地区发展理论、文化因素与区域一体化——以欧盟为例的研究

到目前为止,欧盟已经发展成为一个政治、经济、文化全方位联合的超级国家联盟.在这一进程中,欧盟内原先的以民族一国家为行政单位的概念逐渐被地区所取代,地区发展也相应地成为衡量未来欧洲一体化进程中地区融合程度高低的首要因素之一.通过对欧盟地区发展理论的衍变、欧盟地区主义以及文化在欧盟地区发展中的作用三个方面对未来欧盟地区发展的趋势加以阐述.     

Rising Preferred Retirement Age in Europe: Are Europe’s Future Pensioners Adapting to Pension System Reforms?

This study investigates whether older workers have adapted their preferred retirement age to the pension reforms aimed at extending working life. Based on data from Eurobarometer and the European Social Survey in 12 European countries, the analysis shows that future pensioners have indeed increased their preferred retirement age and adjusted to the new credo of late retirement. However, the strength of the increase was found to vary between different groups of older workers: It is much stronger for the higher-educated than for the lower-educated. This finding supports recent concerns regarding the reemergence of social inequality in the retirement process.     

The creative economy: invention of a global orthodoxy

This essay considers how policy thinking about culture has been steadily transformed into an overwhelmingly economic subject matter whose central trope is the “creative economy”. The development of current ideas and their background are discussed. Policy ideas first fully developed in the UK have had a global resonance: the illustrative examples of the European Union and the United Nations are discussed. The embedding of creative economy thinking in British cultural institutions such as the BBC and cultural support bodies is illustrated. The impact of current orthodoxy on academic institutions and research is also considered. Countervailing trends are weak. New thinking is now required.     

European policy developments and their impact on social work†

ABSTRACT

Europe, in the throes of global trends, dissolves and yet re-establishes boundaries, both on its external perimeter and in terms of its internal social and political structures in a process reminiscent of the early period after the industrial revolutions. Once again it poses a fundamental question for social work: is the profession’s mandate limited to containing the effects of this process at the level of its individual victims or can it play a role in shaping European social policies which would deal with structural issues and further the cause of European integration? By examining the spaces created by the EU’s ambiguous initiatives on social issues – in areas like child welfare, poverty or migration – it will be shown that social ‘rescue’ attempts might only serve to legitimate exclusion and to further the decline of social solidarity within European states – and ultimately the disintegration of the European Union itself. The alternative lies in taking a wider political perspective and practising ‘relational citizenship’, giving people rights to belong and to participate.     

The right to education of children and youngsters from refugee families in Europe#

Abstract

The right to education of children and youth from asylum seeker and refugee families is currently being threatened in Europe. Two factors explain this: the sudden and disorganised arrival of large numbers of asylum seeker families, and the inconsistent integration of those seeking refugee status and those who have gained such status. The actual implementation of the right to education for asylum seekers and refugees is a result of a complex combination of factors related to the asylum seeking process: demographic, psychological, economic, legal and sociological. Asylum seeker and refugee education are impacted significantly by these factors. This paper tries to explore whether EU Member States are coping successfully with such dimensions. We provide information on the current situation in Europe, as well as a summary of the latest policy recommendations aimed at improving the present situation.     

关键证人出庭作证的欧洲模式及其借鉴意义

《欧洲保障人权和基本自由公约》第6条的起草过程表明该条具有对抗制内核.欧洲法院对质权判例的发展过程,就是深植于第6条的对抗制内核的缓慢展开过程.欧洲人权法院在处理对质权问题时采取双层分析模式.经由双层分析模式,将对质权的保障纳入公正审判权的视野中予以考虑.为贯彻双层分析模式,欧洲法院创设了三步检测方法,即先后审查证人不出庭的合理根据、书面证言是否是不利于被告人的唯一或决定性证据、是否存在其他平衡因素抵消书面证言给被告人造成的不利影响.借鉴欧洲人权法院判例,中国应当明确关键证人出庭作证的实体必要性要素和程序必要性要素,同时应当明确关键证人不出庭作证的情形及判断标准.     

欧洲主权债务危机:缘起、原因及启示

欧洲主权债务危机是国际金融危机的延续和深化,给欧洲国家乃至世界的经济复苏带来不确定性。欧债危机是资本主义矛盾、金融危机冲击、制度性和结构性缺陷、政策失灵等因素综合作用的结果,反映了资本主义经济体系的内在矛盾。欧债危机对我国宏观政策具有一定的启示作用。     

论欧洲一体化的文化认同建构

文化认同是欧洲一体化中的一个重要理论概念,它不仅为欧洲公民接受政治经济统一的现实奠定心理学和文化学基础,也制约着欧洲一体化的未来进展。然而在现实中,文化认同更多地指向民族层面,对欧洲的文化认同感相对较为薄弱。为此,应当从欧洲文化的同一性入手,通过欧洲范围的文化交流与协作,建构超越民族的欧洲文化认同,使欧洲朝着更为紧密的统一体发展。     

"保险性质"期权定价模型及其应用研究

针对传统期权风险大的特点,以欧式看涨期权为基础提出一种风险小、价格低的特殊期权———"资产保险性质"期权,即期权买者出于对标的资产的保险目的,签订期权合约后,若标的资产价格上涨,期权买者将其一部分收益支付给期权卖者,以这种交易方式对传统期权产品进行改进并重新定价,从而得出"保险性质"期权及其定价公式。针对和传统期权的价格变动状况,用Excel进行了模拟比较,证明了"保险性质"期权价格低(吸引期权买者)、风险小(利于期权卖者的风险控制)的特点。"保险性质"期权产品的开发将对我国各类金融市场的建设具有现实意义。     

欧洲统一的历史回顾和前景展望

多个世纪以来,欧洲在世界历史上起着中心和支配的作用。然而,欧洲在历史上却长期处于分裂和混战状态。谋求欧洲统一有久远的历史渊源。但欧洲在古、近代历史演进中统一的多次尝试都失败了。“二战”后,欧洲的统一呼声不断,并进行着欧洲统一的新尝试。从欧共体到欧洲政治联盟发展进程来看,欧洲统一的前景光明。
