城市经营是近几年来城市管理和学术研究中的热点问题,但众多学者和城市管理者在城市经营的现实基础、内涵本质、所遵循的基础理论和所面临的问题等方面并没有取得一致的意见。虽然城市经营表现出的形式多种多样,但其内涵和本质是以提高城市竞争力为目标;城市经营的理论基础可以从蒂伯特模型、政府再造运动和布雷顿竞争性政府的概念中去寻找;片面理解城市经营不但会造成土地等城市资源枯竭、加重企业和群众负担以及城市负债过度,而且极易诱发金融风险;要防止城市经营走入歧途,不仅需要彻底解决地方政府财权事权不对等的问题,完善城市管理的立法工作,还需要全面反思城市的土地经营思路,规范政府行为和市场秩序的重建。 相似文献

社区管理与服务在我国城乡和谐社会建设中具有重要的地位,但由于属于新兴专业,其课程设置目前仍有待完善之处。这些问题包括总体社区工作课程过多且存在一定重复,忽略社区服务的具体环节和技巧教育,以及各课程之间相互区隔缺乏沟通联动等。笔者以为社区管理与服务专业的主干课程,当以社区工作服务群众时所需的技能体系为基础进行设计。具体包括强化社区服务各环节技能的训练,并打破现有课程之间的藩篱,在不同的课程之间,尤其是社区工作专业技巧课程之间建立起前后的承接关系。 相似文献

Agency theory argues that companies need to structure their top management pay so as to attract, retain, motivate, and reward senior executives. It is implicit in this literature that managers should be rewarded for performance and that company size should not be a significant determinant of compensation. Empirical evidence in many countries has concluded, however, that size is a major determinant of management remuneration and the pay-for-performance link is very weak. This study examines the determinants of senior executives’ remuneration and bonus payments in Hong Kong companies using recently available data. We examine both the level of pay and changes in pay. Corporate size is found to be a major explanator of remuneration levels and of changes in the pay of the CEO and executive directors. Accounting profitability is also a significant explanator of compensation. Performance, as measured by stock returns, has little or no statistically significant relationship with pay; in fact, some of the results show negative relationships. Some share ownership characteristics have influences on the levels of remuneration. In particular, share ownership by directors and share ownership by institutional investors moderate the compensation levels. In contrast, corporate governance variables have little association with change in pay. Overall, the results imply agency arguments that advocate pay-for-performance compensation schemes are not major factors in setting top management remuneration in Hong Kong. 相似文献

This article examines the involvement of ministries of health in making health service coverage decisions in Denmark, England, France and Germany. The study aims to inform debate in England about the feasibility of reducing perceived ministerial and bureaucratic ‘interference’ in decisions affecting the National Health Service, based on interviews with senior government officials and other health system stakeholders. Ministries of health differ in their involvement in health system governance and coverage decisions (‘the benefits package’), reflecting differences in institutional arrangements. In all four countries, organizations at arm's length or independent from government are either involved in providing technical advice to the ministry of health or have been mandated to take these decisions themselves. However, ministries of health occasionally intervene in the decision‐making process or ignore the advice of these organizations. The Department of Health in England is not an aberrant case, at least in relation to coverage decisions. Indeed, ministries of health in Denmark and France play a larger role in making these decisions. Public pressure, often amplified by the media, is a shared reason for ministerial and ministry involvement in all four countries. This dynamic may thus limit the feasibility of attempts to further separate the NHS from both the Department of Health and wider political pressures. 相似文献

In this paper, we investigate how managers perceive the roles of industrial design, based on their experiences with designers in two product development projects in a business-to-business environment. The study demonstrates that designers can make contributions that surpass the design of physical products, and that influence the effective implementation of product development processes.
