基于用户技术接受模型的政府数据开放平台研究 ——以深圳政府数据开放平台为例

从用户使用视角出发,基于用户技术接受模型,以深圳市政府数据开放平台为例,设计14个观察指标,研究政府开放数据的有用性和易用性。深圳市政府数据开放平台具有开放有序、回应及时和激励正向三大特色,同时存在创设数据场景不丰富、获取数据资源途径单一、利用成果数量少及质量不高、平台用户评价不积极及参与度低等不足。据此,提出以用户需求为导向、提升用户数字素养、构建政府部门的激励约束机制和跨部门跨层级的协同机制等政策建议。     

大学生“中国梦”认同状况调查

大学生是实现"中国梦"的重要后备力量,大学生对"中国梦"的认同状况将深刻影响中华民族伟大复兴的进程。对781名大学生的实证调查发现:"中国梦"得到大学生的广泛认同,但仍有少部分大学生持不赞同态度,高校"中国梦"教育有待加强。大学生对"中国梦"认同指数正影响最大的是命运自我掌控感和亲社会倾向,而负影响最大的是命运受掌控感和个体化程度,因此,加强正向引导非常重要。     

Optimal scaling of Metropolis algorithms: Heading toward general target distributions

The authors provide an overview of optimal scaling results for the Metropolis algorithm with Gaussian proposal distribution. They address in more depth the case of high‐dimensional target distributions formed of independent, but not identically distributed components. They attempt to give an intuitive explanation as to why the well‐known optimal acceptance rate of 0.234 is not always suitable. They show how to find the asymptotically optimal acceptance rate when needed, and they explain why it is sometimes necessary to turn to inhomogeneous proposal distributions. Their results are illustrated with a simple example.     

Modified chain sampling plans for lot inspection by variables and attributes

The purpose of acceptance sampling is to develop decision rules to accept or reject production lots based on sample data. When testing is destructive or expensive, dependent sampling procedures cumulate results from several preceding lots. This chaining of past lot results reduces the required size of the samples. A large part of these procedures only chain past lot results when defects are found in the current sample. However, such selective use of past lot results only achieves a limited reduction of sample sizes. In this article, a modified approach for chaining past lot results is proposed that is less selective in its use of quality history and, as a result, requires a smaller sample size than the one required for commonly used dependent sampling procedures, such as multiple dependent sampling plans and chain sampling plans of Dodge. The proposed plans are applicable for inspection by attributes and inspection by variables. Several properties of their operating characteristic-curves are derived, and search procedures are given to select such modified chain sampling plans by using the two-point method.     

Complementary Relationships Between Traditional Media and Health Apps Among American College Students

Abstract

Objective: This study explored the potential relationships between existing media and health apps for health information among college students. Participants: This study collected and analyzed a total of 408 surveys from students of 7 universities across the United States. Methods: In order to explore the research questions and test the hypotheses, quantitative data from the online survey were analyzed through hierarchical regression analyses. Results: Results from the hierarchical regression analyses indicated that the perceived credibility of health information from traditional mass media was positively and significantly associated with college students' perception of health apps. However, there was no significant effect in regards to online media. Conclusions: This study's consideration of the relationships between existing media and health apps may guide health practitioners in their strategic approaches to improve the well-being of college students.     

The Cat and the Cloud: ACT for LGBT Locus of Control,Responsibility, and Acceptance

Advocating acceptance, committed action, and value-guided behavior over experiential avoidance, Acceptance and Commitment Therapy (ACT) may aid lesbian, gay, bisexual and transgender (LGBT) clients affected by hetero/homonormative social pressure. By conceptualizing LGBT paradigms of internal/external control/responsibility (IC-IR; EC-IR; IC-ER; EC-IR), ACT may be adapted to a myriad of multicultural worldviews. This article presents locus of acceptance as the attributed worth of internal/external cues perceived necessary by the client to achieve self-acceptance. Recognizing visibility and isolation as recurrent LGBT issues, locus of acceptances balances identity as individual (internal acceptance) with identity as community (external acceptance).     

对《收容遣送办法》废除后遗留问题的探析——兼评《救助办法》

近年来,收容遣送一直受到批评和置疑,随着今年“孙志刚事件”的披露,该制度更是成了众矢之的,受到来自学界、舆论界和普通公民的猛烈抨击。2003年6月22日国务院自行废止了实行了21年的《收容遣送办法》,代之以更人性化的《救助办法》。收容遣送的废除,似乎是该案最好的注解。但是,在《收容遣送办法》废除,《救助办法》实施后一系列问题的出现,又使得必须对此做出重新思考。本文试就相关问题做一探讨。     

Optimal acceptance sampling policy considering Bayesian risks

In this paper, we propose a sampling policy considering Bayesian risks. Various definitions of producer's risk and consumer's risk have been made. Bayesian risks for both producer and consumer are proven to give better information to decision-makers than classical definitions of the risks. So considering the Bayesian risk constraints, we seek to find optimal acceptance sampling policy by minimizing total cost, including the cost of rejecting the batch, the cost of inspection, and the cost of defective items detected during the operation. Proper distributions to construct the objective function of the model are specified. In order to demonstrate the application of the proposed model, we illustrate a numerical example. Furthermore, the results of the sensitivity analysis show that lot size, the cost of inspection, and the cost of one defective item are key factors in sampling policies. The acceptable quality level, the lot tolerance proportion defective, and Bayesian risks also affect the sampling policy, but variations of acceptable quality level and producer Bayesian risks, for values more than a specified value, cause no changes in sampling policy.     

Testing the Equality of the Noncentrality Parameters of Two Noncentral t-Distributions with Identical Degrees of Freedom

The problem of testing the equality of the noncentrality parameters of two noncentral t-distributions with identical degrees of freedom is considered, which arises from the comparison of two signal-to-noise ratios for simple linear regression models. A test procedure is derived that is guaranteed to maintain Type I error while having only minimal amounts of conservativeness, and comparisons are made with several other approaches to this problem based on variance stabilizing transformations. The new procedure derived in this article is shown to have good properties and will be useful for practitioners.     

论元代文坛对欧阳修古文风格的接受

欧阳修的古文风格经由南宋与金,嬗递到元代文坛,成为对元代散文影响最大的文风传统。元代初年,活跃于文坛的北方作家群虽很重视对欧阳修文风的学习,但不同于欧文,雄奇文风仍是主导倾向。到了元代中期,在江西作家群的倡导和浙东作家群的呼应下,欧文温醇和雅的风格成为一代文风的底色。到元末,文坛形成欧、苏并尊、唐宋并重的格局,开明代唐宋派之先声。
