Reverse mandated benefits is a government-mandated policy that requires employees to provide their employers with benefits that workers would not provide otherwise. Of course, only those benefits would be mandated that are worth more to employers than they cost, as determined by political authorities. My case for such a policy argues that it is at least as sensible as policies mandating that employers provide benefits to their employees that would not be provided otherwise.  相似文献

Research on gambling has the double mandate of public service and the advancement of science. This paper is meant to carry forward that mandate. Latent in research on the causes of problem gambling is the policy insight that these causes represent different types of phenomena and are unequally mutable to practitioners' efforts to prevent and/or treat problem gambling. By making the issue of mutability manifest in research, findings from research would have more policy relevance and practical import. Data from a 1989 Iowa survey on lottery play and problem gambling are analyzed to illustrate this point. 1,226 respondents were contacted by phone and phone interviews were completed with 1,011 of these 1,226 eligible respondents. With multiple regression, we assessed the contributions of mutable and immutable variables to the explained variance in problem gambling. The results show mutable correlates explain enough variance in problem gambling to recommend their consideration in treatment/prevention. The results also suggest a social as well as a psychological etiology to problem gambling. Future research should, however, do a more complete comparison of social and psychological causes of problem gambling.This research was partially supported by the Iowa Department of Human Services and the National Institute of Mental Health (1 R01 MH50369-01A1). First Nations' communities have been a major focus for the longhistory of colonial action in Canada. The results have beendisastrous for Native cultural, identity and pride. Four majorcommunity institutions – political, economic, religiousand educational and the family – have been devastated.This has robbed Aboriginal Nations of their identity and theirsense that they have the ability effectively to manage theirenvironments and has contributed significantly to their disadvantagedposition within Canada. If community development is to be utilized in First Nationscommunities, four objectives must be addressed: (1) strengtheningcommunity traditions and culture; (2) development of culturallyappropriate community-based organizations; (3) reflection onthe importance of land for local communities; (4) the forgingof links between local and national issues.  相似文献

This article is concerned with the determinants of English language proficiency among immigrants in a longitudinal survey for Australia. It focuses on both visa category and variables derived from an economic model of the determinants of destination‐language proficiency among immigrants. Skills‐tested and economic immigrants have the greatest proficiency shortly after immigration, followed by family‐based visa recipients, with refugees having the lowest proficiency. Other variables the same, these differences disappear by 3.5 years after immigration for speaking skills; and although they diminish, they persist longer for reading and writing skills. The variables generated from the model of destination‐language proficiency (such as schooling and age at migration) are, in part, predictions of visa category, but they are more important statistically for explaining proficiency.  相似文献

This chapter is about a very old question that is thrown up again in discussion related to ANT. Do orders have necessary limits to what can belong to them? It is possible to read ANT as containing or demanding a moral commitment to the inclusion of the disenfranchised. It can often seem to be in the business of giving credit where credit is due, spreading recognition to even the most unexpected quarters. To sustain itself such a morality would depend on the possibility of infinite inclusion. By identifying this picture of 'belonging-by-assemblage' and its traditional counterpart 'belonging-by-banishment' and by finding both at play within ANT, the papers argues that ANT is an ethical rather than a moral enterprise, bringing the unanswered question of the nature of belonging to bear across domains, rather than approaching each domain with a 'cookie-cutter' moral formula. The disturbing 'unsecuring' of belonging that ANT involves continues within the philosophical tradition ANT trades on and contributes to in the form of an abiding controversy over the place of the natural world.  相似文献

The author argues that the effect of sex preference must be disentangled from the effect of number preference in Korea. This study tests--with hazard models--the effect of the number of previous children on the next birth according to the sex composition of previous children. Data were obtained from the 1974 Korean Fertility Survey. This paper also analyzes the timing of childbearing in recent periods in order to determine whether replacement-level fertility is temporary or permanent. The ideal number of children declined from 3.9 children in 1965 to 2.1 in 1991. The age-specific fertility rates for ages 20-24 years declined rapidly during the late 1980s. The fertility rates among women aged 25-29 years and 30-34 years increased during 1985-90. The proportion of fertility among women aged 20-29 years increased from 67.9% in 1975 to 86.6% in 1984. Women born in the late baby boom period of the late 1950s to mid-1960s reached prime reproductive age during the late 1980s and 1990s, but the crude birth rate remained about the same during 1985-92. A higher percentage of women (22.4%) born during 1955-59 remained single in 1990. During 1960-90, the percentage of women aged 20-24 years who were married declined. These trends indicate later age at childbearing and an explanation for the temporary nature of below-replacement fertility in the late 1980s. Korean women did not want to have more than 2 children, and the interval between first and second births increased since 1985. Among pregnancies of parity 2 conceived since 1985, over 90% of women with at least one son ended subsequent pregnancies by abortion compared to only 59% without sons. Hazard models of 1974 data reveal that son preference had an important effect on fertility. Fertility was higher among women with only daughters. Findings suggest that the value of sons must be measured at the societal and not at the individual level.  相似文献

The institution's administrative policies are based on the combined philosophy of many conflicting interest groups such as taxpayers, donors, administrators, faculty, students, staff, and users of university services. A function performed by the university which is receiving increasing attention and outside pressure is the formulation of admissions policy for newly entering students. The paper presents an extension of decision theory to the analysis of social power. The power of a person, A, over another person, B, is viewed in terms of the effect A has on B's decision. The analysis is based on the idea that B's decision regarding the performance of alternative behaviors is a function of 1) B's utility for the consequences of the behaviors and 2) B's subjective probabilities that the behaviors will lead to these consequences. In these terms, A's power over B lies in A's ability to mediate various consequences for B, contingent upon B's compliance or noncompliance. Subjects were asked to consider eight situations in which hypothetical individuals had to make a choice between two courses of action. In each situation another person (A) was attempting to induce the hypothetical individual (B) to choose one of the alternatives, while various situational factors were influencing B to choose the other alternative. The subjects were asked to consider B's utilities and subjective probabilities in each situation and to indicate whether or not B should comply with A and to make ratings of A's power. The decision theory analysis did well in predicting whether or not subjects would indicate that B should comply with A. Also, subjects generally were able to correctly specify whether A or the situational factors had more influence over B's decision. Finally, the subjects' ratings of A's power in the eight situations were highly related to the decision theoretic measure of power.  相似文献

The failures of previous studies to demonstrate productivity differences across different percentages of incentive pay may be partially due to insufficient simulation fidelity. The present study compared the effects of different percentages of incentive pay using a more advanced simulation method. Three payment methods were tested: hourly, low-incentive, and high-incentive (0%, 10%, and 100%) pay. Four participants performed a simulated work task for 30 6-hr sessions. Productivity under the 100% incentive condition was consistently higher than under the 10% condition for all participants. Productivity under the 10% condition was higher than under the 0% condition for two participants. Results suggest that different percentages of incentive pay may in fact produce productivity differences under more realistic simulated work conditions.  相似文献
