A snapshot in time: Family policy and the United Nations International Year of the Family

Some of the special agendas and initiatives of the International Year of the Family (IYF), sponsored by the United Nations, are highlighted. After reviewing the history and structure of IYF, findings concerning salient areas and topics for nationally based policy and programs are presented. These findings are derived from a content analysis of materials assembled from 136 UN Member States, as well as analysis of other documents and discussions with the IYF Secretariat. The saliency of concerns is also presented by grouping countries according to their level of human suffering. Familycentric policy considerations are discussed, and implications are cited for universities, policy makers, and practitioners.     

Czech lesbian activism: gay and lesbian parental rights as a challenge to patriarchal marriage

In their advocacy for the legal recognition of same-sex relationships during the 1990s, prominent Czech gay rights activists focused only on issues of sexuality and did not question the essentialist understanding of gender, especially in parenting. Consequently, even though the Czech Republic legalized registered partnerships for gays and lesbians in 2006, legal barriers now exist regarding parental rights for same-sex couples, who are prohibited from adopting children and accessing reproductive technology once they register with the state. This article examines a rising, new wave of Czech lesbian activism that has focused on gaining legal parental rights for registered same-sex couples. While lesbian activists were disempowered in terms of their public visibility as well as political involvement during the 1990s, the recent growing prominence of lesbian groups has been enabled by their stronger political focus and organizational coherence. Analyzing the lesbian activists' strategies, I show not only how lesbian activism can advance the public debate about traditional gender roles, but also how lesbian activism can strengthen the critique of the ideology of marriage.     

Fuzzy Autoregressive Rules: Towards Linguistic Time Series Modeling

Fuzzy rule–based models, a key element in soft computing (SC), have arisen as an alternative for time series analysis and modeling. One difference with preexisting models is their interpretability in terms of human language. Their interactions with other components have also contributed to a huge development in their identification and estimation procedures. In this article, we present fuzzy rule–based models, their links with some regime-switching autoregressive models, and how the use of soft computing concepts can help the practitioner to solve and gain a deeper insight into a given problem. An example on a realized volatility series is presented to show the forecasting abilities of a fuzzy rule–based model.
