy implementation approaches, and what this means for our understandings of policy implementation more broadly. NPT proved useful in understanding mechanisms leading to (non)implementation of the intervention: fuzzy alignment with existing practice, faulty communication of purpose, and inattention to discretionary implementation spaces. It helped us understand why the intervention came to be invisible. Dwarfed by its organisational context, made institutionally hard to read by a lack of formal protocols, and given restricted view to police officers, it was compromised by a failure to instigate systems of organisational learning. More broadly, NPT helped reveal practices intersecting top‐down and bottom‐up implementation theory. The paper concludes by asking how NPT and theories of street‐level bureaucracy might be better used in tandem and, particularly, how this might help explorations of policy implementation where human actors are joined by technological actors in interpreting and making policy in vivo. 相似文献
Over the past 30 years a systemic approach has been applied to complex cases involving intellectual disability and behaviours of concern. This paper describes a model that draws on systemic family therapy and network therapy as well as the use of a reflective team. A single session intervention was provided for families of people with intellectual disability. A systemic consultation was used as a pre‐session meeting for professionals working with the family. The systemic consultation and single session therapy allowed the family and the professional network to gain insight. Involving the professionals in the therapy session also enhanced the alliance between professionals and family. This approach assists everyone involved in the case to find a way to progress. 相似文献
