This case study, by Paul Beamish, was a prize-winner in the EFMD 1992 Annual Case Writing Competition, in the section entitled, ‘Entrepreneurship’. It concerns a daring new business venture in the Russian Caucasus Mountains.In mid-1991, Guy Crevasse and Andrei Kakov, the two major partners in Russki Adventures contemplated their next move. They had spent the last year and a half exploring the possibility of starting a helipcopter skiing operation in Russia.Their plan was to bring clients from Europe, North America, and Japan to the Caucasus Mountains to ski the vast areas of secluded mountain terrain made accessible by the use of helicopters and the recent business opportunities offered by ‘glasnost’.Three options for proceeding were being considered. The first was to proceed with the venture on their own, in the Caucasus Mountains area that had been made available to them by a Soviet government agency. The second was to accept the offer of partnership with Extreme Dreams, a French tour operator that had begun operations in the Caucasus region during the 1991 season. Recent debates about flows of help within the family have indicated considerable diversity according to the type of help (money, services), and ages and gender of those involved, and have shown that values are only a partial guide to the scale of such flows. This paper focuses on a particular occasion for help, young people's housing, and a particular region, South-East England, where one would expect family financial help to be high given the capacity to help of older generations (due to higher average incomes and wealth) and the affordability problems faced by young people. It is shown that contrary to hypothesis only 12% of a sample of young people had received financial help for housing purposes since they had left home, less than found in previous studies with different samples. The amounts involved were less than young people believed their parents could afford. The role of inheritance was also found to be minor. The results from the different studies are explained as due to changes in the housing market, changing values regarding financial help and differences among the samples. Intensive re-interviews with three households from very different backgrounds are used to show the different ways in which family help operates. 相似文献

Summary. The association of poor education and poor health has been consistently observed in many studies and in various countries. Thus far, studies examining the mechanisms underlying this association have looked at only a limited set of potential pathways. This study simultaneously examines six distinctive pathways, which have been hypothesized to link education and health and found support from previous studies. A causal analysis of education and health was performed using structural equation models. Data were used from six phases of the National Child Development Study, which is based on following up an initial sample of 17416 children who were born in 1958. The association between education and health appears to be explained by a combination of mechanisms: adolescent health and adult health behaviours for men and women, adult social class among men and parental social class among women. We conclude that improvements in population educational attainment may not automatically lead to improvements in population health, and that health policies for improving health and reducing health inequalities need to target specific causal pathways. 相似文献

Identifying and selecting suitable criteria is an important consideration in evaluating the performance of public sector organizations. Which criteria are chosen, and how they are weighted, will depend largely on the perspective being taken; different stakeholders (for example, clients, providers or commissioners) are likely to emphasize different criteria. In this paper a number of criteria are identified and an argument is developed to indicate which criteria are likely to be valued by various stakeholders. Furthermore, a number of approaches and mechanisms for evaluation are identified and the links between these, the criteria appropriate to them and the various stakeholders are made explicit. Finally, the issue of politics and the distribution of power between the stakeholders is addressed with a call for greater explicitness in using and balancing criteria (for example, as between professionals and the intended beneficiaries of services). In this way, while recognizing the inherent political nature of performance evaluation, the planning and implementation of services may be improved by a more mutually informed approach to evaluation. 相似文献

Mortality data are often gathered using 5-year age groups rather than individual years of life. Furthermore, it is common practice to use a large open-ended interval (such as 85 and over) for mortality data at the older ages. These limitations of the data pose problems for the actuary or demographer who wishes to compile a full and accurate life table using individual years of life. The author devises formulae which handle these problems. This paper examines the situation and problems of migration on family structure, with emphasis on family reunification. The study is based on conditions and practices in Western Europe and Mediterranean countries relating to temporary labor migration. Most migrant workers have no intention of settling permanently and return to their country within a few years. The International Labour Office estimated in 1974 that at least 1/2 the migrant workers in Western Europe live without their families. Generally, migrants send for their families only when they are employed, earning adequate wages, and have adequate housing. Some reasons why migrants live apart from their families include 1) the receiving country discourages family immigration because it does not coincide with the economic necessities of migration policy and 2) some sending countries discourage it to ensure that the migrant worker returns to his own country. The main danger arising from family separation is that it frequently leads to the break up of the family. The leading European authorities recognize as a fundamental right the freedom of a migrant worker and his family to lead a normal family life in the receiving country. The author outlines the conditions for admission for residence and employment of migrant spouses and children for the Federal Republic of Germany, France, Belgium, Switzerland, the Netherlands, Sweden, Norway, Austria, Luxembourg, and the United Kingdom. All countries require that the head be in regular employment for some time and be able to provide his family with suitable housing. Other problems concerning the arrival of migrant spouses and children include 1) acquiring employment and social information and counseling, 2) education of children, 3) obtaining vocational training and adaptation and 4) achieving entitlement to social security benefits. The effects of migration in the family context in sending countries include 1) providing activities for migrants to maintain cultural links with their countries of origin and 2) acquiring the nationality of the receiving countries. Countries should facilitate the admission to employment of migrant spouses and children, by maintaining provisions for the reuniting of families and imposing no limits on admission to residence; and 2) by overcome obstacles to admission to employment, by observing existing recommendations. In conclusion, governments should give family cohesion 1st priority, regardless of regulations. 相似文献

2 views on "brain drain" exist: 1) LDCs lose their enormous investments on higher education when skilled people migrate to other countries and 2) LDCs are exaggerating the problem and only a few skilled people migrate at 1 time. India does not completely lose its investment in education when professionals migrate, since the migrants still contribute to knowledge and also send remittances to relatives in India. Unemployed educated people would cause a greater drain on India's resources than educated migrants. The author prefers the phrase migration of talent to brain drain, since the former indicates a 2-way movement. Most migrants from LDCs are students. About 11,000 university graduates leave India every year for advanced study and/or work. A conservative estimate is that 2500 will remain abroad permanently. Most professionals who migrate go to the US and Canada. Factors promoting migration include 1) unemployment, 2) immigration rules, 3) colonial links, 4) financial incentives and material benefits, 5) pursuit of higher education, 6) improvement of working conditions and facilities, 7) avoidance of excessive bureaucratic procedures, and 8) compensation for the mismatch between Indian education and employment. Reasons for returning to India include 1) deference to wives who were unable to adjust to a foreign way of life, 2) contributing to Indian development, and 3) racial discrimination. It will probably not be possible to lure back migrants who left for material reasons. Attractive job offers could entice back those who left for advanced training. To encourage the return of those who left to pursue high quality research, India must 1) increase expenditure on research and development, possibly through the private industrial sector, 2) promote travel to other countries for professional enrichment, and 3) improve conditions of research work. The article concludes with an analysis of migration of talent from 3 perspectives: 1) the individual, 2) the nation-state, and 3) the world as a whole. 相似文献

Individual preferences inconsistent with personal welfare caused neither by ignorance nor by a positive consideration for the welfare of others are defined as (welfare) irrational. Sources of irrationality (rigid adherence to moral principles, excessive fear of danger, excessive tempetation of pleasure, revenge, inertia, faulty telescopic faculty, the fallacy of diminishing marginal utility of utility, etc.) are discussed.
