R&D cooperation in collaborative consumption of research equipment: An ERGM approach

High-tech research infrastructure is essential for state-of-the-art research, but requires many resources. Relatively weak actors, such as SMEs, cannot secure enough of those. Applying the concept of collaborative consumption via digital platforms, we examine the cooperative behavior of Korean SMEs that share research equipment to overcome their lack of resources. Also, we analyze configurations of a collaborative consumption network using the Exponential Random Graph Model. Network structural factor analysis shows sufficient effects of network positive feedback through cooperative consumption with a variety of popular providers and attributes analysis shows that SMEs frequently engage in collaborative consumption with their counterparts in the same region. This new cooperative model can achieve a virtuous cycle of policies, as it increases the efficiency of research infrastructure, preventing the unnecessary building of new research equipment and enabling relocation of underutilized infrastructure and online reservation of equipment.     

Framing strategy under high complexity: Processes and practices of ongoing reframing in the becoming of strategy

Framing is a key concept in research on how strategists legitimize and win support for strategic change by establishing a frame of reference for that change. This article advances research on strategy framing by showing how, under conditions of high complexity and uncertainty, strategists continuously reframe strategy in relation to shifting constellations of stakeholders. It presents the findings of an ethnographic study of strategizing in the highly complex context of the digital transformation journey of a global manufacturing firm. It shows how (re)framing practices are combined to iteratively shape strategy formation in ways that sustain strategic influence in the face of constant threats to legitimacy. By accounting for how (re)framing practices reach back and forth in time, the ethnographic findings refine the conventional understanding of how framing resources of past strategizing enter and reworked in present strategy work. Finally, the article contributes empirical insights into how information systems specialists, often marginalized as strategic actors, frame and pitch strategic projects to gain and exert influence in strategy formation processes.     

数字经济供给使用表:概念架构与编制实践研究

数字经济供给使用表是数字经济卫星账户的核心表式,具有统计协调和分析工具的双重作用,能够准确监测数字经济产业发展规模及传统产业与数字经济的融合程度。目前,国际上对数字经济供给使用表的研究尚处于初期探索阶段,还未有国家编制出基于实际数据的数字经济供给使用表,经济合作与发展组织(OECD)对数字经济供给使用表的理论框架进行了前瞻性探索,但系统的数字经济供给使用表构建指南还亟待完善。本文首先从供给和使用层面构建数字经济供给使用表概念框架,界定数字经济特征活动的概念和范围,梳理OECD 划分的数字经济供给使用表中的产品清单和数字经济产业分类;阐释数字经济最终消费、固定资本形成、贸易活动的内涵和种类。其次,围绕“产品×产业×特征活动”三重维度,设计数字经济供给使用表整体架构、阐明其核心指标。再次,编制数字经济供给使用表实例,剖析编制流程、总结编制要点。最后,提出结论和建议。本文尝试完善数字经济统计核算体系,为提出促进我国数字经济高质量发展的政策建议提供核算方法参考。     

数字贸易测度的概念架构、指标体系和测度方法初探

数字贸易是构建“以国内大循环为主体、国内国际双循环相互促进”的新发展格局的新模式和新业态,也是各国参与国际竞争与合作的重要领域。然而,国际社会对数字贸易概念的认识还比较模糊,直接影响着数字贸易市场拓展和规则制定,数字贸易测度也成为国际贸易统计领域具有挑战性课题。本文在回顾和梳理国际社会关于数字贸易概念和测度方法既有论述的基础上,提出了数字贸易的“二元三环”概念架构,构建了测度数字贸易规模的指标体系,开发了以“实际数字交付比率”为关键的数字贸易测度法,并使用中国“两化融合”平台数据库的数据,对中国2018—2019 年数字贸易进出口总额进行了试测度。本文的研究成果对我国数字贸易测度研究以及有关部门建立数字贸易统计监测制度具有借鉴作用。     

面向新时代的国民经济核算研究议题及相关问题

本文结合国际国内研究动态分层次归纳、阐释当前国民经济核算的研究议题。具体包括:以国民账户体系2008版(SNA-2008)为起点的前沿研究,SNA中心框架的灵活运用研究,接驳中国国民经济核算体系(CSNA)及其实务的优化和创新研究,国民经济核算数据的综合应用研究。最后针对中国当前国民经济核算研究方法中存在的一些倾向性问题做讨论,比如是否过分关注与GDP的关联, 如何充分发挥卫星账户的作用等。     

Demonised,impoverished and now forced into isolation: the fate of disabled people under austerity

Disability Living Allowance (DLA) was introduced in the United Kingdom explicitly to help offset the extra costs of disability. The scrapping of DLA and its replacement with the so-called Personal Independence Payment is causing massive concern across the United Kingdom, not least because it comes in the wake of a large number of other cuts, all of which impact disproportionately on disabled people. These changes reflect the retraction of ‘welfare’ across many European countries. As the government has refused to perform a cumulative impact assessment to date, it has been left to grassroots organisations such as DPAC to assess the damage and put the bigger picture together. An article in the New Statesman reports research showing that by 2018 disabled people are set to lose an astonishing £28.3 billion worth of financial support. These changes are going to affect up to 3.7 million disabled people in total.     

TRANSFORMING DISCOURSE INTO PRACTICE: COMPUTERHYSTORIES AND DIGITAL CULTURES AROUND 1984

This paper discusses some theoretical approaches to the question of how culture, technologies and the social interact. These considerations result from the author' research in the genesis of digital cultures in the 1980s. The paper begins by outlining the author' research project, and then continues with a discussion of some of the most influential approaches in the cultural studies of technology.This article then presents a small sample of the author' analysis, which combines narratological and discourse analytical methods with practice-oriented cultural theories, such as those of Pierre Bourdieu, Régis Debray and Bruno Latour.     

Digital natives and social media

Digital natives (also known as “Generation Y” and “Millennials”), a generation born during of after introduction of digital technologies, 1980s and after, have mixed preferences for media use in personal and professional lives. A study by Friedl and Tkalac Ver?i? (2011) showed that even though digital natives prefer digital media in their personal lives, this is not necessarily reflected in their business lives. This study addressing preferences of “traditional” vs. “the new media” in a university setting found an opposite result.
