Robust multivariate Bayesian forecasting under functional distortions in the -metric

This paper investigates robustness of multivariate forecasting in the Bayesian framework. The minimax approach is used to construct robust statistical procedures under deviations from hypothetical assumptions. The deviations are defined as functional distortions using the χ²-pseudo-metric. Two cases of deviations are considered: distortions of parameter distribution and distortions of joint distribution of observations and parameters. Explicit forms for the guaranteed upper risk functional are obtained and integral equations for robust prediction statistics are given for both cases.

A “Swedish” actuarial balance for a notional defined contribution pension scheme with disability and minimum pension benefits

This article proposes a “Swedish” type actuarial balance sheet (ABS) for a notional defined contribution (NDC) scheme with disability and minimum pension benefits. The proposed ABS splits the pension system in two parts: the pure NDC part and the redistributive part, which includes the assets and liabilities originating from non‐contributory rights. The article contains a numerical example that sheds light on the real applicability of our proposal. The model has practical implications that could be of interest to policy‐makers, given that it integrates actuarial and social aspects of public pensions and discloses the real cost of redistribution through minimum pensions.

L'OIT et le droit de grève

Selon l'auteure, la contestation en juin 2012 par le groupe des employeurs de l'OIT du point de vue jusque‐là généralement accepté sur l'exercice du droit de grève en vertu de la convention (n° 87) sur la liberté syndicale et la protection du droit syndical, 1948, méconnaît l'appréhension historique du cadre dans lequel s'inscrit cette convention. Elle montre que les mandants de l'OIT ont en permanence reconnu l'existence d'un droit positif de grève, qui est indissolublement lié au droit de liberté syndicale, et en est un corollaire incontournable. L'auteure analyse aussi le rôle des organes de contrôle de l'OIT en la matière.
