雅斯贝尔斯与亚洲,特别是与中国相遇,他把中国视为"第二家乡".雅斯贝尔斯之所以转向东方的思想和生存,首先是因为他意识到了今日人们称作全球化的东西.早在20世纪30年代初,雅斯贝尔斯就表明,世界哲学的时代已经到来.雅斯贝尔斯世界史观的原创性在于他舍蓄地批判了西方与东方之间某种简单的二元性.在他看来,亚洲文化是欧洲文化必要的补充,欧洲与亚洲之间的相互谅解是绝对必要的.     

Tendencies of the Development of Public Service in Lithuania

The article analyzes the development of the Lithuanian civil service and the influence of some of the prevailing models of public management on the changes that occurred in the service. It also reviews the attitude of society and experts towards the bureaucracy and points out that in Lithuania, society is becoming more and more skeptical about politics and the whole public environment. It emphasizes that it is not easy to implement the managerial approach in the Civil Service in post-Communist states.     

The “Green” and “Gold” Roads to Open Access: The Case for Mixing and Matching

Abstract

Recent discussions on Open Access (OA) have tended to treat OA journals and self-archiving as two distinct routes. Some supporters of self-archiving even suggest that it alone can bring about full Open Access to the world's scientific literature. In this paper, it is argued that each route actually corresponds to a phase in the movement toward Open Access; that the mere fact of self-archiving is not enough; that providing some branding ability to the repositories is needed. However, doing so will eventually bring about the creation of overlay (or database) journals. The two roads, therefore, will merge to create a mature OA landscape.     

Estimation of the Sobol indices in a linear functional multidimensional model

We consider a functional linear model where the explicative variables are known stochastic processes taking values in a Hilbert space, the main example is given by Gaussian processes in L²([0,1])${\mathbb{L}}^2([0,1])$. We propose estimators of the Sobol indices in this functional linear model. Our estimators are based on U-statistics. We prove the asymptotic normality and the efficiency of our estimators and we compare them from a theoretical and practical point of view with classical estimators of Sobol indices.     

Privatization of Public Services in Leipzig: A Balancing Act between Efficiency and Legitimacy

Since 1992, the budget deficits of larger German cities increased from less than one billion Euros to more than nine billion in 2005. The reasons for this fiscal collapse were a worsening economic situation partly caused by lower government revenue and higher costs of unemployment benefits. In order to reduce their deficits, the municipalities started privatizing and outsourcing large sectors of public administration. Leipzig rejected the path of privatization and became the pioneer in organizing large-scale municipal companies. This approach brought essential social benefits, most needed revenues, greater efficiency in delivering services and allowed the city to reduce almost by 50% the number of its administrative staff.     

Poverty dynamics in eight countries

Despite very different macroeconomic conditions, demographic structures and degrees of income inequality, favorable income changes among low-income families with children were widespread and strikingly similar across the eight countries in our study. In most European countries, the combination of modest inequality and extensive mobility among the poor enabled virtually all families to avoid relative income deprivation at least occasionally. However, even substantial mobility among the poor in the Unites States could not elevate the living standards of one in seven white and two in five black families to a level that was half that enjoyed by a typical American family.This paper is the result of a collaborative research project sponsored by the Rockefeller Foundation, the Russell Sage Foundation and the European Science Foundation as part of its Network on Household Panel Studies. La responsabilité à l’épreuve des nouvelles organisations économiques

The recent development of networks has engendered both the evanescence of “macro-actors” (i.e., big formal organizations) and new problems related to corporate social responsibility. The concept of “organization” must be redefined and analyzed so as to identify network externalities and the ways (including legal ones) of handling the consequences in terms of liability. The four brief contributions in this section — two by sociologists and two by jurists — outline an approach to the contemporary reality of organizations.     

Conundrums of Urban Planning in a Global Context: The Case of the Frankfurt Airport

The article reviews the complexity of urban policy formulation in Frankfurt, Germany, where officials are trying to enlarge the international airport to stay competitive in international air transportation and meet the challenges of global business operations. This case study analyzes an elaborate mediation process that helped the formal decision-makers avert the violence threatened by anti-globalization and environmentalist protesters. Although some legal challenges loom ahead, a majority of Frankfurt residents support the new airport expansion. The Frankfurt experience will help other communities minimize the confrontation between urban policy makers, corporate business elites, and citizen groups that are concerned with issues of public health and clean environment.     

Agricultural policy in Madagascar: A seasonal multi-market model

The purpose of this note is to illustrate how a generic multi-market model can be adapted to the circumstances of a particular developing country to assess the impact of alternative agricultural policies on the well being of households. We describe the main features and results of a multi-market model for Madagascar that focuses on income generating activities in an agricultural sector that is characterized by seasonal variability. We find evidence that investments in rural infrastructure and commercial food storage have both direct and indirect benefits on poor households.     

Morals, Ethics, and Integrity: How Codes of Conduct Contribute to Ethical Adult Education Practice

This article examines the similarities and differences in the concepts or in the usage of the terms “integrity”, “morals” and “ethics” to provide a framework for understanding why these concepts are the foundation of professional ethics and to promote a more thoughtful consideration of the need for codes of ethics for the field of adult education. The article reviews the original interpretations of these terms by the classic philosophers whose works are fundamental for a greater appreciation of contemporary ethics.
