This article summarizes the 3 main types of interrelated activities which the Conference of European Statisticians has worked on to improve the measurement and international comparability of international migration flows. The work has encompassed collaborating with the UN Statistical Commission on the preparation and implementation of the revised international recommendations on statistics of international migration, organizing a regular exchange of data on immigration and emigration flows among the UN Economic Commission for Europe countries and selected countries in other regions, and conducting bilateral studies on international migration within the framework of the Conference's program of work in this field of statistics. The bulk of the work which has been carried out to date by the conference has been conducted rather anonymously and even unobtrusively by the staff of national statistical offices in Economic Commission for Europe countries; they have achieved a modest but important amount of progress during the past 15 years. There is reason to expect that further progress will be made over the next decade, particularly if national statistical offices in the region continue to undertake bilateral studies and endeavor to improve their migration statistics. During the past decade, the international statistical community has made several efforts to develop standards for the definition, collection and publication of statistics on international migration. This article surveys the history of official initiatives to standardize international migration statistics by reviewing the recommendations of the International Statistical Institute, International Labor Organization, and the UN, and reports a recently proposed agenda for moving toward comparability among national statistical systems. Heightening awareness of the benefits of exchange and creating motivation to implement international standards requires a 3-pronged effort from the international statistical community. 1st, it is essential to continue discussion about the significance of improvement, specifically standardization, of international migration statistics. The move from theory to practice in this area requires ongoing focus by migration statisticians so that conformity to international standards itself becomes a criterion by which national statistical practices are examined and assessed. 2nd, the countries should be provided with technical documentation to support and facilitate the implementation of the recommended statistical systems. Documentation should be developed with an understanding that conformity to international standards for migration and travel statistics must be achieved within existing national statistical programs. 3rd, the call for statistical research in this area requires more efforts by the community of migration statisticians, beginning with the mobilization of bilateral and multilateral resources to undertake the preceding list of activities. 相似文献

A series of experiments shows (1) that people are significantlymore likely to select the middle response alternative on anissue when it is explicitly offered to them as part of the questionthan when it is omitted; (2) that merely mentioning that thereis a middle alternative, in the preface to the question, makesit more likely that respondents will select it, even thoughit is not offered to them as an explicit choice; (3) that theorder in which the middle alternative is presented in the question—inthe middle or last position—can make a significant differencein the results, but that a "recency bias" does not occur invariably,or consistently; and (4) that people who select a middle responsealternative when it is offered would not necessarily answerthe question in the same way as other respondents if forcedto choose sides on the issue. 相似文献

A scattering of recent research has studied the current politicalbeliefs and attitudes of individuals identified as "1960s activists."In contrast to much of the treatment accorded such people inthe popular media, this research tends to find most of theseactivists currently liberal on a wide variety of political topics.However, in the absence of panel data, most of this researchhas had to assess any change in the activists' attitudes eitherby assuming the activists' past positions or by trusting totheir retrospective reports. In this paper we report on panel data from a large group ofwhite activists, mostly students, who spent the summer of 1965organizing voter registration drives in Southern black communities.In some specific areas on which the activists tended to holdrather extreme positions in 1965, they may have moderated by1984. This article reports on the results of a series of experimentsdesigned to improve response rates for telephone surveys. Inthree surveys telephone households were selected using bothstandard random digit dialing (RDD) techniques and lists oftelephone numbers purchased from a commercial firm. In the RDDportions of the samples "cold contact" interviewing methodswere used; in the list frame portions advance letters were mailed,and the listed household name was used in the introduction.Experiments were designed to test the effects on response ratesof the advance letters and use of the listed household nameas a means of establishing rapport. The advance letters increasedresponse rates, but no difference could be attributed to theuse of names. The mixture of RDD and list sampling techniquesis also used to evaluate the effects of relative response rateson substantive findings. The cost consequences of these dualframe designs are assessed along a number of dimensions, andthe cost and error components of these designs are discussed. 相似文献

