A brief review of overall trends in humanitarian action followingthe end of the Cold War is followed by examination of UNHCR'sevolution from a narrowly focused, non-operational organizationto one with a wide field presence and whose concerns are notlimited to refugees. Three changes are highlighted: the increasein the range of UNHCR's interlocutors; the shift from neverquestioning causes to an explicit concern with them; and theimpact of the field presence. The conclusion suggests that humanitarianaction that is not accompanied by political action to addresscauses may eventually face insurmountable problems, and thatwhile UNHCR will continue operate in unstable environments andfor mixed caseloads, its unique responsibility for refugeesmust override wider interests and concerns. 相似文献

Teachers learned knowledge, skills, values, and dispositions through spending significant amounts of time working with heritage sites as they learned more about social studies. Elementary social studies teachers engaged in teacher in-service to increase their abilities to meet geography standards. Teacher professional development that caused instructors to engage with cultural and historic sites benefited them and should be considered as well as other models of teacher in-service. Teachers used study travel opportunities to engage in geographic investigation and exploration to accomplish inquiry. Teachers determined that extended time was required to experience the place, to value it, and to harbor the disposition to teach about it; they learned in-depth content from spending time on-site, and they learned skills to extract knowledge from site through reading the landscape. Teachers encountered multiple perspectives, technology, and controversial issues through their studies of regions in the Ohio River Valley. Teachers of elementary social studies may wish to consider this type of professional development to understand a sense of place and how it relates to the curriculum they teach. 相似文献

Smart manufacturing systems (SMSs) are envisioned to contain highly automated and IT-driven production systems. To address the complexity that arises in such systems, a standard and holistic model for describing its activities and their interrelationships is needed. This paper introduces a factory design and improvement (FDI) activity model and illustrates a case study of FDI in an electromechanical component factory. In essence, FDI is a reference activity model that encompasses a range of manufacturing system activities for designing and improving a factory during its initial development and also its operational phases. The FDI model shows not only the dependency between activities and manufacturing control levels but also the pieces of information and software functions each activity relies on. We envision that the availability of these pieces of information in digital form to integrate across the software functions will increase the agility of factory design and improvement projects. This study assessed social skills in post-institutionalized (PI) children with respect to age at adoption, age at assessment, and gender. Parent ratings of social skills (Social Skills Rating System) and behavior problems (Child Behavior Checklist) were obtained for 214 children and 127 adolescents who were adopted from socially-emotionally depriving Russian institutions. Results showed that children adopted before 18 months of age have better social skills than those adopted after this age; those assessed in childhood demonstrate better social skills than those assessed in adolescence. PI females, especially later-adopted adolescents, have particularly poor social skills. Children with poor social skills tend to have higher rates of behavior problems. 相似文献

This paper examines low‐income white rural teenagers' management of race and class‐based inequality. It analyzes how these teenagers constructed boundaries to distinguish themselves from outsiders, but also to distinguish themselves from the local abject category of “rutter.” The findings reveal hidden interconnections between race and class in interactional practice, and highlight local processes of differentiation through which actors attempt to deflect stigma and attain credibility. The paper discusses how interactional mechanisms such as “internal othering” and “stigma‐theory” bolster race and class credibility, but reproduce inequality. 相似文献

This paper summarizes and highlights different methodological approaches to behavioural economics in the context of the conventional economic wisdom and the implications of these different methodological approaches for financial literacy, related institutional change, and public policy. Conventional economics predicts no substantive improvement from improvements to financial literacy. The errors and biases approach to behavioural economics suggests limited improvements to decision making from financial education as errors and biases are largely hardwired in the brain. Government and expert intervention affecting individual choice behaviour is recommended. The evidence suggests that the bounded rationality approach to behavioural economics, with its focus on smart decision makers and the importance institutional and environment constraints on decision making, is the most promising lense through which to analyse financial decision making. From this perspective, financial decision making can be improved by providing decision makers with better quality information presented in a non-complex fashion, an institutional environment conducive to good decisions, an incentive structure that internalize externalities involved in financial decision making, and financial education that will facilitate making the best use of the information at hand within a specific decision-making environment. 相似文献
