民族高校德育工作的创新发展

民族高校的德育工作既有普通高校德育工作的共性,又有其民族的特殊性。因此,在德育工作中针对少数民族学生的特点,与时俱进,开拓新思路,探索新方法,加强德育工作的针对性和实效性。     

民族区域自治的丰硕成果--新疆少数民族教育事业的发展

民族区域自治是中国共产党运用马克思列宁主义民族理论,结合中国实际情况解决中国民族问题的基本政策,也是国家的一项基本政治制度。民族区域自治的核心是民族自治权,它体现了各民族一律平等的原则和尊重各少数民族人民自主管理本民族内部事物的权利。新疆民族教育事业的发展和取得的巨大成就,就是党的民族区域自治制度在新疆实践的丰硕成果。     

Empirical likelihood based detection procedure for change point in mean residual life functions under random censorship

The mean residual life (MRL) function is one of the basic parameters of interest in survival analysis that describes the expected remaining time of an individual after a certain age. The study of changes in the MRL function is practical and interesting because it may help us to identify some factors such as age and gender that may influence the remaining lifetimes of patients after receiving a certain surgery. In this paper, we propose a detection procedure based on the empirical likelihood for the changes in MRL functions with right censored data. Two real examples are also given: Veterans' administration lung cancer study and Stanford heart transplant to illustrate the detecting procedure. Copyright © 2016 John Wiley & Sons, Ltd.

Reinvigorating the social contract and strengthening social cohesion: Social protection responses to COVID-19

The COVID-19 pandemic has exposed the vulnerability of those who are inadequately covered by social protection in more and less developed countries alike, and has exacerbated the fragility of a social contract that was already under strain in many countries. A weak social contract in the context of an exceptional crisis poses a very real risk to social cohesion. Nevertheless, many States have reasserted themselves as the guarantor of rights by protecting public health and incomes. By sustaining these measures, economic recovery will be supported which will help minimize risks that may weaken social cohesion. However, this is a fast-moving, inherently unstable and protracted crisis. Social protection stands at a critical juncture. Decisive policy action will be required to strengthen social protection systems, including floors, as one of the cornerstones of a reinvigorated social contract.

作为文化现象之一的艺术可视为具体的历史经验集合与文化的关联的一种行为表达,因而"行为"是艺术之文化解读的一个适宜维度.将艺术活动的模式化结构先做框架性呈现,以其为对该艺术活动场景进行归类并引导体验的前结构关系文本,再充实以若干在各程序环节上的个体具体行为乃至体验描述,此或可为艺术民族志的一种实验性写作.     

特定行业中个人信息保护问题探讨

信息社会里,调和个人信息流动与个人信息保护的问题已引起世界各国的高度关注.通过对大众传播、征信行业和医疗机构三个特定行业中的个人信息保护问题的案例分析,对个人信息保护立法问题作了思考:保护个人信息安全是个人经济生活、社会互动的基础,对个人信息的立法必将推动整个信息化法律体系的建设与完善.国家应在吸收国外个人信息保护经验的基础上,加快中国的个人信息保护立法进程,消除立法藩篱,促进信息流动与信息保护的和谐发展.     

Inferences for a Partially Varying Coefficient Model With Endogenous Regressors

In this article, we propose a new class of semiparametric instrumental variable models with partially varying coefficients, in which the structural function has a partially linear form and the impact of endogenous structural variables can vary over different levels of some exogenous variables. We propose a three-step estimation procedure to estimate both functional and constant coefficients. The consistency and asymptotic normality of these proposed estimators are established. Moreover, a generalized F-test is developed to test whether the functional coefficients are of particular parametric forms with some underlying economic intuitions, and furthermore, the limiting distribution of the proposed generalized F-test statistic under the null hypothesis is established. Finally, we illustrate the finite sample performance of our approach with simulations and two real data examples in economics.     

部分状态可见的隐马尔可夫模型状态序列的估计方法

本文考虑了部分状态可见的隐马尔可夫模型的状态序列估计问题,在分析了现有算法无法合理估计状态路径之后,以状态转移概率、观测概率和可见状态作为先验信息,通过贝叶斯分析计算可见状态前后向状态的后验概率,并给出初始条件和递推公式,运用动态规划递推得到每个观测值对应的最可能状态以及最可能的状态路径。最后,本文给出一个系统故障识别的应用例子,验证了所设计算法的可行性。
