Public opinion and the privatization of welfare: some theoretical implications

The social policy of the Thatcher government is characterized by an abrupt shift in the direction of the private sector. To what extent does this reflect what people want? The Institute of Economic Affairs conclude from the only suitable national opinion survey that such a move is strongly supported. Our reanalysis of their data shows that this strand in public opinion can coexist with, and need not contradict, an equal public enthusiasm for state welfare. Such results have important implications for our understanding of social policy. We conclude, therefore, with a discussion of contrasting marxist and liberal accounts which seeks to show that the evidence of ambivalence in popular attitudes about the welfare state supports particular developments in theory.     

A LOOK AT THE SEMANTIC DIFFERENTIAL AS A TOOL TO ASSIST FACULTY TEACHING EVALUATIONS

The evaluation of the effectiveness of faculty teaching is a difficult process. This paper presents the results of an experimental empirical investigation into the possibility of using a psycho-linguistic measurement technique, the Semantic Differential, to measure faculty communication of terminology to students. This measurement could be used to supplement other teaching evaluation devices. The paper determines a set of “key concepts,” derives a set of S.D. meanings from a Faculty to act as a standard, and measures student meanings at the beginning and end of an introductory course. These sets of meanings are then compared.     

SOME ASPECTS OF THE DYNAMIC PROPERTIES OF ECONOMETRIC MODELS*

Recent efforts by several authors have resulted in the development of techniques for analytically describing the dynamic properties of linear stochastic difference equation models ¹ 1 For examples of this work see Chow [1]; Chow and Levitan [2] [3]; Howrey [8] [9]; Howrey and Kelejian [10] and Howrey and Klein [11].
. Since these techniques have not been extensively applied to econometric models and consequently are not generally familiar to economic modelers, the purpose of this paper is to summarize the techniques these researchers have developed and to illustrate them using a simple (and admittedly unrealistic) econometric model.     

A HEURISTIC ALGORITHM FOR RESOURCE LEVELING IN MULTI-PROJECT,MULTI-RESOURCE SCHEDULING

The utility of conventional project management techniques, such as PERT and CPM, is hampered by significant and realistic network attributes and managerial considerations. There are many situations which involve more than one project and numerous resources. Of major concern in such situations is the reduction of the maximum quantity of each required resource. The algorithm presented here is capable of scheduling the individual activities in multiple projects with multiple resources and leveling the overall quantity of each resource which is required. The basis of the algorithm is a sequencing procedure for examining various combinations of activity start times. The measure of effectiveness for each combination is the sum of the squares of the required quantity of each resource in each time period.     

Gay, lesbian, bisexual and transgendered (GLBT) experiences with Earth-spirited faith

Earth-spirited faiths (e.g., Pagan and Wiccan spiritualities) have been described as more affirmative toward gay, lesbian, bisexual, and transgendered (GLBT) members than mainstream Judeo-Christian faiths, but no research has explored Earth-spirited faiths' GLBT-affirming behaviors. This study investigated those behaviors as well as the faith experiences of GLBT Earth-spirited individuals. At time of coming out, participants who were affiliated with mainstream Judeo-Christian faiths reported greater faith conflict than those affiliated with Earth-spirited faiths; however, there were no differences in resolution of the conflict between the two groups, internalized homonegativity, or self-acceptance. In addition, Earth-spirited faiths engaged in many GLBT-affirming behaviors.     

Older women's fears of violence: the need for interventions that enable active ageing

Women's fear of violence can impact negatively on their active participation in life. An ageing survey conducted with 2,620 Australian respondents aged 50 to 90 years examined aspects of work, learning, social, spiritual and emotional status, health, vision, home, life events, demographics, and asked an open-ended question about what being actively engaged in life meant. Ordinal regression was carried out on two dependent variables: wanting and needing to learn to discourage violence. Analyses found that as women's age increased, those on lower incomes were more likely than others to say they needed to learn how to discourage violence against them. This paper investigates the variables associated with the findings-transport, finances, news media, home safety, and reduced social interactions. Results highlight the importance of understanding women's fear in the context of personal and social issues, and the need to provide learning opportunities to improve safety and social engagement.     

Open Tertiary Education in Australia

The draft report of the Committee on Open University, Open Tertiary Education, is criticized on the grounds that it is overly conservative and makes little contribution to the opening up of tertiary education in Australia. The problems inherent in government committees, particularly in the field of education, are considered. Using the data provided in the report, the current closed system of tertiary education is criticized and a number of proposals, alternative to those made in the report, are presented for consideration.     

Medical Students' Attitudes and Opinions About Human Sexual Behaviour

In their professional capacities doctors are often confronted with clients who present with psycho-sexual problems. At the present time Australian medical students are provided with very little instruction in the areas of human sexual behaviour. This paper examines the attitudes and amount of information possessed by a cohort of second year medical students compared with groups of first and fifth year students; these attitudes and levels of information are then related to students' sex, religious affiliation, strength of religious conviction, where this is seen to be relevant. It is shown that some areas of ignorance exist. The paper concludes by outlining some aspects relevant to courses in human sexual behaviour.
