服务型政府:“主体间”互动的分析视角

"服务型政府"作为当今中国社会的一个主流话语,它是公众、学者、传媒与政府等多元社会主体间互动的结果.首先,它是公众与政府,即行政价值主体与行政管理主体之间的互动;其次,它是学者与政府,即学术研究主体与行政实践主体之间的互动;最后,它是媒体与政府,即大众传媒主体与舆论回应主体之间的互动.

小城镇特色社区网格化服务模式的初探

随着社会管理体制的不断创新,"社区网格化服务"作为一种新型社区服务模式在城市社区尤其是大城市社区取得了良好的成绩,由此作为现代社会特殊类型的小城镇社区也被要求不断完善其服务体系,引进"社区网格化服务"模式。虽然这一模式的引进发展在一定程度上取得了不错的成就,但是很多小城镇社区在发展过程中发生了"水土不服"。笔者在全面分析小城镇社区网格化服务提出的背景,梳理其在推广发展中遇到的困境的基础上,针对性地提出构建"社区联络员"网格化服务模式、"居民情互助式"网格化服务模式等小城镇特色社区网格化服务模式。     

受暴妇女社会救助服务整合与提升——基于灵性社会工作视角的思考

社会工作理论与实践多元化进程中,受暴妇女服务目标逐渐由身心二元向身、心、灵三元转变。灵性社会工作视角强调赋予受暴妇女以生活意义与灵性幸福感,以重构施救方工作者及受暴妇女价值信念、提升公共部门服务的多元性、加强公共部门与受暴妇女间的连接感为目标。现阶段我国针对受暴妇女的救助服务取得成效的同时存在碎片化、滞后性与非强制性,服务提供在系统性、连接性、多样性和专业性较为缺乏。灵性视角社会工作理念与方法在目标确立、服务设计与服务输送三方面,为进一步整合与提升我国受暴妇女救助服务提供了实践思路。     

Bringing IT Back: An Analysis of the Decision to Backsource or Switch Vendors

Whereas the decision to outsource information systems (IS) has been an important focus in IS research and practice, the decision to switch vendors or to backsource has received little attention. Evidence suggests that in practice, however, the decision to backsource or to switch vendors is becoming increasingly common as firms vie for ways to continue to cut information technology (IT) costs and improve IT service levels. This research specifically examines the factors associated with the decision to backsource or to switch vendors. Based on a sample of 160 IT managers involved with application development, we compare and contrast the perceptions of those who switched vendors, backsourced, or continued in an outsourcing relationship for application development. Our findings suggest that product quality, service quality, relationship quality, and switching costs are related to the decision to backsource application outsourcing. However, service and product quality did not influence the decision to switch vendors. Rather, firms that made the decision to switch vendors reported high levels of service and product quality but low levels of relationship quality and switching costs.

The work of mailmen is mainly defined by the delivery routes to which they are assigned. Since this special organization of work grants them broad autonomy, the processes for delimiting, defining, and conducting routes must be analyzed by taking into account observations from three levels. The first one focuses on the French Post Office’s managerial standards, which, though increasingly determined by objectives for making a profit, have little impact on mail deliverers’ activities. The second centers around this occupational group’s own regulations, which stem from a hierarchy based on seniority and control over mail delivery and routes. The third level of observation takes into view the strategies for delivering mail that postmen adopt on their routes. These strategies reflect different relations to managerial objectives and to customers; and they reveal contrasting conceptions of the job of delivering mail. Emphasis is laid on the fact that the situations for working at lower levels in the service sector cannot be separated from the factors defining and organizing these situations.

Multiple objective policy analysis: A factor analysis and tradeoff approach applied to the agricultural sector of the Dominican Republic

The technique of factor analysis is applied to a situation in which result data from multiple objective policy analysis need to be reduced to a subset of information for policy makers. Use of factor analysis in this context is developed in some detail, and the process is applied to results of pricing policy simulations from a model of the agricultural sector of the Dominican Republic. It is concluded that factor analysis can be a useful first step for the analyst to determine the relationships among groups of variables. The technique also aids the process of data reduction to allow graphical presentation of tradeoffs.
