Good works well publicized? Understanding L. Ron Hubbard’s interpretation of Effective Public Relations

Scientology’s public relations function is based on research and writing by L. Ron Hubbard, who studied public relations and drafted documents directing Church communication strategies. Hubbard annotated the textbook Effective Public Relations, which was reprinted for Church practitioners. Textual analysis shows Hubbard was particularly interested in redefining key concepts, emphasizing interpersonal communication strategies, and selectively adopting media relations strategies. The findings suggest that he used the annotations to appropriate the text and position himself as a communications expert. Evidence suggests Church communication practitioners continue to follow Hubbard’s recommendations.     

Do females necessarily have the same occupational status scores as males? A conceptual and empirical examination of the Duncan Socioeconomic Status Index and Nam-Powers Occupational Status Scores

Social Science researchers have advanced important yet somewhat contradictory conclusions regarding the different economic and occupational reward structures faced by men and women. Income and wage differences between men and women have been shown to be sizable and persistent throughout the occupational hierarchy. Conversely, gender differences in occupational status, commonly scaled by the Duncan Socioeconomic Index, have been shown to be small or nonexistent in most studies. In an attempt to investigate this incongruity, the present study undertakes a comparison of the Duncan SEI and the Nam-Powers Occupational Status Scores in an empirical study of the occupational position of white men and women in 65 large standard metropolitan statistical areas (SMSAs) in 1970. While the findings of earlier studies showing no gender differences in occupational status are for the most part replicated using the Duncan SEI, use of the Nam-Powers scores prompts a much different conclusion. Large status differences between men and women are indicated using this latter scale, differences which are very much in line with income differences commonly cited. We suggest that the Nam-Powers metric should be used instead of the Duncan SEI in studies of occupational status of women and men.     

Political confrontation over fiscal processes: The impact of the U.S. Congressional Budget Act

In July 1974 the U.S. Congressional Budget Act was signed into law. This legislation was the result of a heavily fought political confrontation between President Nixon and Congress over who controlled the Federal budget. In addition to the issue of control, the Act was prompted by dissatisfaction with the procedures used by Congress to determine Federal receipts and expenditures. The purpose of this paper is to assess the impact this legislation had on the U.S. economy in its early years.The first section of the paper sets up a simple modeling framework. The model is specified so as to illustrate how a change in the budget process resulting from the Congressional Budget Act could potentially produce changes in the level of total output. This section also explains the derivation of a tax and expenditure series used in the model's empirical testing. The second section addresses some of the theoretical issues, and presents the results of simulations based on the Chase, Wharton, and Data Resources econometric models. Broad conclusions are gathered in the final section.

Refugees from Nazism and Cultural Transfer to Britain

This study accepts that while cultural transfer was obvious in the history of German Jewish settlement in Britain from Nazi Germany during the 1930s, it looks at what four individuals did and what helped them to lay the foundations of a successful career in Britain and make a noticeable contribution to their host society. The essay asks how bewildered refugees overcame social uprooting, isolation in a foreign country, linguistic deficiencies and lack of funds. It demonstrates the importance of relatives and fellow exiles, friends and colleagues, relief organisations and professional associations. The contribution uses the case studies of the journalist Sebastian Haffner, the Germanist Charlotte Jolles, the historian Francis L. Carsten and the industrialist Mac Goldsmith.     

On Block Skip Free Transition Matrices and First Passage Times

Starting from an abstract setting which extends the property “skip free to the left” for transition matrices to a partition of the state space, we develop bounds for the mean hitting time of a Markov chain to an arbitrary subset from an arbitrary initial law. We apply our theory to the embedded Markov chains associated with the M/G/1 and the GI/M/1 queueing systems. We also illustrate its applicability with an asymptotic analysis of a non-reversible Markovian star queueing network with losses.
