Local public health agencies often must respond to health-related emergencies or disasters, while continuing to fulfill all public health functions for which they are funded. This article reports the development and initial pilot test of a method for measuring the nature and degree of a public health agency's response to such an emergency or disaster. How the instrument was developed as well as the initial results from the pilot study of four local public health systems (LPHSs) are presented and discussed. The instrument measured the extent to which each function and division of each of the four LPHSs were affected and provided a metric that could be used across LPHSs to indicate the burden experienced by each due to the emergency. Results obtained from the pilot study indicate that size and complexity of an LPHS was not predictive of its ability to respond to the emergency. These results support the use of the framework and associated measurement procedures to provide valuable information to managers responsible for such LPHSs. Such information should provide a foundation for comparing variations in performance and outcomes to various types of emergencies that vary in their severity and focus.  相似文献

This paper uses Gallup poll data to assess two narratives that have crystallized around the 2011 Egyptian uprising: (1) New electronic communications media constituted an important and independent cause of the protests in so far as they enhanced the capacity of demonstrators to extend protest networks, express outrage, organize events, and warn comrades of real‐time threats. (2) Net of other factors, new electronic communications media played a relatively minor role in the uprising because they are low‐cost, low‐risk means of involvement that attract many sympathetic onlookers who are not prepared to engage in high‐risk activism. Examining the independent effects of a host of factors associated with high‐risk movement activism, the paper concludes that using some new electronic communications media was associated with being a demonstrator. However, grievances, structural availability, and network connections were more important than was the use of new electronic communications media in distinguishing demonstrators from sympathetic onlookers. Thus, although both narratives have some validity, they must both be qualified.  相似文献

Many studies have examined representations of gay, lesbian, bisexual, and transgender (LGBT) people in the U.S. media. Yet they have centered on portrayals of adults or teenagers. This investigation considered a potential LGBT population that has been neglected in media research, namely gender-variant, preadolescent children. Surveying the U.S. media at large but with an emphasis on television, the article reveals that gender-creative youth are nearly invisible. When depictions of gender-variant kids do appear, they often focus on either children who express extreme gender dysphoria or in some way signify the “tragic queer” motif (or both). Based on the premise that moves towards partnership‐based aid relationships require that the monitoring and evaluation of such relationships should be jointly conducted or sponsored, this note draws attention to an experiment conducted in Tanzania for monitoring by an independent group, drawn from the recipient country and from outside. In this paper, a new censoring scheme named by adaptive progressively interval censoring scheme is introduced. The competing risks data come from Marshall–Olkin extended Chen distribution under the new censoring scheme with random removals. We obtain the maximum likelihood estimators of the unknown parameters and the reliability function by using the EM algorithm based on the failure data. In addition, the bootstrap percentile confidence intervals and bootstrap-t confidence intervals of the unknown parameters are obtained. To test the equality of the competing risks model, the likelihood ratio tests are performed. Then, Monte Carlo simulation is conducted to evaluate the performance of the estimators under different sample sizes and removal schemes. Finally, a real data set is analyzed for illustration purpose.  相似文献

This paper discusses two problems, which can occur when using central composite designs (CCDs), that are not generally covered in the literature but can lead to wrong decisions-and therefore incorrect models-if they are ignored. Most industrialbased experimental designs are sequential. This usually involves running as few initial tests as possible, while getting enough information as is needed to provide a reasonable approximation to reality (the screening stage). The CCD design strategy generally requires the running of a full or fractional factorial design (the cube or hypercube) with one or more additional centre points. The cube is augmented, if deemed necessary, by additional experiments known as star-points. The major problems highlighted here concern the decision to run the star points or not. If the difference between the average response at the centre of the design and the average of the cube results is significant, there is probably a need for one or more quadratic terms in the predictive model. If not, then a simpler model that includes only main effects and interactions is usually considered sufficient. This test for 'curvature' in a main effect will often fail if the design space contains or surrounds a saddle-point. Such a point may disguise the need for a quadratic term. This paper describes the occurrence of a real saddle-point from an industrial project and how this was overcome. The second problem occurs because the cube and star point portions of a CCD are sometimes run as orthogonal blocks. Indeed, theory would suggest that this is the correct procedure. However in the industrial context, where minimizing the total number of tests is at a premium, this can lead to designs with star points a long way from the cube. In such a situation, were the curvature test to be found non-significant, we could end with a model that predicted well within the cube portion of the design space but that would be unreliable in the balance of the total area of investigation. The paper discusses just such a design, one that disguised the real need for a quadratic term.  相似文献

The problem of computing the variance of a sample of N data points {xi } may be difficult for certain data sets, particularly when N is large and the variance is small. We present a survey of possible algorithms and their round-off error bounds, including some new analysis for computations with shifted data. Experimental results confirm these bounds and illustrate the dangers of some algorithms. Specific recommendations are made as to which algorithm should be used in various contexts.  相似文献

While there is no blatantly racist discourse among the French political class per se, the modern politics of citizenship in France is rooted in France's racialized colonial legacy. Upon critical examination, contemporary French political discourse and policy implementations indeed speak to France's colonial past. The concept of ‘otherness’ is situated at the centre of French political discourse, and is manifested in constructions of whiteness. ‘Otherness’ has created a double standard for legal non-European immigrants compared with French and European citizens. The politics of integration and assimilation are founded on the ideological backdrop of universality, which falsely represents French society in colour-blind terms. This is evident in both moderate and extremist political party rhetoric in regards to new policies of immigration, citizenship and nationality. We contend that the contemporary political discourses in France closely resemble the colonial period in spite of (and precisely because of) France's historical amnesia. In this article, we explore the redefinition of French citizenship as an expansion of whiteness as rooted in the concept of ‘otherness’. In so doing, we contextualize the contemporary discourse of inclusion, exclusion, citizenship, and whiteness on the backdrop of France's colonial legacy.  相似文献

The struggle to break away from the parent state and claim independence often results in political unrest, terrorist activities and even ethnic cleansing. Understanding the nature of the secessionist movement does not only preserve national unity, but can also avoid conflict and violence, and maintain peace. Irredentist and secessionist advocators generally defend themselves in terms of common blood, race or culture. None of them regards the issue from the human agency theory, namely Weber-Thomas-Berger's social construction theory. This paper uses phenomenological analysis to explain the origin of national identity and hence the emergence of a nation. It argues that social construction of national reality originates from everyday life experience taken for granted during socialization. Individuals make sense of the external world. Experiences taken for granted become the actor's stock of knowledge. A common scheme of knowledge shared by the community serves to differentiate in-group (nationals) and out-group (foreigners). Collective consciousness thus defines national identity and hence a nation. Unless people (both in-group and out-group) interact with and learn from each other, different stocks of knowledge taken for granted will create political conflict. This theory is applied to the Taiwan Strait conflict. People in Taiwan are searching for national identity, manifested in the processes of Sinicization and Taiwanization. The struggle between Chinese and Taiwanese consciousness is the underlying cause of conflict within Taiwan and across the Taiwan Strait. The growing tendency of Taiwanization and diminution of Sinicization in Taiwan render the Cross-Strait relation vulnerable. The paper concludes that Cross-Strait exchanges and communication provide opportunities for people to understand each other and re-define their national identity, hence resulting in a peaceful political resolution between Taiwan and mainland China.  相似文献
