Politics and Scientific Expertise: Scientists, Risk Perception, and Nuclear Waste Policy 总被引:2,自引:0,他引:2
To study the homogeneity and influences on scientists'perspectives of environmental risks, we have examined similarities and differences in risk perceptions, particularly regarding nuclear wastes, and policy preferences among 1011 scientists and engineers. We found significant differences ( p 0.05)in the patterns of beliefs among scientists from different fields of research. In contrast to physicists, chemists, and engineers, life scientists tend to: (a)perceive the greatest risks from nuclear energy and nuclear waste management; (b)perceive higher levels of overall environmental risk; (c)strongly oppose imposing risks on unconsenting individuals; and (d)prefer stronger requirements for environmental management. On some issues related to priorities among public problems and calls for government action, there are significant variations among life scientists or physical scientists. We also found that–independently of field of research–perceptions of risk and its correlates are significantly associated with the type of institution in which the scientist is employed. Scientists in universities or state and local governments tend to see the risks of nuclear energy and wastes as greater than scientists who work as business consultants, for federal organizations, or for private research laboratories. Significant differences also are found in priority given to environmental risks, the perceived proximity of environmental disaster, willingness to impose risks on an unconsenting population, and the necessity of accepting risks and sacrifices. 相似文献

While the literature has long acknowledged worker rights abuses in global apparel supply chains, less attention has been paid to the recent worsening of certain decent work deficits and its causes, which this article links to predatory purchasing practices arising from growing power asymmetries. These practices, illustrated here by the garment export industry in India, exert downward pressure on wages and incite non‐standard forms of employment and greater verbal and physical abuse as productivity demands rise. They can be addressed through pricing mechanisms that cover the cost of decent work, appropriate State regulation and worker involvement. 相似文献

Public opinion poll data have consistently shown that the proportion of respondents who are willing to have a nuclear power plant in their own community is smaller than the proportion who agree that more nuclear plants should be built in this country. Respondents' judgments of the minimum safe distance from each of eight hazardous facilities confirmed that this finding results from perceived risk gradients that differ by facility (e.g., nuclear vs. natural gas power plants) and social group (e.g., chemical engineers vs. environmentalists) but are relatively stable over time. Ratings of the facilities on thirteen perceived risk dimensions were used to determine whether any of the dimensions could explain the distance data. Because the rank order of the facilities with respect to acceptable distance was very similar to the rank order on a number of the perceived risk dimensions, it is difficult to determine which of the latter is the critical determinant of acceptable distance if, indeed, there is only one. There were, however, a number of reversals of rank order that indicate that the respondents had a differentiated view of technological risk. Finally, data from this and other studies were interpreted as suggesting that perceived lack of any other form of personal control over risk exposure may be an important factor in stimulating public opposition to the siting of hazardous facilities. 相似文献

Application of Executive Order 12898 to risk assessment of highway or rail transport of hazardous materials has proven difficult; in general, the location and conditions affecting the propagation of a plume of hazardous material released in a potential accident are unknown. Therefore, analyses have only been possible in a geographically broad or approximate manner. The advent of geographic information systems and development of software enhancements at Sandia National Laboratories have made kilometer-by-kilometer analysis of populations tallied by U.S. Census blocks along entire routes practicable. Tabulations of total or racially/ethnically distinct populations close to a route, its alternatives, or the broader surrounding area, can then be compared and differences evaluated statistically. This article presents methods of comparing populations and their racial/ethnic compositions using simple tabulations, histograms, and chi-square tests for statistical significance of differences found. Health risk beliefs of homeowners near a landfill site were assessed in a survey and compared to expert judgments of the health risks of living near the site. A bimodal distribution of health risk beliefs suggested sharp disagreement between the experts and at least some of the residents. Correlates of high risk beliefs included perception of odor from the site, exposure to media coverage of the problem, having children living at home, age (younger respondents more concerned), and gender (females more concerned). An aggregated neighborhood health risk belief predicted reductions in home prices even after controlling for home physical characteristics, such as size and other disamenities such as proximity to a freeway. In the 4100 homes near the site, the estimated depression in property values was estimated to total about $40.2 million before the site was closed and to be about $19.7 million after closure. Implications of these results for community conflict and for benefit-cost analysis of hazard site remediation are discussed. 相似文献

自《刑法修正案(八)》增设食品监管渎职罪以来,其适用率呈偏低的趋势,与我国食品安全犯罪频发的现状不相符合。究其原因,该罪在责任主体认定、因果关系判定,以及危害后果界定三个方面存在难以厘清的困境。而学界虽在不断探讨该罪名的适用标准,但大多局限于理论建构层面,而忽略了司法适用的有效性。故从实证分析视角,明晰该罪的司法认定标准,以期对我国的司法实践有所贡献。 相似文献

This paper critiques the Environmental Protection Agency's assessment of risk for hazardous waste incineration at sea. It reviews operational and transportation risks and considers alternative approaches for managing chlorinated organic hazardous wastes. It concludes that depending on the scale of the program, ocean incineration will either contribute little to the overall management of this waste stream or else it will engender significant risks, especially in the coastal environment. Furthermore, past assessments on the part of EPA have tended to understate the risks of incineration at sea while simultaneously holding out the promise of the technology as a commercial-scale management option. Finally, this paper observes that the Western European countries that pioneered incineration in the North Sea are now finding practical alternatives. It is recommended that waste reuse, on-site treatment, and techniques of waste reduction provide viable alternatives and obviate the need for incineration at sea. 相似文献
