Foxing the nation: the economic (in)significance of hunting with hounds in Britain

The election in 1997 of a new Labour Government and the publication of the Wild Mammals (Hunting With Dogs) Bill provided an opportunity for the re-opening of the public and political debate about hunting wild animals with hounds in Britain. A significant new dimension to the 1997/98 debate was the increasing emphasis on the claimed economic importance of hunting and its provision of rural jobs. This paper critically examines the nature of such claims. It argues that economic claims about hunting should be assessed in the context of a changing rural economy, and demonstrates how the pro-hunting lobby's predictions of job losses from banning hunting are difficult to sustain. It suggests that if our starting point is a concern for the rural economy, then hunting is a minor issue compared with other pressing issues of the late 1990s such as, for example, European rural policy reforms. Moreover, a wider economic analysis suggests that hunting wild mammals imposes other social costs, in the form of disruption and damage to property, which could be avoided by switching to non-quarry hunts. The paper concludes by examining the reasons for the rise of this economic dimension to the hunting debate.     

Towards Being Down Without Being Out: Self Help on Skid Row

If the lot of the homeless man in Australian cities is to improve the impetus will have to come largely from within—that is through self help. Amelioration of the skid row life style in Australia will probably come in the form of increased sense of group identity, the establishment of clearly defined home territories, improved communication among those agencies that cater to the needs of homeless persons, and a change in the general public's perception of what constitutes skid row and its inhabitants. Brisbane's 139 Club, a drop in centre for the homeless, is an example of self help approaches to bringing about this amelioration of the skid row life style.     

The geographic distribution of gaming machine proceeds in New Zealand

ABSTRACT

Within NZ gambling and its associated harms are well-researched topics. However, most studies to date have relied upon the use of survey methodology or have focused on individual regions. In this paper we distribute gaming machine proceeds (GMP) from gaming venues to the surrounding localities in order to derive estimates of GMP per capita. It is hoped these estimates will enable the trusts who operate the electronic gaming machines (EGMs), and who are responsible for reinvesting a proportion of proceeds back into the community, to more accurately target funding towards the areas most affected by the harms of EGM gambling. Our estimates of GMP per capita also provide a means of assessing the criterion validity of the recently developed Dynamic Deprivation Index. Furthermore, although it is well known that Māori and Pacific Island populations have a higher incidence of problem gambling, our results imply that when controlling for socio-economic deprivation and the geographic location of EGMs the associations between ethnicity and GMP per capita are weak. From a policy perspective, this suggests the most effective way of limiting the harms of EGM gambling on these populations is to place tighter controls on the number of venues within their communities.     

From Where I Stand I Can Almost See Society,or The Ups and Downs of Social Research

In a hierarchically structured society such as ours, the problem of the place the student of society occupies vis-à-vis those he or she studies is of critical importance. Several social scientists have recently appealed to their colleagues to turn their focus away from those at the bottom of the structure and to spend more time studying those at the top. The present article discusses the pitfalls of exclusively ‘upward’ or ‘downward’ research.     

Neither Silent nor Invisible: A Comparison of Two Participative Projects Involving Older Lesbians and Gay Men in the United Kingdom

This article offers a comparative review of two participative projects involving older lesbians and gay men (OLG) in different parts of the United Kingdom. Both projects set out to promote local networks of OLGs, support and facilitate their input and commentary on local services and act as a prototype model of consultation that might be taken up and used in other areas. The authors review some of the challenges and achievements of each project and critically compare the two initiatives. Discussion of each stage of the projects includes an appraisal of the relative strengths and weaknesses of their different elements. Emphasis is placed upon the concern to involve OLGs at every level and stage of each project and how this was achieved. Reference to relevant policy provides a backdrop to a discussion of the practical considerations in setting up time-limited projects of this nature. Consideration of some of the outcomes of each project with emphasis upon the implications for utilising similar participative approaches in future consultation and inclusion initiatives is provided.     

Discount-neutral utility models for denumerable time streams

This paper formulates and axiomatizes utility models for denumerable time streams that make no commitment in regard to discounting future outcomes. The models address decision under certainty and decision under risk. Independence assumptions in both contexts lead to additive or multiplicative utilities over time periods that allow unambiguous comparisons of the relative importance of different periods. The models accommodate all patterns of future valuation. This discount-neutral feature is attained by restricting preference comparisons to outcome streams or probability distributions on outcome streams that differ in at most a finite number of periods.     

Career Counseling in a Volatile Job Market: Tiedeman's Perspective Revisited

This article explores implications of Tiedeman's original theory for career counselors. Some components of the theory seem to be compatible with existing volatile job market conditions. Notions of career path recycling, development in reverse, nonlinear progress, and parallel streams in career development are explored. Suggestions are made for counseling interventions and future research using this perspective.
