A methodological strategy for a one-number census in the UK   总被引:1,自引:1,他引:0  
As a result of lessons learnt from the 1991 census, a research programme was set up to seek improvements in census methodology. Underenumeration has been placed top of the agenda in this programme, and every effort is being made to achieve as high a coverage as possible in the 2001 census. In recognition, however, that 100% coverage will never be achieved, the one-number census (ONC) project was established to measure the degree of underenumeration in the 2001 census and, if possible, to adjust fully the outputs from the census for that undercount. A key component of this adjustment process is a census coverage survey (CCS). This paper presents an overview of the ONC project, focusing on the design and analysis methodology for the CCS. It also presents results that allow the reader to evaluate the robustness of this methodology.  相似文献

We examine the link between network neutrality (NN) and content innovation on the Internet by comparing the impact of NN and packet discrimination (PD) regimes on content innovation. We do this in the context of a two‐sided market model that simultaneously considers content provider (CP) and consumer decisions concerning market entry and participation while taking into account consumers’ response to network congestion. We find that content innovation flourishes under NN to a greater degree than under PD due to two effects we uncover: the generation of what we call a pro bono innovation zone in which CPs are able to enter the market without contributing to network provider profits; and the cross‐side congestion effect, a negative network externality wherein higher broadband market coverage levels result in greater congestion for CPs, and increased content results in greater congestion for consumers, taking into account consumers’ strategic response to network congestion. These results have important implications for current public policy debates regarding the Federal Communications Commission's Open Internet Rules.  相似文献

Under the AB/BA crossover trial, we focus our attention on estimation of the intraclass correlation in normal data. We develop both point and interval estimators in closed form for the intraclass correlation. We employ Monte Carlo simulation to study the performance of these estimators in a variety of situations. We note that the estimators developed here for the intraclass correlation remain valid even when there are possibly unexpected carry-over effects.  相似文献

For the balanced variance component model when the intraclass correlation coefficient is of interest, Bayesian analysis is often appropriate. Berger and Bernardo’s (1992a) grouped ordering reference prior approach is used to analyze this model. The reference priors are developed and compared for the posterior inference with real and simulated data. We examine whether the reference priors satisfy the probability-matching criterion. Further, the reference prior is shown to be good in the sense of correct frequentist coverage probability of the posterior quantile.  相似文献

This article examines the involvement of ministries of health in making health service coverage decisions in Denmark, England, France and Germany. The study aims to inform debate in England about the feasibility of reducing perceived ministerial and bureaucratic ‘interference’ in decisions affecting the National Health Service, based on interviews with senior government officials and other health system stakeholders. Ministries of health differ in their involvement in health system governance and coverage decisions (‘the benefits package’), reflecting differences in institutional arrangements. In all four countries, organizations at arm's length or independent from government are either involved in providing technical advice to the ministry of health or have been mandated to take these decisions themselves. However, ministries of health occasionally intervene in the decision‐making process or ignore the advice of these organizations. The Department of Health in England is not an aberrant case, at least in relation to coverage decisions. Indeed, ministries of health in Denmark and France play a larger role in making these decisions. Public pressure, often amplified by the media, is a shared reason for ministerial and ministry involvement in all four countries. This dynamic may thus limit the feasibility of attempts to further separate the NHS from both the Department of Health and wider political pressures.  相似文献
