Teaching Note—Student-Produced Public Service Announcements: A Project to Promote Active Learning in an Undergraduate HBSE Class

ABSTRACT

Student-produced videos are assignments that can increase students’ understanding of course content. This teaching note describes how an undergraduate Human Behavior in the Social Environment I course used student-produced public service announcement videos to develop an understanding of the different life stages in humans. The advantages and disadvantages of such a project are described.     

Perpetuating Old Exclusions and Producing New Ones: Digital Exclusion in an Information Society

This article presents a study that measures the degree of digital exclusion—or, conversely, the degree of digital inclusion—in Hong Kong, a developed city in East Asia. Governments in the region are among the most active in the developed world in pushing ahead in developing knowledge economies and information societies. The major concern is to improve/maintain their competitiveness in the new knowledge economy created by the process of globalization and the advancement in information technology. Many countries in the region have established themselves in the top ranks of a number of indexes and measurements comparing digital readiness, digital access, information and communication technology penetration, and others. However, not all the citizens in the region share the benefits and promises of the information society. People who are traditionally disadvantaged, such as the elderly and those on a low income, are further excluded from the information society. Such exclusion affects other social groups as well. This study creates a new digital inclusion index to measures the degree of inclusion of various disadvantaged groups in an information society. Data regarding seven disadvantaged groups were collected through a household survey (N = 2,312). The index captures information about access, knowledge, usage, and affordability ininformation and communication technology of the disadvantaged in comparison with mainstream society (N = 284).     

Long-term care policy and financing as a public or private matter in the United States

Effective approaches to assure adequate resources, infrastructure, and broad societal support to address chronic care needs are volatile and potentially unpopular issues that can result in many losers (those getting far less than they want) and few winners (those who gain access to scarce societal resources for care). In the United States, debates on long-term care involve a complex set of issues and services that link health, social services (welfare), and economic policies that often pit public and private sector interests and values against one another. Yet long-term care policies fill a necessary function in society to clarify roles, expectations, and functions of public, non-profit, for profit, individual, and family sectors of a society. By assessing and developing policy proposals that include all long-term care system dimensions, a society can arrive at systematic, fair, and rational decisions. Limiting decisions to system financing aspects alone is likely to result in unforeseen or unintended effects in a long-term care system that stopgap "fixes" cannot resolve. Three underlying policy challenges are presented: the need for policymakers to consider whether the public sector is the first or last source of payment for long-term care; whether government is seen primarily as a risk or cost manager; and the extent to which choice is afforded to elders and family caregivers with regard to the types, settings, and amount of long-term care desired to complement family care.     

Cultural dissonance among generations: a solution-focused approach with East Asian elders and their families

In traditional East Asian cultures, high value is assigned to family harmony and filial piety coupled with the expectation that elders will be honored and obeyed. A lifetime of such expectations shapes how elders perceive their role and status in the family. Problems can arise when younger, less traditional, generations do not share these expectations. This article describes a solution-focused approach that facilitates the family in creating a beneficial harmony in situations of cultural dissonance. Family members are empowered to draw on personal strengths in which multiple worldviews and values of individual members are recognized, incorporated, and negotiated.     

The VGAM package for negative binomial regression

Negative binomial (NB) regression is the most common full‐likelihood method for analysing count data exhibiting overdispersion with respect to the Poisson distribution. Usually most practitioners are content to fit one of two NB variants, however other important variants exist. It is demonstrated here that the VGAM R package can fit them all under a common statistical framework founded upon a generalised linear and additive model approach. Additionally, other modifications such as zero‐altered (hurdle), zero‐truncated and zero‐inflated NB distributions are naturally handled. Rootograms are also available for graphically checking the goodness of fit. Two data sets and some recently added features of the VGAM package are used here for illustration.     

Developing the field of youth organizing and advocacy: what foundations can do

For more than a decade, the Evelyn and Walter Haas, Jr. Fund has seeded many San Francisco Bay Area youth organizing and advocacy programs. Now that the field is maturing, argues the fund's vice president of programs, foundations have a critical programmatic and capacity-building role to play. The author offers analysis and strategies for integrating youth development grant making across foundation interest areas. The programs described illustrate the diversity of youth organizing and advocacy programs that could be supported by funders, whether or not any particular philanthropic institution has a grant-making focus on youth development or youth organizing. The article ends with an in-depth portrait of the self-reported needs of youth organizing and advocacy programs and concrete strategies for foundations seeking to more effectively enable youth organizing and advocacy to play an important role in bringing about a more vibrant, diverse, and effective democratic culture.     

Cultural mediation through vernacularization: framing rights claims through the day‐off campaign for migrant domestic workers in Singapore

Scholarship on civil society in Singapore has tended to emphasize the structural and institutional constraints on civil society space. Conversely, little attention is paid to the broader cultural and discursive realms in which civil society and state actors operate. This article seeks to address this gap by analysing the day‐off campaign for migrant domestic workers in Singapore. We demonstrate that by employing the cultural mediation strategy of vernacularization, civil society was able to frame migrant rights claims in a manner that resonated with the institutional logics and cultural repertoire of Singapore society. Civil society actors gained headway by adapting the discourse on migrant rights to Singapore's socio‐cultural and political context in three ways: by reframing rights claims into a moral appeal; by appealing to the cost‐benefit logics of Singaporean employers of migrant domestic workers; and by situating the provision of migrant labour protections as a relative market position.     

Perceived social support in Chinese parents of children with attention deficit hyperactivity disorder in a Chinese context: Implications for social work practice

This article reports the results of a Hong Kong study (no. of parents = 121) which identified perceived social support (PSS), both overall and four types of support, of Chinese parents of children with attention deficit hyperactivity disorder (ADHD) and examined the impact of PSS on the interrelationship between the ADHD symptoms and parenting stress. The parents perceived support of their primary social network as more satisfactory than professionals’. Parenting stress of the high PSS group was lower than the low PSS group’s. The PSS-overall, parenting role, and the ADHD symptoms explained a significant variance of parenting stress. The results pave the way to develop a complex social work model in helping.
