高校投资结构与经费来源分析

通过对高等教育投资结构与教育投资来源的国际对比和变化趋势的分析,提出在高等教育经费紧张的情况下,必须依法完善高等教育投资的多元化。高校要通过财政渠道、银行渠道、学校自筹、教育公债等多种渠道吸引社会资金投向高等教育,积极拓宽筹资渠道,以适应高等教育大众化迅猛发展的需要。     

我国现阶段贫困生资助问题及对策

目前我国高校已经初步确立了以＂奖、贷、助、勤、补、减、免＂等一体的多元化贫困生资助体系,在一定程度上缓解了贫困生因较高额的学费造成的压力,但现有体系仍然存在问题,在比较分析各种资助方式问题及其原因的基础上,对构建和完善高校贫困生资助体系提出对策和建议。     

上市公司流动性的探索研究——基于对无形资产的分析

公司流动性已成为当前上市公司关注的热点之一.无形资产作为神奇的财富资源,能量巨大,但目前理论界对其与公司流动性的关联研究较少.在对公司流动性概念与流动机理进行描述的基础上,从无形资产流动性的现状人手,沿着价值变现的主线,分析了无形资产流动性的经济学理论依据,探讨了无形资产流动性的实现路径,认为无形资产价值变现是拓宽公司流动性广阔前景的新领域.     

效益审计：涉农专项资金审计的必然选择

解决好“三农”问题是全国经济工作的重心之一。近几年涉农专项资金投入快速增长，为保障涉农专项资金的安全、完整，提高使用效益，迫切要求开展涉农专项资金审计。涉农专项资金相对短缺以及使用的繁杂性决定了政府审计应以效益审计为主要模式。开展涉农专项资金效益审计应重点关注项目选题、目标制定、对象选择、内容确定、建立量化评价指标、综合运用审计方法和技术，并逐步建立审计结果公告制度。     

美国次贷危机的形成机理及对我国的启示

美国次级抵押贷款市场危机近来成为各界关注的焦点。本文从探究美国次贷危机的源头入手，指出美国次级住房抵押贷款品种设计、次贷市场上各主体的收益激励结构、金融衍生品交易及对冲基金不“对冲”是导致次级贷款市场扭曲繁荣的主要原因。厘清了次贷危机被过度放大的环节所在，进一步指出近期金融市场的动荡和流动性不足主要是市场的恐慌情绪和投资者避险行为的结果，并从五个方面给出次贷危机对我国房贷市场的启示。     

Response

This article focuses on the roles consulting units can play in statistics departments, universities, and the statistics profession. An opinion on what constitutes legitimate academic activity is given. The roles endorsed are consistent with the view that statistics is both a science and an integral part of scientific methodology and hence that statistics departments need to be concerned with both the development of new methods and the proper application of those methods in the pure and applied sciences. Consulting units serve as an interface between the developers and users of statistical methodology. Communication between developers and users can be carried on effectively through consultants who are actively involved in the education of users and in the education of statistics students, either formally or informally. Such communication is also enhanced when consultants are publishing in both statistics and nonstatistics journals. Routine data analysis is not endorsed as a justifiable academic activity for consulting faculty. Supervision of graduate students on such analyses, however, can be justified. The success a consulting unit can have in playing its roles depends on appropriate funding, staffing, and administration of the unit.     

基于状态空间模型的宏观经济因素对股市流动性的建模分析

证券市场的流动性是评估一国证券市场是否健康运转的重要指标。关于流动性的各种学术研究也是金融市场微观结构理论中的热点问题。本文主要考察宏观经济因素对时变的股市流动性的影响，选取度量股票流动性的指标以及宏观经济变量，针对行业分类的面板数据提出三个动态因子模型，并引入跨行业的能够捕捉风险聚集现象的潜在因子进行建模，利用状态空间模型与Kalman滤波进行分析和样本外流动性风险预测。我们提出的新颖的带回归效应的高斯面板数据时间序列模型，结合了用主成分的方法从大量宏观经济协变量中提取出来的因子，用来分析和预测股市的流动性风险，具有较强的信息挖掘作用。在对上证A 股的实证研究中，我们发现动态的潜在因子的引入对于防止流动性估计的偏差是需要的。     

Shaping the societal impacts of engineering sciences: a reflection on the role of public funding agencies

There is a growing public policy interest in responsible innovation, which implies an enforcement of interdisciplinary communication between the engineering sciences and the social sciences or humanities anticipating and assessing the societal impacts of engineering research. This article focuses on an innovative brand of ethical technology assessment (TA), which offers (1) an initial interpretive framework for understanding what “societal impacts” are within a good life perspective to ethics and (2) a broad guideline for constituting a realistic conception of the future impacts of a technology that is still under research. Both aspects are employed to formulate ethical recommendations intended to influence the shape of technological products by means of modulating techno-scientific research activities. In this article, attention is drawn to an obstacle faced by this type of TA using a specific case study. In this case, the scientific engineers accepted the reasons offered by this ethical TA as good reasons, ones that were relevant to them, but they decided not to act on them because that would have meant breaking a commitment to the institution subsidizing their research. In this article, it is argued that public research funding agencies concerned with the societal impacts of the technologies resulting from the research they fund should reconsider their role to make it easier for scientific engineers to accommodate recommendations provided by ethical TA, e.g. by creating a feedback loop from the ethicist to the funding agency.
