论高校学生工作中的改革创新

高校学生工作必须紧紧围绕培养社会主义事业合格建设者和可靠接班人这一根本目标来开展。不断开拓进取、改革创新，以适应新时期学生工作的现实需要是其应有之意。创新应当包括思想观念、体制机制、内容方式、队伍建设、理论研究等诸多方面。近年来，西南大学大力开展“六个好一”工程，对创新学生工作进行了一些有益的探索和尝试．有利于开创举生工作的新局面．     

高句丽军用装备设计研究

高句丽的历史可以说是一部战争的历史，在长这七百多年的进程中，战争充斥着每一个重要的阶段，军用装备设计自然是高句丽人最为重要的设计之一。为了便于长期征战和灵活穿梭于深山老林，只有轻巧的兵器和快捷的战马才是其最优化的选择，轻巧灵便是高句丽军用装备设计中一个最为重要的特点。激勇善战的高句丽民族在接连不断的战争之中，运用聪明的智慧设计出无数灵巧精美的战争装备用品，为我们进行高句丽设计艺术的研究提供了丰富而宝贵的资料。     

论“红色社团”与高校“青马工程”建设

高校"红色社团"作为群众性的马克思主义理论学习型组织,在培养青年马克思主义者方面具有独特的优势,与"青马工程"存在高度的契合性,是推进高校"青马工程"的有效载体。以"红色社团"为依托,应该通过推选合适对象,提供日常培养平台,强化跟踪培养,夯实群众基础,营造文化氛围等策略配合和推动高校"青马工程"的实施。与此同时,要从提高认识、精配良师、完善机制、加强交流等方面加强"红色社团"建设,切实保障高校"青马工程"的深入推进。     

刑事错案救济机制研究--中国版“无辜者计划”探微

刑事错案的相继发生使司法公信力和法律权威受到了挑战。错案发现的偶然性远远大于必然性，通过申诉、抗诉启动再审程序纠正的情况少之又少。反观起源于美国的“无辜者计划”，它致力于主动发现无辜者被判有罪的案件并代理无辜者进行诉讼，摆脱了被动接受司法机关纠错的模式，作为一种新的救济途径为错案救济起到了重要的作用。近年来，中国版“无辜者计划”已开始发展并逐步接手一些错案。由于处于萌芽阶段，中国版“无辜者计划”仍存在许多不完善之处，如在刑事司法鉴定和错案复查方面。因此需要借鉴域外错案救济经验，从而完善这一错案救济机制。     

Establishing safety stocks for master production schedules

The basic master production scheduling problem assumes that periodic demands are known with certainty. Uncertainty in the forecasts arc typically accommodated afterwards by adding safety stocks to a schedule. Two popular methods for establishing safety stocks are: (1) the constant cycle service level method; and (2) the constant safety stock method. This paper outlines these methods and then develops a third method which results in optimal safety stocks. The paper includes an experimental investigation aimed at comparing performances of the three safety stock methods. The constant safety stock method is shown to perform within one or two per cent of optimal, while the constant cycle service level method performs worse under most conditions. Shorter lead times, variable order interval lengths, and time-dependent forecast errors all adversely affect the performances of the non-optimal methods. An operations manager could use these results to evaluate the appropriateness of the methods for his master production scheduling environment.     

Multilevel Social Dynamics Considerations for Project Management Decision Makers: Antecedents and Implications of Group Member Tie Development

Successful projects represent the effective culmination of management skills, planning, and individual project member strengths. In operations management, such strengths are often viewed predominantly from the perspective of skill base. However, it has become increasingly evident that behavioral traits associated with individuals play a very significant, if not ultimately dominating, role in the effectiveness of certain group projects. Our aim in this study is to look into how certain individual attributes viewed as relevant to these project contexts may lead to social networking decisions that have impacts spanning multiple levels of analysis. Such insights are likely to prove valuable to decision makers managing project teams as well. We employ a controlled 4‐month investigation of multiple projects, for which we are able to consider both objective, and subjective pre‐, in situ, and postproject data. Our results demonstrate that the issues of perceived control, confidence, and conscientiousness are relevant not only in driving individual perceptions of the value of within‐group interactions, and hence the development of associated ties, but are also ultimately relevant in helping to drive higher levels of group performance.

长江三峡是中外闻名的黄金旅游线,具有明显的组合性、团体性、集中性和周期性特征.针对三峡工程二期水位给重庆库区旅游资源、旅游交通、区域关系和游览方式带来的新变化和新问题,从发展目标、战略定位、主要任务、工作重点和开发路径等方面,提出了重庆库区旅游发展的基本思路和在政策扶持、平台构建、开发重点、配套设施、宣传促销、经营管理等方面的对策建议.

R&D project evaluation: An integrated DEA and balanced scorecard approach

We present and demonstrate a multi-criteria approach for evaluating R&D projects in different stages of their life cycle. Our approach integrates the balanced scorecard (BSC) and data envelopment analysis (DEA) and develops an extended DEA model. The input and output measures for the integrated DEA–BSC model are grouped in “cards” which are associated with a “BSC for R&D projects”. The BSC is embedded in the DEA model through a hierarchical structure of constraints that reflect the BSC balance considerations. We illustrate the proposed approach with a case study involving an industrial research laboratory that selects and executes dozens of R&D projects every year.     

重大工程项目风险管理中的综合集成方法

随着我国计划经济体制向市场经济体制的逐步过渡,重大工程项目所面临的风险越来越大,加强对重大工程项目风险管理的理论研究和实际应用就显得非常重要。本文对重大工程项目中风险的特点进行了剖析,提出了以综合集成方法为指导对重大工程项目进行全寿命动态风险管理的观点,并对如何制订和实施项目风险管理计划作了具体分析。
