我国城乡社会救助一体化发展的体制障碍

我国的社会转型从其直接动因来说是经济体制和政治体制改革推动的,所以转型时期体制因素对我国社会救助制度的发展影响深刻。作为政府行为的社会救助活动,在我国具体实施和操作中,特别是受到二元社会结构体制、行政管理体制、财政支付制度、社会参与机制、法律制度结构、社会救助机制本身等一些体制性障碍的制约,严重制约了社会救助一体化发展的顺利实施和全面推进。在分析体制障碍客观存在的基础上,重点论述了体制障碍对社会救助的负面影响,并提出一些政策性建议。     

村民流出对村级党组织建设的影响及其消解

村民的流动是农村社会里的必然趋势。村民流出既有经济根源又有社会根源。村民的流出使村级党组织后备力量缺乏 ,影响了村民对党的认识 ,促使了村级党组织家族化的形成。村级党组织既要积极发展农村社会先进生产力和先进文化 ;同时也适应形势的需要 ,促进村民在村与村之间的合理流动 ,合并村级党组织 ,设立跨村党支部。     

Video–based observation in impact evaluation

This paper reviews the literature on the use of video–based observation (VBO) with particular attention to monitoring and evaluation (M&E) on development projects. While the use of video both as a research tool and as a strategy for supporting professional development is well–documented across several disciplines, the extent to which VBO has been utilized in M&E contexts is less clearly defined. In order to provide theoretically–grounded recommendations for the development and implementation of one organisation’s innovative VBO impact evaluation scheme, this review examines recent evidence of VBO in M&E contexts and draws on VBO literature more generally to identify its advantages and challenges together with advice for enhancing its effectiveness. Based on this analysis, the paper highlights a number of practical issues that should be considered when VBO is being developed for M&E in development contexts, particularly where videos are being made by participants themselves. The value of VBO in responding to COVID–19 and reducing carbon emissions is also noted.     

基于扎根理论的在职培训对幼儿教师专业发展影响的研究

参照使用最为广泛的“扎根理论”创始人之一Strauss（斯特劳斯）的扎根理论和建构主义取向性的Charmaz（卡麦兹）的扎根理论对21篇访谈材料和12篇心得体会进行层层编码分析,探寻在职培训对幼儿教师专业发展产生的影响,建构出以“多元成长”为核心类属,包含“主动成长型”、“冲突成长型”、“互动成长型”、“激励成长型”四个次类属的理论框架。对此,政府、培训组织管理者应齐心协力,采取相应措施,共同提升在职培训实效性,促进幼儿教师专业发展。     

国际互联网对大学生影响的二重效应及其对策

互联网有利于大学生多元知识时代精神的形成 ,扩大社会交往的对象和空间 ,塑造非线性的思维方式。但互联网也使大学生面临西方尤其是美国意识形态文化的渗透和影响 ,还有可能造成大学生创新思维能力的退化 ,对大学生的个性和心理也会造成一些负面影响。因此 ,我们应该建设网上“文化海关” ,净化网络信息 ;办好校园网站 ,丰富信息 ,增强吸引力 ;加强人文教育 ,培养大学生创新思维能力。     

论《水游传》在中国侠义小说发展史上的地位

在《水浒传》出现之前．中国侠义小说的发展大致经历了三个阶段：侠的出现和侠义观念的流行;侠义文学的出现;侠义文学的兴起与发展。元末明初,出现了中国第一部成功的长篇侠义小说《水浒传》。无论从思想上还是艺术上．《水浒传》都为中国侠义小说的发展奠定了坚实的基础。它在题材选择、主题提炼、情节结构、人物塑造、创作模式诸方面．对后世侠义小说的创作都产生了重要的影响。     

旅游与非旅游村落苗族女性家庭权力比较研究

旅游发展对女性家庭权力具有深刻影响,通过对旅游与非旅游苗族村落的考察发现:旅游提升了女性的家庭权力,拓展了女性获得家庭权力的路径。相较而言,旅游村落中参与旅游活动的女性获得的家庭权力是一种自致性的家庭权力,较稳定;非旅游村落中女性获得的家庭权力更多是丈夫让渡的他致性家庭权力,不稳定,且易失去。     

Improved Self-exclusion Program: Preliminary Results

The gambling industry has offered self-exclusion programs for quite a long time. Such measures are designed to limit access to gaming opportunities and provide problem gamblers with the help they need to cease or limit their gambling behaviour. However, few studies have empirically evaluated these programs. This study has three objectives: (1) to observe the participation in an improved self-exclusion program that includes an initial voluntary evaluation, phone support, and a mandatory meeting, (2) to evaluate satisfaction and usefulness of this service as perceived by self-excluders, (3) to measure the preliminary impact of this improved program. One hundred sixteen self-excluders completed a questionnaire about their satisfaction and their perception of the usefulness during the mandatory meeting. Among those participants, 39 attended an initial meeting. Comparisons between data collected at the initial meeting and data taken at the final meeting were made for those 39 participants. Data showed that gamblers chose the improved self-exclusion program 75% of the time; 25% preferred to sign a regular self-exclusion contract. Among those who chose the improved service, 40% wanted an initial voluntary evaluation and 37% of these individuals actually attended that meeting. Seventy percent of gamblers came to the mandatory meeting, which was a required condition to end their self-exclusion. The majority of participants were satisfied with the improved self-exclusion service and perceived it as useful. Major improvements were observed between the final and the initial evaluation on time and money spent, consequences of gambling, DSM-IV score, and psychological distress. The applicability of an improved self-exclusion program is discussed and, as shown in our study, the inclusion of a final mandatory meeting might not be so repulsive for self-excluders. Future research directives are also proposed.

The leap from ROI to SROI: Farther than expected?

Social return on investment (SROI) is a popular method for evaluating the impact that organizations have on society and the environment. It has its roots in finance, where return on investment (ROI) is used to evaluate investments. Over the past ten years, SROI has made the leap from a tool for building private wealth to one that advances the public good. Has it landed us in a better place? To answer the question, I describe the general approach to financial analysis, how it is applied to financial decisions, and how it has been adapted to evaluate impact. I then consider the strengths and weaknesses of SROI, and suggest how, by pushing beyond the constraints of financial analysis, it can give stakeholders voice and provide evidence of success from diverse perspectives. Along the way, I propose a conceptual model for value, a foundational concept in SROI that has been criticized by some as underdeveloped, and I include a technical appendix that identifies potential sources of statistical bias in SROI estimates. I conclude by acknowledging our growing need to incorporate efficiency as one of multiple success criteria and the role that SROI—properly implemented—can play.
