电子货币对泰勒规则影响的理论和实证研究——以中国为例的分析

文章通过一个理论模型分析了电子货币的产生对于泰勒规则的影响作用,进而以中国为例,使用1988至2007年的数据分别对电子货币产生前后两段时期的泰勒规则进行了拟合。研究发现,泰勒规则与我国货币政策具有较强的一致性,并且电子货币进入成熟阶段后泰勒规则的有效性比电子货币产生之前的阶段大为降低。结论认为,中国进入电子货币时代后的最优货币政策规则应当是以泰勒规则为基础,以多种中介目标为辅助性操作工具的政策规则。     

电子信息工程专业教学内容与课程体系的改革

为提高我校电子信息工程专业本科教学水平,提出了本专业人才培养方案的原则,并对人才创新能力培养的计划和具体措施进行较为详细的阐述,明确了专业建设内容和目标,促进电子专业持续、快速、协调、健康发展。     

建筑垃圾资源化利用实证研究

鉴于日益严峻的垃圾围城现象,以西咸北环线高速公路建设工程为依托,调研了该项目的企业用地、所缴纳税额、建筑垃圾原料来源等内容,对建筑垃圾综合利用的应用政策、应用技术、典型示范效应的现状和存在问题进行分析,讨论了依托工程在项目管理、建厂成本、企业免税、原材料获取、运输成本、社会认知度方面的相关政策。研究认为,应借鉴国内外比较全面系统的建筑垃圾分类管理办法,制定国家层面的法律法规体系,规范建筑垃圾的资源化利用;省市层面要根据各地实际,合理规划布局并支持建筑垃圾综合利用;国家和地方管理部门应建立建筑垃圾综合利用的行业标准并参与到政府循环经济发展规划中;还可以通过政策支持、税收优惠、支持技术研发等方式,以管理带动建筑垃圾资源化利用事业的发展。     

城市生活垃圾计量收费模式探讨

为了实现城市生活垃圾从源头上减量化和垃圾处理产业化的目标,北京市即将逐步推行城市生活垃圾计量收费制。本文针对北京市生活垃圾及其收费的现状与问题,探讨了计量收费模式的合理性和可行性,设计了计量收费模式的定价标准方案,并提出了相关建议。     

Using the Ecological Model to understand influences on college student vaping

ABSTRACT

Objective The Ecological Model was used to examine the social and environmental influences of the college environment on e-cigarette use (vaping) among college students. Participants: Undergraduate college student e-cigarette users (vapers) across three large college campuses in the southwest US from Jan 2015- Aug 2016. Methods: Thirty-three interviews were conducted. Transcribed interviews were coded then analyzed for themes. Results: College student vapers report multiple levels of influence on their vaping beyond personal beliefs and peer influences, including parents, explicit campus and community messaging, community member requests, and respect for others. College student vapers also describe constant associations with smokers in allowable public places to vape. Conclusions: Parents, community members, campus policy, and the physical environment all influence where and when college students vape. Health communication messages to prevent college student vaping should incorporate alternative messages that are important to college students, such as respect for others and social image.     

The spatial distribution of smoking violations on a no-smoking campus: Implications for prevention

ABSTRACT

Objective: The present study extends research on campus smoking bans by examining where smokers are violating the policy at a large university in the southeastern region of the United States. Participants: The data collection was conducted by one graduate student from the university in August of 2014. Methods: A global positioning system device was used to collect the geo-coordinates of littered cigarette butts as a proxy measure for smoking violations. Results: A hot spot analysis found a number of spatial concentrations on campus, largely around classroom and administrative buildings along with parking lots and garages. Conclusions: The implications of such findings can direct enforcement to target these areas in order to reduce offenses and fulfill the initial goals of policy-makers and university administrators who support smoke-free campuses.     

生物安全实验室活毒废水处理工艺研究

目的在借鉴吸收国外生物安全实验室（BSL）活毒废水处理工艺技术的基础上,结合我国国情,研究开发节能、环保、安全型成套处理技术工艺和设备,实现关键技术和产品国产化。方法处理系统采用序批式工艺,通过高温高压方式消毒灭菌。结果该处理工艺的技术指标：灭菌温度100～150℃（可调）,加热时间≤30rain,灭菌时间30—120min（可调）;处理后排放指标：活微生物为0,温度≤40℃,pH=6～9。结论该处理工艺整体设计简便灵活,符合BSL设计越简单越安全的理念,适合我国国情,可用于生物安全三级、四级实验室（BSL一3,-4）活毒废水处理。     

电子病历在医院应用中的几个问题简析

计算机技术和网络技术的不断发展,使得电子病历在医院得到了广泛的应用。但是在应用中还存在诸如法律证据、数据标准、安全与隐私保护、海量存储和人员素质等问题。因此,健全法律法规、统一数据标准、选择合适的存储技术、开发安全及隐私保护技术、加快人才培养成为了当前推广电子病历所应采取的主要措施。电子病历作为医院数字化系统发展的方向无疑将稳定得到推进。     

The Reality of Social Inclusion Through Digital Government

SUMMARY

Over the past few years, there has been much debate over the effectiveness of digital government. This paper addresses the strategic value and the effectiveness of digital government where it concerns enhancing citizen participation and social inclusion. It involves examining four specific facets of “effectiveness”–including: the view of management and ICT strategists; social and cultural implications; the implications of digital inclusion/exclusion and e-readiness upon social inclusion; and the citizens' view of the success of digital government in enhancing public access to information and transparency–based on a pilot study of digital government initiatives by local government in New Zealand.
