加工贸易与地区经济增长 ——基于我国省际面板数据的研究

 本文通过改造Keynes宏观经济理论并利用省际面板数据，对加工贸易活动对地区经济增长的影响进行了分析。结果表明：加工贸易对地区经济增长有着积极和显著的影响，我国应采取措施鼓励加工贸易活动向中西部地区转移，以促进中西部地区经济增长和就业增加；我们还发现，消费增长对地区经济增长的影响超过了投资因素已成为拉动地区经济增长的重要动力。     

Association of educational level and child sex ratio in rural and urban India

Utilizing data from the Census of India, this study compared child sex ratio in rural and urban regions of India and analyzed whether the child sex ratio was associated with mother’s education level. The child sex ratios in the rural and urban regions throughout India were analyzed using the two-sample and paired Student’s t-test. Further, the Chi-square test for trend in binomial proportions was used to assess the association between child sex ratios and mother’s education levels in rural and urban areas. Analysis of the data showed that there was a significant difference between the child sex ratios in rural areas versus urban areas. In addition, the Chi-square test for trend showed that there was a significant association of the child sex ratio and the educational levels of their mothers. This trend occurred in both rural and urban areas.     

A regional solution to the strategy and structure of multinationals

The transnational solution developed by Bartlett and Ghoshal is shown to be suitable for only a few special cases of multinational enterprise (MNE) strategy and structure. As MNEs have most of their assets and sales within their home region, they are in need of regional, not transnational strategy and structure. Here we provide data on the regional dimension of assets and sales of the world’s largest 500 multinationals. We explore how the empirical reality of a regional concentration of assets and sales imposes a regional solution, rather than the transnational solution.     

机构改革背景下的中国计划生育新去向

结合实践对机构改革背景下的中国计划生育未来走向进行了探讨。认为:中国人口形势的根本性变化、计划生育负效应逐渐显现、法外职能拓展过度及职能交叉与计划生育工作特色渐失、自我封闭和思想僵化、未对变化了的人口形势适时作出政策回应是导致人口计生部门被撤并的主要原因。人口计生部门多对突然降临的机构改革缺少必要的心理准备,思想上出现一时混乱实属必然。伴随着机构改革,人口计生工作被弱化、卫生与计生冲突不可避免。而计划生育政策调整以及伴随而来的历史遗留问题的消解是国家卫生计生委与国家发改委将面临的无法回避的新问题。     

区域和谐与地方政府区际行政行为创新研究

区际行政行为研究,针对的是地方政府行为中与其他地区有互动关系,对其他地区具有影响作用的一部分行为,地方政府区际行政行为的合作与否,直接关系区域之间的和谐共荣。当前,扭曲的区际行政行为设立起无形的行政壁垒,已经成为制约区域经济一体化的瓶颈,弹奏着区域发展的不和谐音符。分析地方政府博弈心理,认为地方政府区际行政行为创新是促进区域和谐发展的有效"解决之道"。     

环渤海区域物流国际合作研究

环渤海地区目前所面临的竞争十分激烈,加快这一地区的区域物流国际合作研究具有十分重要的意义。由于这一地区临近日韩东北亚经济圈,距离东北和华北也十分近,因此具有十分优越的物流优势,这些优势表现在:首先,具有地理资源优势,其次,具有交通优势,第三政策扶持优势,第四,辐射优势。但是,这一地区的物流发展却存在一些障碍,一个是区域性国际经济合作的结构性障碍,另一个是区域内经济合作开展不充分。为了解决这一问题,应该采取加强海港和空港物流合作,发展大型国际物流企业集团,加强基础性物流合作,加强发展区域物流措施的交流等措施。

我国现行社会抚养费征收法律规范在征收实践应用中显露出不尽适应计划生育工作和人口计划生育法治发展需要的问题,产生这些问题的原因主要在于征收制度功能定位不清晰、制度设计科学性不强、法律规范过于原则不具有可操作性。目前完善社会抚养费征收法律规范应突出法制统一、明确功能定位、体现社会公平和具有可操作性等原则,重点对法律规范中征收对象、标准、地域管辖和自由裁量权限等方面的内容加以完善。
