White flight from public school desegregation can result in educational and residential resegregation which defeat the purpose of desegregation programs. One form of white flight is pupil transfer to private schools, which in major metropolitan areas are predominantly Catholic schools. Unlike residential relocation, transfers to Catholic schools do not effect an increase in residential segregation and they constitute a potentially less permanent loss to the public system than that caused by relocation. Nevertheless, empty seats in area Catholic schools pose a threat to the success of any desegregation program. For the Catholic diocese, the white flight issue creates a complex conflict of interests, involving institutional self-interest and competing claims to moral principles and Church teachings.A case study of Boston indicates that approximately 2,000 students transferred to Catholic schools from the public system, accounting for over 20 percent of white pupil loss to the public system. This occurred despite diocesan policies designed to prevent white flight to Catholic schools. An analysis of political and institutional constraints on policy development and implementation provides a basis for predicting Church response to future desegregation programs in other locations. Suggestions for diocesan programs designed to address desegregation issues are included.This research was conducted as part of a national study of public school desegregation directed by Karl E. Conceptions of nationhood (i.e., who is accepted as a member of the national ingroup) are known to be more open in countries with inclusive citizenship and integration policies. Yet, surprisingly, up to now no research has investigated whether the sharedness of these conceptions is related to national policies. Therefore, relying on data from the 2013 International Social Survey Programme, the present study examined to which extent individuals living in 188 regions of 21 European countries share similar conceptions of who is a “true” member of the nation. Both ethnic (e.g., having national ancestry) and civic (e.g., respecting national laws and institutions) criteria were considered. Multilevel analyses revealed that in countries with more inclusive policies (with inclusive citizenship regimes, and where immigrants are granted more political rights) the average regional importance granted to ethnic criteria was lower, and conceptions were more heterogeneous (i.e., less shared). Civic criteria—that are achievable—were deemed more important. This can explain the lower heterogeneity of civic conceptions of nationhood and the lack of impact of national policies (though the average regional importance of these criteria was higher where immigrants had more rights). Overall, these results suggest that inclusive as opposed to exclusive settings leave more room for differing worldviews.
As China’s economy is rapidly changing from a planned to a capitalist economy, many families find themselves financially struggling. In some cases, conflicting values and attitudes may contribute to mental health challenges such as depression that would lead to further feelings of helplessness and immobilization. Using a random sample of 1006 low-income households from Pudong District of Shanghai, China, this study aims to examine the relationships between household assets, beliefs about government as the primary way to improve economic circumstances and self-reported depressive symptoms. In addition, this study investigates the mediation effects of beliefs that government is the best change agent for improved life circumstances on the relationship between household assets and depression. We found those who indicated that government was the main means for attaining a better life had significantly higher depression levels whereas higher numbers of household assets were associated with lower depression levels. We also found that viewing government as the most important change agent only partially mediated the relationship between household assets and depression (p?<?.001). Findings from this study support anti-poverty policies and social work related practice initiatives aimed at assisting low income families in China, in particular the need to address psychological as well as economic needs.
The health risk and the nutritional benefit of a food are usually assessed separately. Toxicologists recommend limiting the consumption of certain fish because of methylmercury; while nutritionists recommend eating more oily fish because of omega 3. A common evaluation is imperative to provide coherent recommendations. In order to evaluate the risks along with the benefits related to fish consumption, a common metric based on the quality-adjusted life year (QALY) method has been used. The impact of a theoretical change from a medium n-3 PUFAs intake to a high intake is studied, in terms of the cardiovascular system (CHD mortality, stroke mortality and morbidity) and on fetal neuronal development (IQ loss or gain). This application can be considered as a sensitive analysis of the model used and looks at the impact of changing the dose-response relationships between cardiovascular diseases and n-3 PUFAs intakes. Results show that increasing fish consumption may have a beneficial impact on health. However, the confidence interval of the overall estimation has a negative lower bound, which means that this increase in fish consumption may have a negative impact due to MeHg contamination. Some limits of the QALY approach are identified. The first concerns determination of the dose-response relationships. The second concerns the economic origins of the approach and of individual preferences. Finally, since only one beneficial aspect and one risk element were studied, consideration should be given to how other beneficial and risk components may be integrated in the model. 相似文献
Western Canada is experiencing an unprecedented outbreak of the mountain pine beetle (MPB). The MPB has the potential to impact some of Canada's national parks by affecting park ecosystems and the visitor experience. Controls have been initiated in some parks to lessen the impacts and to prevent the beetle from spreading beyond park boundaries. We examine the perception of ecological risk associated with MPB in two of Canada's national parks, the factors affecting perceptions of risk, and the influence of risk judgments on support for controlling MPB outbreaks in national parks. Data were collected using two studies of park visitors: a mail survey in 2003 and an onsite survey in 2005. The MPB was rated as posing a greater risk to the health and productivity of park ecosystems than anthropogenic hazards and other natural disturbance agents. Visitors who were familiar with MPB rated the ecological and visitor experience impacts as negative, unacceptable, and eliciting negative emotion. Knowledge and residency were the most consistent predictors of risk judgments. Of knowledge, risk, and demographic variables, only sex and risk to ecosystem domains influenced support for controlling the MPB in national parks. Implications for managing MPB in national parks, visitor education, and ecological integrity are discussed. 相似文献
This paper examines the role of boards of directors in light of institutional contingencies and recent best practice governance guidelines and regulation such as the United Kingdom Higgs Review and the United States Sarbanes‐Oxley Act 2002. Particular attention is paid to discussing the role of independent directors across countries, and the implications for corporate governance innovation.
