The role and importance of international non-governmental organisations (INGOs) has increased with globalization and the growth of global institutions. Despite this growth, academic research into INGO management remains limited and, due to their unique characteristics, management theories developed for for-profit organisations cannot be applied as is to INGOs. Internal communication is a critical area of management that has been proven to have a major impact on an organisation's effectiveness, particularly when managed strategically. Therefore this article explores the strategic management of internal communication within the INGO context. This study synthesised the current literature on this topic and included five case studies to understand the current state of internal communication within INGOs. It was determined that INGOs do not manage internal communication strategically. However, there is evidence that the implementation of strategic internal communication could help INGOs address several of their challenges and have an impact on their overall effectiveness. This study is exploratory and further research to identify the process for strategic internal communication in INGOs is needed.  相似文献

The residential child care sector has been scrutinised via numerous inquiries following revelations of abusive and poor practice. These inquiries have made numerous recommendations which involve changes in practice and organisational culture, much of which is congruent with the features of a learning organisation. This article details research which evaluates the extent to which residential child care agencies exhibit the characteristics of a learning organisation. The research involved qualitative and quantitative methods, drawing on the experiences of a range of staff from the residential child care sector within Scotland. The findings revealed that residential child care agencies exhibit many features of a learning organisation, yet the extent to which these characteristics are perceived to exist differs significantly in line with the position staff occupy. Most significant were the findings that many staff do not feel supported to take risks nor encouraged to develop innovative practice; mistakes are not used as learning opportunities and a culture of blame is felt to exist. The implications of this are significant and this article identifies changes necessary to allow residential child care agencies to operate as learning organisations.  相似文献

This study examined: (i) Kosovo's social policy's poverty and inequality outcomes in recent history, namely during Yugoslav self‐management socialism (1952–1989), the United Nations Mission in Kosovo (UNMIK) (1999–2008) and independence (2008 onwards), and (ii) the impact of local politics in the more recent trajectory of social policy. The study shows that the poverty rate after the war (1999) is significantly lower than it was during socialism, but that there is persistent high and deepening Gini inequality and social exclusion. Transfers and taxes of the residual‐liberal policy have reduced more pretransfer–pretax inequality, and especially poverty, compared with self‐management's insurance‐dominated socialism, but their effectiveness is declining due to the policy's underlying long‐term, pro‐market logic and its increasing particularism with respect to short‐term transfers. The article argues that the main local political cleavages have originated from self‐management socialism's extensive stratification. These cleavages matter in distributive conflicts, and they mattered also during the UNMIK period by easing the pathway for the unprecedented influence international organisations have had on policy formation.  相似文献

The civil war in Sudan and natural disasters have led to the displacement of many people of whom 2.2 million live in and around Khartoum, half of whom are under the age of 18. These children, living in barren, remote areas, must find ways to survive and meet their basic needs of food, shelter, health and education. This article focuses on the work of an international organisation working in health services for displaced people in one of the camps in Khartoum in order to argue the case for a rights‐based approach to health care, for separate provision of services to adolescent mothers, for education on sexual and reproductive health for children before they become sexually active, and for sexual and reproductive health services and education for adolescent boys and men. This article concentrates on health education, in particular sexual and reproductive rights and how gender‐based differences impact on the health and well‐being of children. By concentrating almost exclusively on pregnant and lactating women and children under five, the organisation may reduce the possibility of successful outcomes for women and may not contribute to the reduction of sexually transmitted diseases, early pregnancy and related morbidity and mortality. This article investigates what type of international development organisations potential donors would prefer to donate to. We constructed 960 scenarios in which a fictive development organisation was described. The scenarios were randomly varied across eight characteristics of the organisation: size, familiarity, experience, religious character, number of different projects run by the organisation, number of countries in which the organisation is active, overhead costs and staff composition. A large representative sample of the Dutch population (N = 2,758) received six randomly allocated scenarios and had to decide if, and if so, how much they would donate to the depicted (fictive) organisation. Results demonstrate that donors have a preference for familiar organisations with several years of experience. Although donors have a strong aversion regarding overhead costs, we find that donors seem to value the capacities of paid staff members and are, to a certain extent, willing to pay a price for these. The ideal development organisation combines features typical of small(er) scale voluntary development organisations (e.g. mainly run by volunteers) and large(r) scale professional organisations (e.g. running development programmes in numerous countries).  相似文献

