Social orders     
This review discusses the stability of social orders in light of the recent work Violence and Social Orders by Douglass North, John Wallis and Barry Weingast (hereafter NWW). The purpose of this book was to understand the two great transitions that have occurred in human society. The first, the agricultural revolution, resulted in a transition from hunter–gather society to what NWW call limited access society. This first transition occurred at various times and places, but generally about 10,000 years before the present. The second revolution, the social/industrial/technological revolution, from limited access to what NWW call open access, occurred initially in a few societies, particularly Britain and the United States, within a fairly brief period between 1600 and 1860. Currently, all the West European economies, as well the Western offshoots (the United States, Canada, Australia and New Zealand) and Japan have crossed the economic threshold of $20,000/capita. However, inequality across the set of all political economies is extreme, and likely to increase. The paper attempts to complement the institutional analysis of NWW, deploying some theoretical ideas from social choice theory, game theory, and economics (particularly the role of factors of production, land, capital and labor). Emphasis is placed on the variation of risk preference between autocrats and other factor groups. The discussion also alludes to the notion of structural stability of dynamical social systems, and the possibility of chaos. It is argued that all the limited access societies face a Malthusian constraint, generated by the pressure of population on land. In such societies, particularly in Africa in the present day, this quandary over land is likely to lead to the exercise of power by risk preferring autocrats who will restrain any move to open access democracy.  相似文献

Risk management and planning activities cannot be sustainably and efficiently implemented unless being based on a participative approach resulting from the problem consciousness and perception of the local inhabitants. This requires that the measures linked to problem perception and assessment by local stakeholders, above all by the population affected, are known. This investigation conducted in the flat Beninese coastal lagoon areas aims to assess the local inhabitants’ risk perception. The results are the following: (i) the stakeholders have group-specific ways of risk perception (according to ethnicity, social group, age); (ii) every risk management strategy should be based on the group-specific ways of risk perception and assessment; (iii) the acceptance of a given risk management strategy including interactive ways of participation can be advanced through education, dissemination of risk information as well as through communication between stakeholders.  相似文献

The research on which this paper is based is part of a wider study of quality assurance and the voluntary sector. The focus of this paper is on complaints procedures, as part of quality assurance mechanisms, where voluntary agencies are the contracted service providers. The authors argue that, with the introduction of contracting and particularly with its further development, the way in which complaints mechanisms currently operate will need to be revised if they are to be an effective part of the quality assurance process.  相似文献

In this paper, we argue that Norbert Elias's concept of survival unit is a distinctive part of the development of his figurational sociology and one of the most consistent contributions to relational thinking. The survival unit is a particular form of figuration which provides security and the material foundations for life such as food and shelter. Every human being is born into a survival unit. This unit is a relational concept which cannot be conceived outside a relationship with other survival units.
By introducing the concept of survival unit Elias overcomes one of the key problems in relational sociology: how to demarcate primary social relations. Elias argues that human societies from very early on have been divided into survival units. These survival units are demarcated and constituted in their relationship to other survival units. Consequently, their boundaries are generated in a confrontation with other survival units.
This relationship can be peaceful or conflict ridden but in the last resort it can end with violent confrontation. Only the survival unit with the ability to defend a domain of sovereignty will survive. This observation places Elias among the few sociologists with an understanding of the role of warfare in social relationships.  相似文献
