The prevailing cultures and staff dynamics in children's homes: implications for training

This paper is about training, and the learning needs of residential child care staff that training should address. It takes as its starting point research that focused on what happens in children's homes, as described by residential staff themselves. It depicts the tasks which staff carry out in relation to their overall goal of benefiting the children and young people in their care, and considers the ways in which staff work to develop and maintain viable and effective teams. Distinctive cultures emerge when working in staff teams, and the paper shows how these are related to the kinds of practice that can be achieved in residential settings. The knowledge base, practice skills, and personal qualities required to work within residential child care are detailed. The paper closes by addressing the implications which this research has for training residential staff to work effectively in group settings. It argues that fundamental to training competent residential staff is a commitment to developing an ongoing culture of learning in workplace settings.     

HMOs and the Future of Student Mental Health Services

Abstract

The health maintenance organization (HMO) is likely to have a prominent position under national health insurance, which will have a strong systematizing effect on the nation's health services. Over the past two years the University of Massachusetts mental health services have provided benefits at both the university and a private medical group practice. Experience has shown that a university which already provides broad services to a large student population can extend itself to the university community including its faculty and staff. Several advantages of this development, as well as some significant problems, are discussed. As the HMO grew and quality services were established, it became feasible for the private medical group to develop its own mental health component. Based on this and other experiences in mental health delivery systems, certain conclusions are drawn about the ways universities can develop HMOs and some recommendations are made for national mental health planning.     

Keeping Parents in the Driver's Seat

Parents receive social work services (both voluntary and involuntary) in a variety of settings. Although the parents may have come to need social work interventions for different reasons, one reason is constant: They are experiencing some difficulty with their children. Children are likely to benefit when parenting ability is strengthened. In all settings, social workers have a unique opportunity to assist parents in establishing, restoring, or maintaining healthy family dynamics.     

The Politics of Home: Dual Citizenship and the African Diaspora1

In recent decades, more countries have started to recognize dual citizenship. Although overlooked in the literature, Africa is part of this trend with more than half of its governments now permitting their nationals to naturalize elsewhere while retaining home country rights. Why have some African countries embraced dual citizenship for emigrants, while others have not? We examine demographic, political, and economic data broadly across the continent and identify few clear patterns. We then explore the cases of Senegal, Ghana, and Kenya, finding that dual citizenship policies are driven as much by politics as they are by economic or security concerns.     

Unequal opportunities among unequal states: The importance of examining state characteristics in making social welfare policies regarding children

This paper examines the disparate social well-being outcomes children experience across states in the United States. The paper seeks to extend the study of child social well-being by examining the extent to which state characteristics influence aggregate child social well-being outcomes. The results indicate that socioeconomic and population characteristics of states influence the magnitude of aggregate child social well-being deficits. It is argued that the disparities in child social well-being outcomes for children across states should be taken into consideration in the current welfare reform climate. Because states have gained greater control over programs that assist the poorest and most vulnerable families and children, states with large child social well-being deficits will likely experience even larger deficits as many state TANF (Temporary Assistance for Needy Families) policies and practices do not adequately support poor families.     

CONSTRUCTION OF RESOLVABLE ROW-COLUMN DESIGNS USING SIMULATED ANNEALING

The paper describes an algorithm which constructs optimal or near optimal resolvable row-column designs. Its performance is assessed against available tables of two-replicate designs.     

A Field Study of RFID Deployment and Return Expectations

Radio Frequency Identification (RFID) technology promises to transform supply chain management. Building on previous research in information systems and supply chain management, this paper proposes a theoretical framework for RFID adoption and benefits, and tests the framework using data on u. s. firms. Our analysis suggests that there is a positive association between information technology (IT) application deployment and RFID adoption. We find that RFID implementation spending and partner mandate are associated with an expectation of early return on RFID investment, and a perceived lack of industry‐wide standards is associated with an expectation of delayed return on RFID investment. These results suggest that firms with broad IT application deployment and a critical mass of RFID implementation spending are more likely to report early returns from RFID deployments. This paper extends previous research to understand the relationship between organization characteristics and adoption and expected benefits of the emerging RFID technology.
