金融业经营管理模式在中国大体可分为建国以前的混业经营尝试、改革开放前的高度集权化经营、改革初期的粗放型混业经营以及分业经营模式等若干时期.实施金融混业经营的约束条件,包括多样化经营的边际收益与边际成本权衡、金融企业素质与产权结构、金融市场秩序与金融监管模式、社会信用体系等方面.     

医药企业社会责任监管机制研究

当前“药害”事件不断,医药企业社会责任意识淡薄,医药企业社会责任的履行情况更是令人担忧,医药企业追求“经济人”利益,市场监管失灵、法律规范滞后于政府监督,社会缺乏对医药企业社会责任评价体系而呈现出“道德逆淘汰”态势.加强政府在推进企业社会责任中的地位和作用,弘扬主流价值,引导企业社会责任评价,加大奖惩力度,斩断“道德逆淘汰”逻辑链条;充分发挥媒体、行业协会、群众团体、非营利机构等社会第三方监管机制监督;强化企业社会责任的自律,将企业社会责任建设渗透至企业核心文化的范畴并将企业社会责任提升至企业发展战略的高度;政府、市场、社会三位一体多元治理才是监管医药企业的长效机制.     

尝试制度创新 促进民主监督——对航埠镇“两监督一赔偿”制度的分析

"两监督一赔偿"是富有创造性的村级民主监督制度改革。这一改革将有助于推动村级民主监督和农村民主的进程,但目前正在试行的这项民主监督制度还存在着一些问题,影响了制度实施的效能,需要采取相应对策。     

Supervision im Kontext gesellschaftlicher Wandlungsprozesse

Supervision in the context of social changes In view of institutional changes in the working areas of supervision, increased competition amongst advisory concepts, cuts in further education budgets and great efforts at laying the theoretical and conceptual foundations for professional supervision, I cannot but raise the following question anew: Which questions, goals and learning processes are involved in supervision and who introduces them in the first place? Depending on how it is envisaged, there can be fundamentally varying standards for evaluating the role or significance of supervision. It cannot be taken for granted that experts, the institutional interests of supervision cost providers and the needs of the supervised follow one and the same guiding principle or action-related maxim. Differences and common points alike have to be elicited and utilized for a well-founded, professional understanding of supervision — therein lies the object of my research project on the role of supervision in current working processes.     

Self-managed Supervision

The growth of professional supervision in social work has been accompanied by complex attempts to theorise key elements of supervisory practice and highlight the need to further examine what constitutes supervisory support in current regulatory environments. Changes in human service organisations resulting from new public management generate a need to theorise broader patterns of support available to human service workers. This article draws on an electronic, mixed-method self-reporting study of advice and support-seeking behaviours of 193 human service professionals in 3 South Australian organisations. The findings indicate the fluidity of current professional supervision practice, with workers seeking professional wisdom, identifying practice direction, and debriefing with a range of colleagues within and outside their organisation. Accordingly, the article confirms that supervisors should no longer be thought of as the sole providers of professional advice and support for human service workers and conceptualises the workers as active agents shaping their own learning.     

Regulation and supervision of the European banking industry. Does one size fit all?

Post-global financial crisis (GFC) regulatory overhauls – where uniform solutions were adopted for various types of banks – have significantly changed the environment in which banks operate. This is especially visible in the European banking industry, whose profitability has not recovered to pre-GFC levels. Therefore, our goal is to investigate whether the determinants of bank profitability fit these uniform solutions. Accordingly, we explore the profitability of European banks in various settings from 2012 to 2016, which is the period marked by tough reforms. Since a decrease in profit may be treated as a sign of financial difficulties, we model static (i.e., loss) and dynamized (i.e., loss, moderate and severe decreases in profits) indicators of bank situations based on a sample of approximately 6700 bank-year observations. Different patterns of the determinants of profit decreases are found among different types and sizes of banks. Moreover, the determinants of loss events apparently differ from those accounting for profit decreases. These findings underline that a “one-size-fits-all” approach to regulation and supervision is not adequate for market realities.     

Transferring training to child welfare practice: Individual and collective efforts

The transfer of training to practice constitutes an ongoing challenge in child welfare services. Many efforts to understand and promote training transfer address the concept as an individual-level behavior. This study suggests that training transfer is both an individual and collective process. The study involves a survey at two time points of 214 workers from child welfare agencies who attended a training program. Principle components analysis identified two meaningful sub-components within the concept of the training transfer. Hierarchical linear regression was used to assess the influence of individual-level and contextual factors on both components. Findings suggest that to promote collective training transfer and enhance both individual and group performance, child welfare administrators may need to strengthen supervisory support and to promote positive work climates in which trainees can discuss training concepts and work together to apply them.     

浅析美国政府行政伦理与反腐败机制建设

美国政府不断强化行政伦理建设,对于预防腐败、保持廉洁成效明显,值得我们研究并借鉴。政府加强行政伦理建设的重要性在于：有利于从根本上预防腐败;可预防不违法、却是不道德的腐败;事先预防比事后惩罚更具有成效。其对中国预防腐败的重要启示是：通过强化行政伦理建设,加强对政府施政行为的严密监管;应注重事先主动的预防,而不是事后被动的惩罚。     

创建纪检监察学的意义、现状与建议

"纪检监察学"是研究纪检监察制度及相关活动的学说。将"纪检监察学"发展为一个专门的、独立的学科,对纪检监察事业发展意义重大。创建"纪检监察学"是贯彻落实习近平法治思想的重要举措;有利于提升纪检监察理论化水平,促进工作高质量发展;有利于提高纪检监察人才培养质量,加强干部队伍建设;有利于推进国家治理体系和治理能力现代化,提升治理效能。目前,创建"纪检监察学"的条件基本成熟,理想方案是在法学学科门类下设置一级学科,并设置四个二级学科;以纪检监察工作实际需求为导向,构建多层次、多类型、多方式的立体人才培养体系和联合培养模式;以高校为主推进学科建设,设立学科试点并建立学科建设联席会议制度;通过深化共建,加强融合,不断探索学科建设新模式。
