ABSTRACT

The concept of “policy advisory systems” was introduced by Halligan in 1995 as a way to characterize and analyze the multiple sources of policy advice utilized by governments in policy-making processes. The concept has proved useful and has influenced thinking about both the nature of policy work in different advisory venues as well as how these systems change over time. However, to date this work has examined mainly cases of developed countries and its application to developing and transitional countries is less certain. This paper sets out existing models of policy advisory systems based on Halligan’s original thinking on the subject and assesses the findings of many existing studies into OECD countries that advisory systems have been changing as a result of the dual effects of increased use of external consultants and others sources of advice – “externalization” – and the increased use of partisan advice inside government itself – “politicization”. Determining whether or not such changes have also characterized the situations found in developing and transitional countries and at the international-domestic and state-sub-state levels is the subject of the papers in this Special Issue.  相似文献

信息沟通有助于公众理解和预测货币政策的实际干预,进而提高货币政策有效性。研究中国人民银行的信息沟通对实际政策干预的预测能力需要解决沟通文本的测度问题,同时考虑实际政策干预多工具并用的复杂性。基于此,本文通过文本分析方法提取《货币政策执行报告》的信息,进而考察央行沟通对于货币政策实际干预的预测能力。研究表明,整体而言,市场对中国人民银行“听其言”有助于“观其行”。具体来看,央行沟通对于直接可控的基准利率和存款准备金率具有持续的预测能力,但对于市场利率的预测能力较差,对于M2增长率的预测甚至存在方向不一致的情况。  相似文献

ABSTRACT

Theories and concepts developed and empirically tested in the context of North American and Western European countries do not always easily transfer to another political landscape. The concept of “policy advisory system” is not an exception. On the one hand, policy processes and policy styles are not unique for each country; therefore, some generalizations can be made. On the other hand, studding particularities of policy process in a specific country can enrich theories, developed for general cases. Applying existing theories to a new context also goes a long way in verification and potential falsification – the fundamental requirement for a scientific process. This article aims to contribute to the debate on the topic of policy advisory system by comparing the development of three policies in Russia, each involving policy advisors to some extent. Based on this analysis, lessons are drawn regarding the conditions under which policy advisors can impact policy changes in an environment, alternative to “western.”  相似文献

Stillbirth is a major public health problem with an enormous mortality burden and psychosocial impact on parents, families and the wider community both globally and in Australia. In 2015, Australia’s late gestation stillbirth rate was over 30% higher than that of the best-performing countries globally, highlighting the urgent need for action. We present an overview of the foundations which led to the establishment of Australia’s NHMRC Centre of Research Excellence in Stillbirth (Stillbirth CRE) in 2017 and highlight key activities in the following areas: Opportunities to expand and improve collaborations between research teams; Supporting the conduct and development of innovative, high quality, collaborative research that incorporates a strong parent voice; Promoting effective translation of research into health policy and/or practice; and the Regional and global work of the Stillbirth CRE. We highlight the first-ever Senate Inquiry into Stillbirth in Australia in 2018. These events ultimately led to the development of a National Stillbirth Action and Implementation Plan for Australia with the aims of reducing stillbirth rates by 20% over the next five years, reducing the disparity in stillbirth rates between advantaged and disadvantaged communities, and improving care for all families who experience this loss.  相似文献

In Canada, as in other industrialized welfare states, definitions of health system sustainability reflect different goals and correspondingly diverse ways of understanding exactly what is to be sustained and how. In this article, we report on results from a survey of documents and groups involved in and/or concerned about sustainability of the healthcare system. We identify four broad narratives of sustainability in Canadian healthcare reform discourse, and explore what these different sustainability narratives tell us about the character and contours of these often‐fractious debates. We argue that sustainability itself may not be a paradigm shift, as has been suggested, but a plot device that helps to steer the story in a particular direction, ‘black‐boxing’ certain aspects of context and emphasizing others.  相似文献

