Abstract The transition town movement started in the United Kingdom in 2005, with the aim of addressing peak oil and climate change through self-organising community groups. A “transition model” was proposed to guide individual transition town initiatives in their governance processes. More than 40 community groups in Australia have since become recognised as official transition town initiatives by the Transition Network in the United Kingdom. This study explored the adoption of the transition model by community members in one small rural Australian town. The qualitative study used semistructured interviews with 10 active members of this transition town initiative to gather information on its governance processes, aims, gender relations, and carbon reduction strategies. Preliminary findings have indicated that the transition town model offers guidance to facilitate the self-organising required to enable community groups with skilled communicators to promote changes in lifestyle practices of local people in ways that may reduce carbon emissions. 相似文献

The productivity of (human) information processing as an economic activity is a question that is raising some interest. Using Marschak's evaluation framework, Radner and Stiglitz have shown that, under certain conditions, the production function of this activity has increasing marginal returns in its initial stage. This paper shows that, under slightly different conditions, this information processing function has repeated convexities with ongoing processing activity. Even for smooth changes in the signals' likelihoods, the function is only piecewise smooth with non-differentiable convexities at points of conditional changes of action. For linear likelihood functions the processing value proves to be piecewise linear with convexities at these levels. Post-crisis policy making increasingly focuses on doing business reforms. We argue that the effects of those reforms will be different across countries. To understand the reasons for the reform outcome divergence, we advance a novel firm-size distribution (FSDs) argument. At the center of the argument is the fact that FSDs are different across countries and stable over time. Then, if a given doing business reform induces firms of different size to grow differently, this will produce a variety of reform outcomes across countries. To advance the argument, we set up a tractable general equilibrium (GE) model and study how firms of different size grow after a doing business reform. The model predicts that larger firms will grow faster than smaller firms after the reform. The model predictions are tested on the Enterprise Surveys (ES) data, merged with the Doing Business indicators. We confirm that firms of different size grow differently after a Doing Business reform. Thus, based on the notable differences of firm size distributions across countries, identical reforms to start, operate and close a business will produce a variety of reform outcomes across countries. 相似文献

BackgroundThere is limited data about the reasons behind residential rules to reduce environmental tobacco smoke (ETS) exposure or the establishment or enforcement of such rules in Indigenous populations.AimWe aimed to gain an understanding of smokefree rules around Australian and New Zealand (NZ) Indigenous infants.MethodThis was a qualitative study nested within a randomised controlled trial that aimed to test the efficacy of a family-centred tobacco control programme about environmental tobacco smoke (ETS) to improve the respiratory health of Indigenous infants in Australia and New Zealand. Qualitative semi-structured interviews were conducted with 26 Indigenous mothers of infants in Australia (n = 7) and NZ (n = 19). We asked about the presence of smokefree rules, who set the rules, how the rules were set and enforced, and presence of smokefree rules in participants’ wider social circle. Interviews were audiotaped, transcribed, and inductively analysed to identify key themes.FindingsSixty-nine percent of mothers had partners, 77% smoked and all reported some presence of smokefree rules for house and car. Three main themes were identified: strategies to minimise exposure to ETS, establishing smokefree rules in homes and cars, and, adherence and enforcement of smokefree rules. Several strategies were identified to limit children's exposure to ETS, including rules to limit exposure to third-hand smoke. Mothers extended their smokefree rules to apply to other people's houses or cars, and reported that their family and social circles also had smokefree rules. The main reason for having smokefree rules was for the health of their children. Rules were most commonly set by the mother, often jointly with their partner. Few mothers reported challenges or problems with other people adhering to the smokefree rules.ConclusionWomen tried very hard to, and believed that they were effective in, protecting their children from the harmful effects of ETS exposure. Systematic triangulation may address common challenges in evaluation, such as the scarcity or unreliability of data, or the complexities of comparing and cross-checking evidence from diverse disciplines. Used to identify key evaluation findings, its application has proven to be effective in addressing the limitations encountered in country-level evaluation analysis conducted by the Independent Evaluation Office of the Global Environment Facility (GEF). These include the scarcity or unreliability of national statistics on environmental indicators and data series, especially in Least Developed Countries; challenges in evaluating the impacts of GEF projects; and inherent difficulties in defining the GEF portfolio of projects prior to the undertaking of the evaluation. In addition to responding to the need for further developing triangulation protocols, procedures and/or methodologies advocated by some authors, the approach offers a contribution to evaluation practice. Since 2006, one of Indonesia’s biggest corporations operating in the cement industry has been trying to build a factory at Sukolilo village in Central Java, Indonesia. The potential for of environmental damage caused by mining and the construction of this new factory is the main source of conflict between the public and the giant corporation.The focus of this research was the communication strategy adopted by women in the community to reject the construction of the cement factory in Pati, Central Java, Indonesia. This research used a qualitative method through a case study approach. Interviews, observations, and literature studies were used as data collection techniques for in this research.We found that the practices of the “Bakul Gendong” communication strategy were effective in developing women’s awareness of environmental issues based on the values they believe in. Through the women peddlers, women’s awareness of the risk of environmental damage caused by the cement factories was successfully developed. They also created female farmers’ group named “Simbar Wareh” to strengthen cooperation between them and to better-organize their resistance. The women’s movement to resist the cement factory was also conducted by building a network, meeting authorities, demonstrating, displaying traditional symbols during celebrations such as the “Agustusan” (independence day celebration) and Kartinian (women’s day) as their sites of resistance. The local government and PT. Semen Gresik tended to use technical and economical communicative approaches, while the people mainly refer to local know how PT. Semen Gresik did not use the right communication strategy to understand the conflict that arose and how to handle it, until after 10 years of trying to build a factory in Sukolilo. 相似文献

While there are several measures of living environment restrictiveness, none has used the youth perspective in conceptualizing and operationalizing restrictiveness. The purpose of this qualitative study was to obtain the perspectives of child welfare involved youth who have lived in out-of-home care. Using focus group methodology, 40 youth were asked to define restriction and give examples of how it is operationalized in practice. Youth defined restriction as “rules”. The rules were about what youth can do, where they can go, who they can be with and how and with whom they can communicate. These rules were primarily characterized as inconsistent, arbitrary, non-individualized and developmentally inappropriate, although some characterized them as beneficial in the long term. Rules were mostly attributed to adult need for power and avoidance of legal responsibility for the youths. Typical feelings about the rules were anger, resentment, feeling labeled, isolated and stigmatized. Relationships influenced perceptions: within a positive relationship, youth understood and tolerated the rules that limited independence. The perception of what were normal restrictions for other youth not in out-of-home care was another influencing factor. These findings are examined in light of cognitive and affective development in adolescence. Recommendations for improving the measurement of living environment restrictiveness as well as enhancing child welfare services are proposed. 相似文献
