Extending Private Pension Coverage in a Middle-Income Country

Abstract

Government policies can play an important role in the development of private pensions. These policies can be divided into three groups: (1) policies that are essential to providing a favorable economic environment for pensions; (2) policies that encourage the development of private pensions, given that a favorable economic environment for them exists; and (3) policies that deal with weaknesses of private pension systems. While the policies discussed are generally applicable for middle-income countries, the economic and legal environments for pensions differ across countries. This article focuses in particular on the situation in Brazil.     

就业状况、社会保障与农民工城市间再流动意愿

本文基于浙江省2513个进城农民工样本,应用描述性统计方法对农民工的就业状况和社会保障进行分析,并建立有序Probit模型对新老两代农民工及不同性别农民工的城市间再流动意愿的影响因素进行了探讨。研究发现,就业状况、社会保障对农民工的城市间再流动意愿产生了重要的影响。此外,家庭结构、流动状况、受教育程度等因素也是影响农民工的城市间再流动意愿的重要因素。这些因素的影响存在着一定的性别差异与代别差异。     

Environment,Security, and Terrorism in the Trinational Frontier of the Southern Cone

This article analyzes the transformations of notions of governmentality, security, and sovereignty behind recent processes of securitization in the trinational frontier of the Southern Cone, which encompasses the cities of Puerto Iguaz? (Argentina), Ciudad del Este (Paraguay), and Foz do Igua?? (Brazil). It examines how early concerns with security that were primarily focused on the territorial integrity of nation-states have been replaced with security concerns of a more global nature, which call into question established mechanisms of control, particularly those related to the defense of national borders. It examines how environmental concerns are increasingly becoming conflated with other current forms of securitization such as terrorism, popular unrest, and narcotraffic and it analyzes devastating effects of these processes on peoples of the South, particularly the poor.     

Gender,conflict, and peace-building: how conflict can catalyse positive change for women

Although modern-day armed conflict is horrific for women, recent conflict and post-conflict periods have provided women with new platforms and opportunities to bring about change. The roles of women alter and expand during conflict as they participate in the struggles and take on more economic responsibilities and duties as heads of households. The trauma of the conflict experience also provides an opportunity for women to come together with a common agenda. In some contexts, these changes have led women to become activists, advocating for peace and long-term transformation in their societies. This article explores how women have seized on the opportunities available to them to drive this advocacy forward: including the establishment of an international framework on women, peace, and security that includes United Nations Security Council Resolution 1325 and other international agreements and commitments to involving women in post-conflict peace-building. The article is based on on-the-ground research and capacity-building activities carried out in the Great Lakes Region of Africa on the integration of international standards on gender equality and women's rights into post-conflict legal systems.