Personal ties are generally regarded as important to big business growth in Malaysia, particularly after the New Economic Policy (NEP) in the 1990s. Common types are informal ones established between multi-ethnic big business people and Malay key state and political leaders. Other types of ties, company directorship links and informal ties, are seldom studied especially those between the business people and former state bureaucrats and corporate professionals. Thus, by conceptualising the directorship links and informal personal ties as social networks, the author conducted a sociological analysis of some intra- and inter-ethnic directorship links and ties established by four prominent big businessmen after the NEP in the 1990s. This article reports the main finding on the links and ties becoming a common organisational mechanism of business groups owned and controlled by the businessmen, besides providing access to the state. Therefore, another understanding of inter- and intra-ethnic personal ties in big business growth, especially after the NEP is achieved.  相似文献

Using a convenience sample of 318 undergraduate and graduate social work students (193 women and 125 men) from a public university in India, this study examined the differences between Indian social work students' perceptions toward the role of government in addressing social issues in India. Using Predictive Analytics Software (PASW) 18, several statistical procedures were conducted to analyze the relationship between social work students' demographic variables and their perceptions of the government's role in addressing social issues in India. The results indicated that older social work students were more likely to perceive that the government should ensure equal opportunities for citizens. Female social work students were more likely to perceive that the government should ensure housing for citizens. BSW students were more likely to perceive that the government should ensure employment of citizens. Macro social work students were more likely to perceive that the government should ensure equal opportunities, housing, food, employment, and health insurance for citizens. The findings of this study may help social work educational administrators and faculty in India to develop a curriculum that provides social work students with the opportunity to critically examine the complex relationship between age, gender, marital status, number of children, socioeconomic status, educational status, area of concentration, and the role of the government in addressing social issues. Doing so will prepare social work students and professionals to think and engage in a manner that will allow them to challenge and advocate for a change to the status quo.  相似文献

This article examines how developing countries can use, and enlarge, existing policy space, without opting out of international commitments. It argues that: (i) a meaningful context for policy space must extend beyond trade policy and include macroeconomic and exchange‐rate policies that will achieve developmental goals more effectively; (ii) policy space depends not only on international rules but also on the impact of international market conditions and policy decisions taken in other countries on the effectiveness of national policy instruments; and (iii) international integration affects policy space through several factors that pull in opposite directions; whether it increases or reduces policy space differs by country and type of integration.  相似文献

Few studies have examined academic researchers' understandings of or attitudes toward conflict of interest policies even though these understandings and attitudes represent a crucial component of both compliance and educational efforts. This study reports the results of a large-scale, cross-sectional survey of research faculty at the nine campuses of the University of California regarding their understandings of and attitudes toward campus conflict of interest policies. We gathered information on their general assessments of investigators with financial ties to industry sponsors and reactions to the process of implementing conflict of interest policies at their respective campuses. We surveyed 1,971 faculty members from the nine-campus University of California system and had 779 responses (39% response rate). The sampled faculty were in the ten departments with the most number of financial disclosures at each campus. We utilized the WebSurveyor software to create a secure, online, 21-item survey. Our study reveals faculty with complex, sometimes contradictory, feelings about academic-industry relationships and highlights perceived gaps in policy and process. Most respondents were concerned about unlimited financial relationships, but a sizable number also viewed campus policies as irrelevant. Some expressed considerable anger over the process of policy implementation, rejecting the policies on the basis of professional and individual self-determination and moral integrity. Our study suggests the need for renewed efforts to encourage awareness of the relevance of conflict of interest policies for all faculty, new efforts to increase understanding of the situational nature of conflicts of interest, and a reexamination of the processes of policy implementation at the campus level.  相似文献

在西方国家,研究生交费入学,即生均教育成本分担被视为必然现象。如何联系我国研究生教育发展的实际,积极借鉴发达国家发展研究生教育的经验,把制订研究生教育成本分担与资助政策作为推进我国研究生教育运行机制改革的有效手段,已成为人们关注的焦点。建议在构建我国研究生教育投资主体多元化与资助政策的过程中,积极引进政策调节与市场竞争相结合的机制;实行研究生教育成本分担与资助的政策措施要与高校内部管理体制的改革有机结合起来。  相似文献
