科学发展的历程表明:任何一个国家的科学事业,总要受到民族文化的制约和影响,都要在一定的文化背景下发展前进。一个地域的文化可以推动科学技术的发展,也可以在一定程度上对自然科学产生消极作用。中国古代传统文化中实用理性的思想、“天人合一”的宇宙观和整体性思维方法、伦理化倾向以及不完备的逻辑体系严重阻碍了近代科学革命在中国的产生。

理性与传统视域中的政治哲学——以亚里士多德、伯克、密尔、哈耶克为例

在亚里士多德的政治哲学中,政体是一个非常重要的概念,在哲学上偏好折衷的他,把共和政体看成理想政体,但同时他又指出政体中理想的、最优的不一定是最合适的。进入中世纪以后,西方政治思想家对人类理性与政治制度演进之间关系的争论不断,有的强调理性设计的关键性作用,有的赋予历史、传统以超越每一代人的理性的力量(如伯克)。19世纪杰出的思想家密尔,对思想史出现的两种比较极端的政治哲学观点进行概括、总结和调和,使亚里士多德在其《政治学》中所表现的相信理性而又尊重传统的政治智慧得以重现。20世纪60年代以进化论理性主义反驳建构论唯理主义的哈耶克,其理论观点的继承性也许值得研究者更多的关注。

介绍城市轨道交通中的两种屏蔽门系统,并对其适用性进行分析,提出半高式屏蔽门系统在我国北方地区城市轨道交通中比较适宜。     

Empirical likelihood inference for a common mean in the presence of heteroscedasticity

The authors develop empirical likelihood (EL) based methods of inference for a common mean using data from several independent but nonhomogeneous populations. For point estimation, they propose a maximum empirical likelihood (MEL) estimator and show that it is n‐consistent and asymptotically optimal. For confidence intervals, they consider two EL based methods and show that both intervals have approximately correct coverage probabilities under large samples. Finite‐sample performances of the MEL estimator and the EL based confidence intervals are evaluated through a simulation study. The results indicate that overall the MEL estimator and the weighted EL confidence interval are superior alternatives to the existing methods.     

Acceptance sampling based on truncated life tests for generalized Rayleigh distribution

This paper considers the problem of an acceptance sampling plan for a truncated life test when the lifetime follows the generalized Rayleigh distribution. For different acceptance numbers, confidence levels, and values of the ratio of the fixed experiment time to the specified mean life, the minimum sample sizes necessary to ensure the specified mean life are found. The operating characteristic values of the sampling plans and producer's risk are discussed. Some tables are presented and the use of the tables is illustrated by a numerical example.

星载合成孔径雷达多普勒参数的估计

主要分析了星载合成孔径雷达(SAR)多普勒参数的估计误差对成像质量的影响,提出了利用自聚焦同时估计多普勒质心和多普勒调频率的方法;该方法使得两个多普勒参数的估计在准均匀和非均匀场景下能同时具有较高的精度,而且使估计的运算量也大为减少;最后通过星载 SEASAT-A海洋卫星原始数据成像试验,证明了该方法的优越性。
