A Hybrid Model of Moral Panics: Synthesizing the Theory and Practice of Moral Panic Research

We seek to address criticisms of the concept of moral panics (MPs) by offering a hybrid model of MPs that synthesizes theory and practice of MPs research. A review of the literature on MPs from sociology, media studies and related fields shows a wide variety of usage and lack of conceptual clarity of the term ‘moral panic’. Yet there are few articles explaining how to analyze MPs. We present a theoretical clarification of MPs by addressing elements of scope, intensity and reception, to create distinction from other related theoretical concepts. To develop a working method for researching MPs, one must have an understanding of social conditions that give rise to, sustain and result in the success or failure of MPs, as well as possible lasting effects. We synthesize Cohen’s process-oriented model of MPs and Goode & Ben-Yehuda’s attribution-oriented model of MPs, creating a critical hybrid model of MPs that integrates processes and attributes. We then utilize the hybrid model to offer practical suggestions for researching and analyzing the conditions, processes and effects of MPs, in the hopes of encouraging a more rigorous research agenda for scholars of MPs.     

How to make e-Procurement viable for SME suppliers

Due to their common role as suppliers, small and medium-sized enterprises (SMEs) are especially challenged by today's turbulent business conditions. In order to meet this challenge, short-term WWW-based enterprise cooperations are regarded as an appropriate way to enhance the competitive strength of SMEs. Hence, the Institute of Machine Tools and Industrial Management (IWB) operates three so-called competence networks for engineering (www.engineering-net.de), rapid prototyping (www.rp-net.de) and manufacturing (www.produktionsnetz.de) services. For the purpose of an applied research project, more than 80 participating SME suppliers have been included in these specialized virtual markets, which are based on the core competencies of the cooperating SMEs. Additionally, the platform (www.virtueller-markt.de) enables customers to configure their specific supply chains via the above-mentioned competence networks. The presented paper depicts how to establish and operate these competence networks as well as how to configure supply chains via these virtual markets.     

Statisticians Can Matter

Statisticians fall far short of their potential as guides to enlightened decision making in business. Two important explanations are: (1) Decision makers are often more easily convinced by concrete examples, however fragmentary and misleading, than by competent statistical analysis. (2) The effective use of statistics in the process of decision making requires hard thinking by decision makers, thinking that cannot be delegated entirely to the statistical specialist. Modern developments in interactive statistical computing may help to reduce the force of these limitations on exploitation of statistics; used properly, computing can encourage, almost force, the student or business user of statistics to think statistically.     

On computer generation of gamma random variables by rejection and composition procedures 2

The paper presents various algorithms for generating gamma random variables, by combining rejection and composition procedures. Two efficient algorithms are given for the case when the parameter of the gamma distribution is 0<v<l. For the case vl, several algorithms are given but they (except one), work reliably only for small values of v. Results of some computer tests together with FORTRAN subroutines are also presented.     

Optimal designs for exponential regression

This paper is concerned with the optimal design problem for the particular case of non-linear parametrisation:the parameters to be estimated are included in exponents.Some properties of locally optimal designs as functions of estimated parameters are investigated and a table of such designs in given.We consider also designs to be optimal in the sense of minimax approach.     

Delivery of Devolve Social Services: Its Contributions to the Socio-economic Conditions of Women in Columbio Sultan Kudarat

This is an evaluative study on the delivery of devolved programs in health, agriculture and social welfare. It aimed to identify the major devolved programs/projects implemented by the LGU of Columbio, Sultan Kudarat; the responsiveness of the actual delivery of devolve services in terms of human resources, facilities and fund allocation; the status of devolve services implemented if it was effective and efficient; and the inadequacies encountered. The “expose facto” method of research was used. There were 49 implementers and 132 beneficiaries of the various devolved programs. There were 181 total respondents. A four-part questionnaire was constructed and the gathered data were supplemented by information extracted through interviews with Key Informants, Focus Group Discussions and document analysis. There were three departments implementing the devolved social services programs such as the Municipal Health Office with 6 devolved health programs; the Municipal Agriculturist Office with 6 devolved agricultural projects; and the Municipal Social Welfare and Development Office with 7 devolved social welfare programs. The respondents rated the implementation of devolve services in health, agriculture and social welfare programs between rank 5 to 9 for the aspects of human resources, facilities and fund allocations. The respondents assessed the implementation of devolved programs as Very Efficient and Most Responsive programs to the needs of the people specially the children, youths and women. The study also found some inadequacies observed during the implementation of devolved social services programs which were Agreed by the majority of the respondents. These findings implied that the implementation of various devolved social services for several years has made a significant difference in the lives of the people of the Municipality of Columbio, Sultan Kudarat, the Local Government of Columbio and program implementers with their commitment and solidarity to serve the people especially the marginalized is a manifestation of their unselfish dedication to uplift the socio-economic condition and well-being of the people. Hence, continuing projects should further be strengthened and supported to ensure the sustainability of the projects even if the support of different institutions has been terminated.     

Dose-Response Assessment of Airborne Methyl Isothiocyanate (MITC) Following a Metam Sodium Spill

A tank car derailment in northern California in 1991 spilled metam sodium into the Sacramento River, and released its breakdown product, methyl isothiocyanate (MITC), into the air. This paper describes the risk evaluation process used. Over 240 individuals reported symptoms such as eye and throat irritation, dizziness, and shortness of breath. Reference exposure levels (RELs) for 1 hr were developed for MITC and compared to exposure concentrations. Ocular irritation in cats was the most sensitive endpoint reported. The no observed adverse effect level (NOAEL), divided by an uncertainty factor (UF) of 100, produced an REL of 0.5 ppb of MITC in air to prevent discomfort. An REL to prevent disability was estimated to be 40 ppb. An REL to prevent life-threatening injury was estimated to be 150 ppb. Measured MITC levels ranged from 0.2-37 ppb and estimated peak levels ranged from 140-1600 ppb. The usefulness of RELs for emergency planning is discussed.
