Following Michael Lipsky's well‐known argument that policy is made in the daily encounters between street‐level bureaucracy and citizens, a growing body of research emphasizes that actors and organizations delivering social and labor‐market policy play a crucial role in welfare‐state politics. Using qualitative data collected at three local employment agencies in Germany, this article explores worker‐client relations as a crucial mechanism through which activation policies are translated into practice. The analysis investigates how caseworkers define their role and their relationships with clients. The findings show that it is essential for caseworkers to achieve client compliance. In such a context, building relationships of trust is a strategic instrument in overcoming possible barriers to co‐operation in the caseworker‐client interaction. Caseworkers develop strategies to create the impression of trustworthiness and to motivate both unemployed clients and employers to become trust‐givers in the caseworker‐client relation. While research has often stressed the dichotomy between disciplining and enabling elements of activation policies, our explorative study shows that persuasion and trust‐building are a further important dimension of the frontline delivery of activation policies. Epidemiology and quantitative microbiological risk assessment are disciplines in which the same public health measures are estimated, but results differ frequently. If large, these differences can confuse public health policymakers. This article aims to identify uncertainty sources that explain apparent differences in estimates for Campylobacter spp. incidence and attribution in the Netherlands, based on four previous studies (two for each discipline). An uncertainty typology was used to identify uncertainty sources and the NUSAP method was applied to characterize the uncertainty and its influence on estimates. Model outcomes were subsequently calculated for alternative scenarios that simulated very different but realistic alternatives in parameter estimates, modeling, data handling, or analysis to obtain impressions of the total uncertainty. For the epidemiological assessment, 32 uncertainty sources were identified and for QMRA 67. Definitions (e.g., of a case) and study boundaries (e.g., of the studied pathogen) were identified as important drivers for the differences between the estimates of the original studies. The range in alternatively calculated estimates usually overlapped between disciplines, showing that proper appreciation of uncertainty can explain apparent differences between the initial estimates from both disciplines. Uncertainty was not estimated in the original QMRA studies and underestimated in the epidemiological studies. We advise to give appropriate attention to uncertainty in QMRA and epidemiological studies, even if only qualitatively, so that scientists and policymakers can interpret reported outcomes more correctly. The article aims to contribute to the understanding of competitive dynamics and specialization in international sport by analyzing superior sporting performance (SSP) in international athletics in the period from 1999 to 2018. By applying iterative Kolmogorov‐Smirnov tests to annual bests, the study examines national SSPs. Contrary to theoretical considerations, less specialized countries are more likely to achieve SSP. Technical entry barriers and macrosocial factors also appear to play a limited role. SSP seems not to disappear due to increased international competition. The United States and Russia are identified as “sporting super powers,” able to persistently dominate a number of disciplines. The case of Russia poses fundamental questions concerning market distortions in international sport resulting from doping. The results come with substantial policy implications. 相似文献

Young people's drinking in the UK remains a matter of medical, social, media and political concern. The notion of transition and drinking styles in the move from childhood to adulthood and from education to employment has been central to understanding young people's drinking behaviour, but little is known about how the drinking patterns of those not in education or employment, both men and women, develop over time. This paper reports on research which aimed to examine the current drinking habits and drinking careers of young people not in education employment and training who are traditionally described as hard to reach. In‐depth qualitative interviews were undertaken with 23 young people: 15 women and 8 men aged between 14 and 23. The findings are presented with respect to three stages of drinking: starting, continuing or increasing, and decreasing or stopping. The conclusions indicate that for the majority of these young people, alcohol is a significant factor in their lives and that peers, gender, time and place combine to structure both their current alcohol use and drinking career. The paper argues that an understanding of young people's drinking career development and current alcohol use will help target effective social work and multi‐agency intervention. 相似文献

Africa's external relations are currently undergoing major changes. Non‐traditional state actors like China and India are reviving their ties with African economies and thereby affecting power relations between African states and traditional partners. Meanwhile, high commodity prices and improved credit ratings make external finance available for African governments. This article examines how non‐traditional state actors affect the possibility of African governments setting and funding their own development priorities. We investigated the combined effects of charismatic leadership and organizational culture on perceived and objective company performance using a longitudinal design. Employees (N = 1214) in 46 branches of a large Dutch bank rated branch management on charismatic leadership, organizational culture in terms of work practices, as well as perceived organizational performance. Objective performance data were collected twice, two years apart. The split sample technique attenuated common source bias. Results of structural equation modeling, in which Time 1 financial performance measures were controlled, revealed that charisma increased financial performance; however culture did not do so. Culture and charisma were significantly related to perceived performance, and culture and charisma were interrelated. A longer time interval may be necessary before the effects of culture on financial performance become apparent. The findings are discussed against the backdrop of the value of intangible resources. 相似文献
