This article will argue that recent disability services legislation has selectively interpreted the concepts of normalisation and integration to focus on employment for people with an intellectual disability as a major policy goal. It will be contended that the nature of the contemporary labour market is such that this goal cannot be fulfilled and therefore that the aim of enhancing quality of life cannot be achieved. The article recommends an approach to the reorientation of policy which is based upon a critical analysis of the cultural position of people with disabilities. In this regard, the notion of cultural productivity is introduced as a framework within which some solutions may be found.  相似文献

Personal space in school cafeteria queues was observed for 1,047 children in kindergarten through sixth grade in seven public schools. It was found that children segregate themselves both racially and sexually in the queues. In three of the schools that were racially mixed, the children stood closer in the lower grades than in the higher grades, they stood closer to same-sex children than to other-sex children, but there was no racial difference. In three of the schools where all of the children were white, there was an increase in personal space across grades for all sex combinations except male to male. In two of the schools where all of the children were black, there was no significant increase in personal space across grades. The children in the white schools had greater queue distances than children in the black schools throughout the upper grades. In general, the results were similar to those obtained in other studies involving observation in natural settings and different from results obtained using simulated interaction.  相似文献

All over the western world during the last few years companies have been introducing total quality programmes. Their objective is to regain or maintain market leadership. Top management understands the importance of company-wide quality for strategic positioning and actively leads the companies in these excellence movements. All aim at improving performance through top management leadership, total involvement of all members of the organization, rebuilding organizational and management practices and systematic, deep, long-term change strategies. At Philips such a movement started company-wide 3 years ago. This article describes the background to the programme, gives some of the results achieved so far and looks ahead to possible future developments.  相似文献

The U.S. Census Bureau designed the American Community Survey (ACS) to provide annual estimates of social and economic characteristics for states, counties, municipalities, census tracts, and block groups. Because of its April 1 reference date, in northern nonmetropolitan counties with substantial seasonal population fluctuations the decennial census provides a statistical representation of the demographic and social characteristics of the population at a time when the population is close to its annual minimum. The year-round monthly ACS sample survey has the potential to provide local communities with an unprecedented understanding of the average population characteristics over the course of a year. In the future, the ACS even has the potential for providing social and economic characteristics of the population by season. This paper examines four ACS pilot data collection counties, Oneida and Vilas Counties in northern Wisconsin, and Lake and Flathead Counties in northwest Montana. We hypothesize that the ACS will reflect a resident population over the course of the year that is different from the traditional April 1 decennial census population. While the ACS holds much promise, our research uncovered some sampling problems that are not yet fully resolved. In addition, our analysis was not able to examine ACS estimates for minor civil divisions (MCDs), which are functioning governmental units in many states. The fact that these MCDs often have very small populations, together with the fact that estimated standard errors at the much larger census tract level in these counties are disconcertingly large, raises (currently unanswerable) questions concerning the eventual statistical quality of ACS estimates for small MCDs. Consequently, the adequacy of the ACS as a replacement for the census long form may depend on the ability of the Census Bureau to effectively address the concerns presented in this analysis.  相似文献

We consider how historical developments led to an emphasis on positivistic research approaches in business schools, and we explain how alternative assumptions could be the basis for academic management knowledge. We then discuss the governance structures journals use to determine which articles to publish and how reviewer motivations may influence these processes. Given this academic research and publishing context, we argue that it is not surprising that management research relevant for management practice receives little support. We propose changes to encourage more innovative research that offers stronger ties between management research and practice.  相似文献

Both earlier and current analytical perspectives on appropriate modes of delivering retirement provision have tended to underestimate both the inherent adaptability and the developmental potentialities of the national provident fund (NPF) model. The essence of this model is found in the welfare salience of the possibility of synergy between the NPF's direct (retirement provision) and indirect (development finance institution) roles in developing political economies. Diffusion is found to be important in the development of the NPF model from Asian origins and in its subsequent retention in a limited number of states. NPF "success stories" are few in number but potentially significant given their regional concentration and impact, the latter currently underlined by further expansion and development of existing NPFs and by recently renewed prospects for regional diffusion of the model. Further examination of the significantly enhanced welfare outcomes achieved through the creative utilization of existing NPFs underlines the potentiality for NPF-led development within "pillarized" retirement provision.  相似文献