This paper provides deeper exploration of the attitudes and perceptions of senior executives reported in an earlier paper. In particular, it investigates two issues; (a) differences in TQM implementation practices due to organisation size and (b) inconsistencies between the senior executives' attitudes and perceptions and their organisations' practices. The method used is to compare the attitudes and perceptions from earlier work with actions, practices and behaviours, including the propensity for measurement and information management. The results underline the central role of data and information, and hence measurement, in successful TQM implementations. Further questions arise which suggest the need for still deeper investigation via in-company case research. The data did not support the interim prediction that TQM implementation is poorer in small firms. Moreover, the more optimistic perceptions of TQM reported in medium and large firms were not sustainable when compared with their actual practices. The paper also provides a foundation for the next phase of this longitudinal research programme, which will track this cohort of firms (n=113) beyond the so-called “two year barrier” to see how many are still practising TQM thereafter. Finally the data shows TQM for this regional sample to be predominantly internally focused on cost reduction at operational levels.  相似文献

Developing theory for understanding social transformation is essential for environmental sustainability, yet mainstream accounts of collective action neglect the dynamics of daily life. Theories of practice have proved generative for the study of sustainable consumption but struggle to accommodate the roles of collective actors, strategic action and purposive collective projects in social change. In response, this paper develops a practice theoretical account of collective action pertinent to processes of large scale social change, with specific focus on transitions towards sustainability. We consider three ideal types of collective—bureaucratic organisations, groupings and latent networks—and, drawing on existing social theoretical resources that are ontologically compatible with a practice account, explore the kinds of practices and arrangements which compose them. Processes concerning strategy, bureaucracy, management, social worlds and collective identity are identified as important combinations of practices and arrangements. We suggest a key contribution of practice theory has been to identify a type of collective action we call dispersed collective activity, and we suggest how this type of activity may give rise to collectives. We conclude by suggesting further development for the realisation of the project's contribution to the analysis of sustainability transitions.  相似文献

Over the last 40 years, Aboriginal Community Based Organisations have played a distinctive role in society in relation to urban Aboriginal peoples and their rights to self‐determination and community development in the Australian city of Newcastle. They have proven essential to advocacy, the maintenance of community development, and the creation of new Aboriginal social infrastructure (community organisations, facilities, services, and supporting infrastructure). Autonomy has been empowering for local Aboriginal people. Major reforms to the delivery of government social services, particularly government enablement of a new social service market based on New Public Management principles, threaten this success. This interpretive, qualitative case study illustrates the effects of social service market enablement. It draws on a case study of the effects of social service market enablement on urban Aboriginal Community Based Organisations in Newcastle, showing the antagonistic relationship between social service market enablement and Aboriginal community enablement and development. It ends with a discussion of how Aboriginal community development in this city could be re‐enabled in light of the Prime Minister's arguments in his 2017 Annual Parliamentary Closing the Gap speech providing particular value in the context of policy discussions about moving from transactional government to enablement in Indigenous affairs.  相似文献

Verschuere B, Moray N, Decramer A. Commercial, non‐profit and governmental residential elderly care in Flanders: differences in client selection and efficiency? Inspired by New Public Management, governments have stimulated competition, outsourcing and privatisation in the public sector. Also, in care of the elderly, there has been a substantial increase in commercial provision. The present study explored the presumed differences in the performance of public (governmental), private non‐profit and private commercial elderly care organisations. We used quantitative indicators on the population of residential elderly care organisations in Flanders (Belgium). Although we found that commercial elderly care facilities tended to be more input‐efficient while non‐profit and public elderly care facilities tended to be more attentive to recruiting and housing residents with high care needs, these results need to be interpreted in light of the regulatory framework in which the different types of elderly care facilities operate.  相似文献
