In this paper, we add to the debate on the public capital–productivity link by applying very recent developments in the panel time series literature that take into account cross sectional correlation in non-stationary panels. In particular, we evaluate the productive effect of public capital by estimating various production functions on a panel of 21 OECD countries over the period 1975–2002. Our results suggest that public capital has a positive long run impact on output, with elasticities that range between 0.05 and 0.15, depending on model specification. These findings are robust to the existence of spillover effects from public capital investments in other countries and to the inclusion of other productivity determinants, like human capital, the stock of patents and R&D capital. Finally, we do not find any important effect of public capital on GDP in the short run: this suggests that public infrastructure investments might not be a powerful countercyclical policy instrument.  相似文献

Studies in residential care facilities suggest that routine screening can assist in the early detection of geriatric depression. However, the effectiveness of screening instruments in residential care in the US and Canada has not been adequately evaluated. We conducted a systematic narrative review of the English-language literature published between 2000 and 2010 on screening instruments used for depression detection in older adults living in residential care facilities. The review yielded nine scales and their modifications tested in residential care, which we evaluated. We provide specific recommendations for the use of effective scales and discuss implications for practice, policy and research.  相似文献

Before full-scale war broke out in 2022, over 1 million Ukrainians resided legally in Poland. Within weeks of Russia's aggression, around 1.5 million new Ukrainian forced migrants had arrived, many of whom remain in Poland. As of September 2023, 970,000 Ukrainian refugees were still in Poland, where they enjoyed temporary protection status. This paper analyses data from a 2022 survey of both forcibly displaced and pre-war Ukrainian migrants with the aim of establishing what measures are needed to facilitate the economic integration of the former group. The two cohorts differ in terms of gender, age, family status, ways of seeking employment, employment situation and aspirations. Although 66 per cent of respondents had completed tertiary education, only 30 per cent of the forcibly displaced group had Polish-language skills. The paper recommends strategies for the provision of language education along with solutions to enable the labour market participation of this group and otherwise support their integration.  相似文献

We empirically analyzed the labor market participation of Italian women, with special emphasis on the role of intergenerational family links. Older relatives, on the one hand, discourage the work participation of women by requiring care; on the other hand they may provide household services favoring labor supply. We studied this dual impact estimating a trivariate probit model where the three choices to be in the labor force, to use informal help from older relatives and to care for them are jointly determined. Our estimates show that care duties towards members of the previous generation hinder the labor market participation of Italian women, and that informal help received from older relatives strongly increases their probability of being engaged in paid work.

In this paper, we investigate the ex ante effects of fiscal policy harmonization that might be necessary for the adoption of the common currency on economic growth in Poland using a neoclassical dynamic two-sector general equilibrium model. We study two fiscal policy scenarios. In the first one, we adjust all taxes to German and EU-27 levels, respectively, while in the second one, we change only consumption taxes to German and EU-27 levels. We find that in the first scenario, the current Polish taxes yield the highest rate of growth due to lower capital taxation. However, in the second scenario, German and EU-27 taxes yield the highest rate of growth due to the lower consumption tax on capital-intensive good. From a policy perspective, our results suggest that fiscal policy with lower taxes on capital and capital-intensive goods can generate a higher rate of growth in the long-run. In the case of fiscal harmonization, our findings propose adopting only German or EU-27 consumption tax structure into the Polish tax system.  相似文献

A sample of committed gay and lesbian cohabiting couples engaged in two conversations after being apart for at least 8 hours: (a) an events of the day conversation and (b) a conflict resolution conversation. Physiological data were collected during the conversations and a videotape record was made. Couples viewed the videotapes and rated their affect during the interaction. The video records were coded with a system that categorized specific affects displayed. Models derived from physiology, from the perception of interaction, and from specific affective behavior were related to relationship satisfaction, and to the prediction of relationship dissolution over a 12-year period. Results supported previous findings that satisfaction and stability in gay and lesbian relationships are related to similar emotional qualities as in heterosexual relationships.  相似文献

In this article, the kinds of utility comparisons that can be made may differ in distinct population subgroups. Within each subgroup, utility is either ordinally or cardinally measurable. Levels and differences of utility may or may not be interpersonally comparable within a subgroup. No utility comparisons are possible between subgroups. Given these informational assumptions, it is shown that any continuous social welfare ordering that satisfies the weak Pareto principle only depends on the utilities of one of the subgroups.
