加强自治条例修改工作的必要性与对策研究

自治条例是民族自治地方贯彻实施民族区域自治法,妥善处理自治地方内部的民族关系、维护民族平等的重要保障。但是,由于立法工作者能力不足、立法理论缺失和法律规定不明确等因素的制约,导致自治条例存在对不能变通的法律规定做出变通,违背法律平等要求对法律规定进行细化,超越法定权限为上级国家机关设定义务,脱离实际需要简单复制上位法规定等违背宪法及其相关法要求的问题。为此,应从加强立法队伍建设和立法理论研究,对?宪法?和?民族区域自治法?的有关规定进行必要的解释和修改等几个方面,推动自治地方人大有效开展自治条例修改和完善工作。     

论江泽民“三农”思想的理论贡献

人口预测工作存在问题分析

通过探讨规划编制过程中人口预测工作的现状,指出了当前人口预测工作中存在的问题,并从指导思想、相关概念、数据来源、分析工作、预测方法等各方面分别加以分析。同时指出,规划师应当以严谨的态度去进行人口预测,才能提高规划的合理性,使得城市适应未来经济社会的飞速发展。     

关于院校合并中财务问题的思考

Cytometry inference through adaptive atomic deconvolution

In this paper, we consider a statistical estimation problem known as atomic deconvolution. Introduced in reliability, this model has a direct application when considering biological data produced by flow cytometers. From a statistical point of view, we aim at inferring the percentage of cells expressing the selected molecule and the probability distribution function associated with its fluorescence emission. We propose here an adaptive estimation procedure based on a previous deconvolution procedure introduced by Es, Gugushvili, and Spreij [(2008), ‘Deconvolution for an atomic distribution’, Electronic Journal of Statistics, 2, 265–297] and Gugushvili, Es, and Spreij [(2011), ‘Deconvolution for an atomic distribution: rates of convergence’, Journal of Nonparametric Statistics, 23, 1003–1029]. For both estimating the mixing parameter and the mixing density automatically, we use the Lepskii method based on the optimal choice of a bandwidth using a bias-variance decomposition. We then derive some convergence rates that are shown to be minimax optimal (up to some log terms) in Sobolev classes. Finally, we apply our algorithm on the simulated and real biological data.

近年来随着无线网络的快速发展,无线网络替代传统有线网络的趋势日益明显。与此同时,无线网络的安全机制也需要得到同步完善,从而进一步实现人们安全通信的要求。论述了计算机无线网络安全所面临的主要问题,提出了解决这些无线网络安全问题的措施。     

优化国际语言服务环境背景下关于大学英语写作教学的若干反思

国际语言服务的水平直接体现了一个城市乃至国家的国际化程度,关系到一个城市或国家的国际形象和国际竞争力。随着中国与国际社会的交流日深,对既有自己的专业又具备一定的英语综合运用能力的复合型人才的需求也随之增加。他们不但要有一定的英语口头表达能力,书面表达能力也面临着新的挑战和要求。但我国高校的大学英语课普遍对写作环节重视不足,导致学生的写作基础薄弱。文章分析了大学英语写作过程中存在的普遍性问题并提出了相应的对策。     

Social Skills in Children Adopted From Socially-Emotionally Depriving Institutions

This study assessed social skills in post-institutionalized (PI) children with respect to age at adoption, age at assessment, and gender. Parent ratings of social skills (Social Skills Rating System) and behavior problems (Child Behavior Checklist) were obtained for 214 children and 127 adolescents who were adopted from socially-emotionally depriving Russian institutions. Results showed that children adopted before 18 months of age have better social skills than those adopted after this age; those assessed in childhood demonstrate better social skills than those assessed in adolescence. PI females, especially later-adopted adolescents, have particularly poor social skills. Children with poor social skills tend to have higher rates of behavior problems.     

社交媒体存在的治安问题探析

目前,社交媒体已经成为人们十分青睐的社交软件,但由于其独特的传播机制和特点,违法犯罪分子将其作为开展不法 活动的温床,使人们的安全感受到严重影响。这主要体现在四个方面：一是恐怖组织和个人将社交媒体作为开展恐怖活动宣 传、组织和行动的工具;二是违法犯罪分子利用社交媒体实施色情、赌博和诈骗等犯罪;三是社交媒体成为引发违法犯罪的桥 梁;四是社交媒体在引导网络舆情的方向中起到了重要作用。