Empirical studies have shown that cyclical preferences are infrequent, but they have been less clear about why. Using thermometer ratings from nationally-representative samples of the U.S., we examine preferences for presidential candidates in order to determine what it is about them that leads to few cycles. Single-peaked preferences as usually construed (meaning that all of a set of preferences satisfy single-peakedness criteria) are, of course, rare. Yet we find a high degree of unidimensionality in the sense that for any given set of preferences, a relatively high proportion of the preference orders are consistent with single-peakedness. We also find that the highest amounts of unidimensionality often do not occur along partisan or left/right lines. The verbal and nonverbal communication of warmth was examined in a study in which undergraduate women taught a block design task to a listener who was either a six-year-old child, a retarded adult, a peer who spoke English as a second language (foreigner), or a peer who was a native speaker of English. The degree of warmth conveyed by the speakers differed only minimally across different categories of listeners. However, these communications did vary systematically within each category, in accord with the levels of cognitive and linguistic sophistication of each particular listener. Speakers tended to fine-tune communications by conveying more warmth to the more sophisticated children and foreigners than to the less sophisticated members of these categories. To the more sophisticated retarded persons, however, they conveyed—nonverbally—less warmth than to the less sophisticated retarded persons. The relevance of these findings to the communication of expectancy effects and to the social psychology of stigma is discussed.This paper was written while the first author was visiting at the University of Florida. An experiment was designed to examine the role of a person's predispositions toward communication in reactions to violations of proxemic expectations. Working with Burgoon's (1983) violations of nonverbal expectations model, Buller and Burgoon (1986) predicted that predispositions may bias evaluations of initiator reward and violation valence. Apprehensive individuals should unfavorably evaluate the initiator, negatively valence a violation and comply less, while nonapprehensive individuals should favorably evaluate the initiator, positively valence a violation, and comply more. Alternately, this paper proposes that predispositions may affect arousal-induction rather than initiator evaluation and violation valencing. Following Patterson (1983), apprehensives should experience more arousal and comply more to reduce the arousal, whereas nonapprehensives should experience less arousal and comply less. Four initiators engaged 90 subjects in experimental conversations which ended with a request for the subjects' signature on a petition. Initiators either remained at the normative distance, moved one seat closer, or moved one seat farther from the subject. Results showed that apprehensives and subjects experiencing close violations complied more, suggesting that communication apprehension influences arousal-induction. Communication apprehension had no main effect on perceptions of initiator attractiveness and similarity, implying that arousal not perceptions of the initiator is affected by predispositions toward communication. Initiator gender again emerged as an important characteristic which influences a subject's perceptions of initiator reward. 相似文献

The debate on the consequences of large-scale immigration in the making of public policy began in 1968. Muliculturalism is for all Australians and any social policy designed for the benefit of one group in the population must have profound consequences on all people. 40% of the Australian population was born overseas or have at least 1 parent born overseas. Almost 1/4 of the population has ethnic roots in other than the Anglo-Celtic majority. The ideal of moral progress, greater equality, and improvement is the motive force in society. The presence of social heterogeneity--religious or ethnic--is linked with the issue of stability in a democratic system. There are 2 models of multiculturalism and corresponding public policy approaches. 1 model emphasizes the role of the political processes in Australian ethnic relations and sees ethnic structures (political, social, economic) as legitimate but separate interest groups, each having the exclusive responsibility for the realization of ethnic goals. The leading feature of this model is the structural fragmentation of Australian society into parallel segments of varying degrees of exclusiveness each with its own "ethnic" label. The 2nd model stresses the priority of the wholeness and welfare of the entire society. It assumes that a society based on satisfaction of individual needs through voluntary exchange is fertile ground for cultural enrichment. The goal is cohesion and unity in living together in Australia, seen as of central concern and consistent with the ideals of intercultural understanding and improved communication. The model assumes that the culture must be seen as a living, dynamic, changing, and interacting set of life patterns. The author prefers the 2nd model which stresses that the future vision of a multicultural Australia must be a shared one because only then can cultural diversity and national cohesion coexist within the 1 economic and political unit. 相似文献

The impact of immigration on unemployment in Canada is examined for the period 1983-1985. The authors attempt to construct a balance sheet of immigration in terms of labor supply and demand.
