联合国自创立伊始就成为国际关系中的一项核心制度.从联合国对使用武力的限制、维和和监督行动的迅速扩展、围绕安理会改革的争议及其对国际标准和准则的倡导等四个方面来看,联合国发挥了不可替代的作用,而且仍将在国际社会的转型过程中发挥重要作用.     

对如皋市人口老龄化现象的调查与分析

长寿老人数位居全国之首的如皋市 ,自 2 0世纪 80年代中期开始进入人口老龄化阶段。近 2 0年来 ,该市老龄化呈“三高”现象 ,老年人口绝对数量大、占比例高 ,且高龄化、女性化 ,整体文化素质低 ,已经或必将对如皋市的现行产业结构及劳动生产率的提高、社会保障制度和家庭为主的养老体系的运行 ,以及政治、文化等诸多领域产生深刻影响。未雨绸缪 ,积极推进各项改革措施 ,是如皋市应对这一情况 ,实现健康老龄化的有效途径。     

Le marché a dit. Intermédiaires financiers et managers dans le secteur électrique

The role played in the electricity industry by finance analysts, consultants and rating agencies has received too little attention in research on the liberalization of technical networks. Three arguments are brought forward. First of all, despite any rational argumentation, these intermediaries must be seen as ordinary actors with their interests, drawbacks and cognitive limits. Secondly, they have played an important part in transforming what used to be a tightly regulated industry. Their power mainly derives from their ability to influence the definition of the “right” policies and the production of information prior to decision-making. It takes the concrete form of an oligopoly power over two basic links in the information flow: big operations in the capital market and the ability to make comparisons between firms, sectors and countries and thus recommend the “right” allocation of resources. Thirdly, this quite real power does not have mechanical effects since it reflects a state of equilibrium within the firm, as the case of Suez proves. The relation between markets and firms is more interactive that it seems at first glance.     

Personal Security and the 'Right' to Protection

Welfare organizations and social services deal with issues of personal security. They are involved in risk assessment and in the protection of individuals and families. However, their mission in this domain is not defined, and its boundaries are not set. The article discusses the right to personal security. The duty of the state to guarantee this right is stated by international declarations and conventions that were ratified by the United Kingdom, as well as the European Convention on Human Rights that was adopted into domestic English law. In the application of the right to personal security, and the state's duty to secure this right, two independent processes are taking place. First, in the United Kingdom, the English courts are reluctant to recognize an affirmative right to personal security and to impose on state and public agencies a duty to secure this right. Second, as in many other service areas, this duty is rendered to the community. It is vital for the social services to discuss this duty, especially when they are called to vouch for the personal security of individuals and families in the community.     

Adolescent Females' Security with Parents Predicts the Quality of Peer Interaction.

This study examined the association between security with parents and the quality of interactions between adolescent best friends. Thirty-six girls and their best friends, between the ages of 15 and 18 years, were recruited to participate in the study. They were videotaped while discussing unresolved problems each adolescent had experienced in her life. Security with parents and peers, self-esteem, and locus of control were assessed with questionnaires. There were three main findings. Girls high in security with respect to their parents had higher positive interaction scores in the videotaped task, higher self-esteem, higher internality scores, and less feelings of unknown or powerful others control than those low in security. Dyads in which both girls were high in security with respect to their parents had higher total positive interaction scores than those dyads in which at least one girl was low in security. Best friends were significantly concordant with respect to security with parents and peers as well as their positive interaction scores during their own task and their friend's task. Findings are discussed with respect to attachment theory.

高校新型后勤保障体系建设探析

新型高校后勤保障体系建设是新时期高校后勤改革和发展的指导思想和改革方向,有利于在社会主义市场经济体制下更好地适应高等教育的发展趋势。然而,新体系的建设并不是一蹴而就的,仍然面临着政府职能缺位、高校自身认识不足、高校后勤资产产权不明、高校后勤人力资源匮乏等方面的影响,应当从提升高校后勤文化内涵、强化高校后勤管理、发挥政府主导职能、重视理论性研究等方面共同推动适应高等教育事业发展的新型高校后勤保障体系建设。     

马六甲海峡法律环境初探

马六甲海峡既是全球重要的咽喉要道,更是中国的海上石油生命线,中国进口原油的85%左右都必须通过马六甲海峡。然而,我国对该海峡几乎没有军事影响能力,一旦马六甲海峡受阻,中国将面临能源中断供给的危机,由此形成的＂马六甲困局＂成为中国能源安全的潜在威胁。目前,美国、日本和印度都在逐渐加大对该海峡的政治、经济和军事渗透,高度重视马六甲海峡问题,从政治、经济、军事、法律等多方面进行专项研究是维护我国国家海上安全利益的必然要求,而目前国内的研究还不成体系,本文试从马六甲海峡所处的法律环境角度作初步探讨。     

《马拉喀什条约》视野下著作权法视障者保障制度之完善

《马拉喀什条约》是世界知识产权组织2013年通过的里程碑式条约,其为视障者便利获取作品提供了大量限制与例外。为履行《马拉喀什条约》对缔约国设定的义务,充分保障视障者在获取信息、接受教育、享受艺术等方面与正常人的机会均等,在我国《著作权法》修订中应遵循条约的基本精神,将视障者保障制度加以完善。应对受益人、无障碍格式版、“被授权实体”等予以系统规制;将为视障者提供的版权限制与例外的范围进行适当调整;鼓励无障碍格式版的跨境交换;为视障者获取作品而规避技术措施提供法律支持。
