“逆周期”视野下中国的金融监管研究

"逆周期"的金融监管是指金融部门在经济波动低谷时根据客观经济形势的变化创新货币政策,进行灵活的逆方向调控。那么,逆周期资本监管产生的机理是什么,当前世界经济波动的逆周期特征又是什么,如何把控"逆周期"金融监管在经济波动运行中的价值,我国逆周期资本监管需要哪些政策杠杆等,这些都是我国经济和金融政策中的重要课题。     

金融约束理论及其在中国的实践

近年来关注金融约束理论的学者日益增多,但存在对金融约束政策含义的误解以及缺乏对其在中国实践状况的深入分析。文章在分析该理论基本框架基础上,重点强调其特许权价值、专利权保护及私营部门的真正含义,以消除前人的误解;首次深入分析金融约束理论在我国的实践情况,包括前提条件满足状况和具体表现,以期给后续相关研究提供借鉴;最后分析了金融约束政策是导致我国中小企业融资困境产生的主要原因并提出政策建议。     

The proximity filter: the effect of distance on media coverage of the Christchurch mosque attacks

ABSTRACT

The intense media coverage in New Zealand and Australia of the Christchurch mosque attacks exhibited significant disparity in editorial decision-making between the two countries. This research interrogates the different approaches taken in newsrooms and how these differences were manifested in broadcasts and publications. New Zealand media were focused largely on empathetic coverage of victims and resisted the alleged gunman's attempts to publicise his cause while their Australian counterparts showed no such reluctance and ran extended coverage of the alleged perpetrator, along with material ruled objectionable in New Zealand. It finds the editorial focus in each case exhibits the effect of proximity, identified in literature on empirical ethical decision-making as a factor in applied ethicality. The authors conclude that a proximity filter was used by New Zealand media who identified the victims as part of their own community, but the events of 15 March 2019 were seen as ‘foreign’ by Australian journalists who used perceived distance as justification for extremely graphic content.     

论政府医疗规制制度的完善与优化

政府规制是现代市场经济不可或缺的制度安排。中国医疗行业的种种问题是由于面对医疗市场失灵而缺乏科学有效的政府规制制度体系以及由此导致的政府规制失灵。因此,中国未来医疗改革成功与否的关键在于在推进医疗市场化改革的同时,改进和优化政府规制制度,实现市场机制与政府规制机制的有机结合。     

北京市农业结构调整中的法律问题

针对北京市农业结构调整的特点,本文探讨了农业结构调整与农民的土地承包经营权的冲突、土地用途管制制度对农业结构调整的制约和限制、农业结构调整中的利益关系、合同关系、政府行为规制等法律问题,并在此基础上提出了制定关于农业结构调整地方性法规的立法建议。     

Influence of Gender on Parental Socialization of Children's Sadness Regulation

Mothers' (N = 60) and fathers' (N = 53) perceptions of and desire for change in their 6‐ to 11‐year‐old daughters' (N = 59) and sons' (N = 54) sadness regulation behaviors (i.e., inhibition, dysregulation, coping) were examined in addition to parental responses to children's hypothetical sadness displays. Results of multivariate analyses of variance and regression analyses suggest that parental perceptions of and desired change in children's sadness behavior differ as a function of parent gender, child gender and child age (younger (grades 1, 2), older (grades 4, 5)), and predict the likelihood of contingent responses to children's sadness behavior. Overall, fathers reported being likely to respond to sadness with minimization whereas mothers reported being likely to respond with expressive encouragement and problem‐focused strategies. These parent‐reported socialization response tendencies, however, were more fully explained by the interaction between perceptions of children's sadness regulation behaviors and satisfaction with these behaviors. These findings highlight the need to include parent gender and parental cognitions as important variables in emotion socialization research.

以政府转型为重点的结构性改革

当前,我国的改革正处在关键时期,并已进入以政府转型为重点的结构性改革阶段。我们认为未来几年,改革能否有实质性推进,如何推进,在很大程度上取决于政府改革的进程。以公共服务为中心的政府转型,是我国下一步改革的中心和重点。这个基本判断的主要依据:一是去年SARS危机充分暴露了政府管理体制的弊端,使我们从经济社会发展严重失衡中看到了建设公共服务型政府的重要性;二是这次宏观调控突出地反映了政府职能转变严重滞后的状况,使我们清楚地看到经济发展中的许多矛盾和问题,大都同政府主导的经济增长和经济运行机制相联系。因此,努力实现以公共服务为中心的政府转型,既是落实以人为本、经济社会协调发展科学发展观的重要保障,又是在宏观调控中推进改革,保持经济持续增长的重要举措。     

专业服务市场的规制分析

专业服务市场存在严重的信息不对称问题,由此引起的机会主义行为必须通过规制加以解决.除了传统的"市场-政府"规制方式之外,自我规制可以减少规制的各项成本,并节约消费者对专业服务提供者的直接考核费用.但是考虑到其潜在制度风险,市场约制、政府规制与自我规制应混和互补.
