Learning from tradition: the planning of residential neighborhoods in a changing world

This paper analyses the community values of residential neighborhoods in the southwestern region of Saudi Arabia as an approach to a new theory in urbanism. The indigenous masterbuilders and tribemen incorporated planning decisions pertinent to climatic, cultural, social, economic and religious factors when designing physical elements in their built environment. This is what makes every traditional settlement in the southwest region of Saudi Arabia unique in terms of urban form and social structure. As a step to examining and evaluating the process of residential neighborhood development, three stages of practiced urbanism are discussed. These stages are labelled “vernacular”, “transitional” and “new vernacularism”. These are planning concepts used worldwide in the development of residential neighborhoods throughout history until the present. “New Vernacularism” is envisioned in this investigation as a design/planning objective implemented in most recently planned neighborhoods in Al-Horaidhah, Southwest Saudi Arabia. The achievement of successful urbanism underlies the political goals of urban planning practice. The Al-Horaidhah planning concept is conceived in the light of preservation of community values in neighborhood design/planning as a critical issue.The paper aims to investigate and reconcile the conflicts in the planning of residential neighborhoods in a changing world. The conflicts are restricted between retaining traditions of architecture, urban design and planning with the necessary social, economic, and technological changes in urban formation, mainly, the vernacular and modern. The paper illustrates the concept “New Vernacularism” by presenting Al-Horaidhah scheme as a model for community development in three administrative regions along the Red Sea coastline. “New Vernacularism” as a planning concept looks at the community development in Al-Horaidhah in the light of Sharicah, the Islamic Law and Customary norms by emphasizing the importance of the involvement of local residents in the planning process and gives suggestions of how this might best be achieved and later implemented into new communities.     

The real cost of growth in Oregon

The costs of growth are little known, poorly understood and typically understated. This study is an initial effort to provide a more complete understanding of the current costs of growth in Oregon. While more than two dozen cost areas are identified, the focus is on basic physical infrastructure required for urban development. A proportionate share costing method is used to determine the public infrastructure costs associated with the construction of a typical single-family house. Each increment of growth is allocated costs for only the increment of system capacity required to serve it. Cost figures are from representative projects recently completed or underway in Oregon. The result is a composite of recent cost data selected to be representative of the state as a whole. An analysis of seven public infrastructure cost areas associated with the construction of a typical single-family house—including public facilities for schools, sewer, storm drainage, roads, water service, parks and recreation, and fire protection—shows that the total cost is about $24,500 per house. Oregon's development impact fees are recovering only a fraction of these costs. As a result, most of these public infrastructure costs are distributed across the entire population of a community through property taxes or general obligation bonds, whereas the benefits of these investments accrue primarily to the new development. The methodology used in this study can be easily replicated and may provide a useful tool for communities trying to obtain better information about the economic and fiscal impacts of urban growth. A review of relevant literature and references are provided.     

A Reflective Cybernetic Study on the Experiences of a Gay Male Teacher in the Free State Province

ABSTRACT

Sexuality education has become a core component in advancing the ideals of social justice and inclusivity within schooling environments. Its implementation has, however, been met with resistance as its sensitive nature often leads to conflicting messages, especially in relation to the myriad cultures and ambiguity thereof when placed against the contrasting values characteristic of multicultural South Africa. This article speaks to my experiences as a gay male teacher within the context of teaching at primary and secondary schools in the Free State province. I draw on the challenges and barriers I experienced, especially as a new teacher, and reflect critically on how this influenced my growth as an educator in the following years. Primarily, my approach and pedagogy were positioned within silence and uncritical reflection as to how my teachings can align with the ideals of social justice and inclusivity. Framed through a cybernetic perspective, I investigate how my pedagogy has adapted and transformed toward a less reactive approach and in turn aligned more actively with these ideals. This study is a self-reflective narrative that accounts for my experiences within different systems and how my presence influenced the systemic dynamics of the schools in which I taught.     

Why an MBA?

As physicians move into medical management, leaving clinical practice behind to play a major role in managing physician performance and clinical processes, they are having to deal in the business world. Physician executives are donning the pinstripe suit instead of the white coat, and adding a business acumen to their clinical skills.
