中国公共安全管理:问题、国际经验与对策

我国的公共安全管理在取得明显成效的同时,还存在一些问题:我国政府目前还缺少明确的公共安全职能定位,相关法律体系和机构建设尚不健全,相关政府部门的公共安全权责不够明确;在整体上偏重于应急,缺少有效的预防体系;社会参与不足则相对加重了政府公共安全管理的负担;公共安全管理技术水平偏低.我国应在充分借鉴西方国家有效经验的基础上,尽快实现从应急管理向公共安全管理模式的整体转换,加强预防体系建设,通过法律和机构的完善,不断明确政府公共安全职能,理顺权责关系,充分利用社会力量,实行多元治理,大力推行公共安全管理的标准化建设,提高管理技术水平,最终构筑起严密高效的公共安全防控体系.     

当代中国现代化目标历史演进的反思

中国共产党从建国初提出社会主义工业化目标到当前以构建社会主义和谐社会为重大课题,较好地处理了确立现代化目标的民族性与时代性、层次性与整体性、理想性与现实性及指标化与系统性等诸多关系,也开启了反思现代化目标与现代化实践关系的可能性与必要性。     

Conditional variance estimation in heteroscedastic regression models

First, we propose a new method for estimating the conditional variance in heteroscedasticity regression models. For heavy tailed innovations, this method is in general more efficient than either of the local linear and local likelihood estimators. Secondly, we apply a variance reduction technique to improve the inference for the conditional variance. The proposed methods are investigated through their asymptotic distributions and numerical performances.     

论生态补偿机制的财政转移支付

生态补偿机制的建立在我国具有非常重要的意义,而财政转移支付在生态补偿机制中起着重要作用.结合我国的实际情况,可以从以下几方面来完善生态补偿机制中的财政转移支付制度:一是加大财政转移支付中的生态补偿力度;二是进行合理的转移支付框架的设计;三是建立财政转移支付在生态补偿机制中的实现途径;四是重点建设具有现实性的横向转移支付的生态补偿机制;五是成立政府间财政转移支付专门机构.     

我国第三产业比重是否应该逐年上升？

 从长期看,第三产业比重应呈上升趋势。但是,某一时期（比如5年或更长一点）第三产业比重回落也是可能的。第三产业比重与最终使用结构有很大关系,从一定意义上讲,一个国家的最终使用结构决定着它的第三产业比重,这一关系可以借助投入产出模型进行量化。我国的最终使用结构比较特殊,一定程度地制约了我国第三产业比重的上升。     

Accelerated hazards mixture cure model

We propose a new cure model for survival data with a surviving or cure fraction. The new model is a mixture cure model where the covariate effects on the proportion of cure and the distribution of the failure time of uncured patients are separately modeled. Unlike the existing mixture cure models, the new model allows covariate effects on the failure time distribution of uncured patients to be negligible at time zero and to increase as time goes by. Such a model is particularly useful in some cancer treatments when the treat effect increases gradually from zero, and the existing models usually cannot handle this situation properly. We develop a rank based semiparametric estimation method to obtain the maximum likelihood estimates of the parameters in the model. We compare it with existing models and methods via a simulation study, and apply the model to a breast cancer data set. The numerical studies show that the new model provides a useful addition to the cure model literature.     

从人类中心主义到生态中心主义:梭罗生态哲学阐析

作为美国生态哲学的开拓者,梭罗的生态思想发轫于爱默生的超验主义,但又超越了超验主义的束缚。他从实践出发,重新审视人与自然的关系,认为人与自然处于平等地位,人类应当尊重自然,并在融入自然的过程中思考人生的意义。梭罗超越了他所处的时代,完成了从人类中心主义到生态中心主义的飞跃。     

“农转非”、人力资本回报与收入不平等——基于分位数回归分解的方法

随着中国城镇化进程的推进,越来越多的农村户籍人口实现了身份转换,成为制度认可的新市民。本文利用中国综合社会调查（CGSS）数据发现,即使户口状况相同,"新市民"与"老市民"之间依然存在一定的收入差距。分位数回归及其分解的结果显示,"农转非"人群在劳动力市场上仍受到制度性或非制度性歧视,且歧视程度随着分位数的变化呈现倒U型趋势。同时,"农转非"人群内部也存在较大的差异,歧视降低了自致型"农转非"人群相较于城市原居民的禀赋优势,而外致型"农转非"人群则面临人力资本劣势与就业市场歧视的双重压力。
