研究了时变随机网络下有害物品运输路径选择问题。首先定义了可行路径的具有随机性和时变性的选择向量,以期望值为目标,建立了多目标时变随机网络下有软、硬时间窗限制的有害物品运输路径选择模型。给出了时变随机网络下的有效路径的定义,并设计了多维时变随机动态标号,利用此标号设计了求解模型的多项式算法,通过此算法可以得到时变随机网络下有害物品运输路径的所有有效解。最后给出了一个应用算例。  相似文献

Abstract

Objective: Although binge drinking is commonly defined as the consumption of at least 5 drinks in 1 sitting for men and 4 for women, the Alcohol Use Disorders Identification Test (AUDIT) defines binge drinking as the consumption of 6 or more drinks in 1 sitting for both men and women. This study examined the effect of using gender-specific binge drinking definitions on overall AUDIT scores. Participants: Participants were 331 college men and 1224 college women. Methods: Participants completed a self-report questionnaire, which included the AUDIT. Results: Findings showed that defining binge drinking as 4 or more drinks for women, rather than 6 or more, does impact their AUDIT scores and could affect the percentage of women classified as hazardous users. Among men, AUDIT scores were unaffected by the use of a gender-specific definition of binge drinking. Conclusions: Results suggest that the AUDIT might be underidentifying hazardous users among college women.  相似文献

Existing approaches to routing hazardous material shipments by rail recognize that track condition is an important influence, but have not included it in the risk assessment and routing models. This note explores the influence of track condition based on predictions of internal defects in the rail. The method developed predicts the expected frequency of accidents and subsequent consequences in terms of the expected number of fatalities accounting for one aspect of track condition-internal defects. It is intended to indicate the magnitude and impact of track condition. The formulation integrates models of consequences and the risk of a hazardous spill found in the literature with the frequency of accidents as a function of the number of defects. The number of defects may be based on observations or predicted as a function of the cumulative traffic. The models are used to calculate the expected number of fatalities per year for a particular route. Application of the methodology to a hypothetical route shows that the risk associated with the transportation of hazardous material shipments varies significantly with the expected number of defects in the track. Therefore, risk not only varies from route to route but over time for any section of track as the condition deteriorates.  相似文献

Conflicts between governmental agencies and individuals are common in citizen participation programs. One source of these conflicts is barriers to full participation in decision-making. This paper identifies and examines these barriers. It also highlights how conflict may be reduced through the removal of these barriers in the case study of a community during a citizen participation program. This article investigates whether the choice experiment approach can be used to assess people's preferences and the determinants of these preferences in order to estimate the costs and benefits of different configurations of the transport of hazardous materials by rail. Changes in the exposure to hazardous materials that people are subjected to are used rather than changes in accident risk. To the best knowledge of the author, this has not been done before in a study of people's preferences toward hazardous materials. A mail survey, carried out in two cities in Sweden, is used to obtain tentative estimates of the willingness to pay for a reduction in exposure as well as the willingness to accept an increase in exposure. Special attention is given to viability, since the complexity of the activity studied, transport of hazardous materials, and the method used pose particular challenges. The response rate and tests of validity and consistency indicate that this method can be applied. Moreover, the results suggest that studies of this kind may provide guidance on changes in the transport of hazardous materials, especially because policymakers may influence the attributes presented here. Referring to the exposure of hazardous materials highlights the importance of providing the respondents with adequate information regarding hazardous transports. An important finding is that the amount of background information may have some effect on the stated preferences.  相似文献

The guidelines for setting environmental quality standards are increasingly based on probabilistic risk assessment due to a growing general awareness of the need for probabilistic procedures. One of the commonly used tools in probabilistic risk assessment is the species sensitivity distribution (SSD), which represents the proportion of species affected belonging to a biological assemblage as a function of exposure to a specific toxicant. Our focus is on the inverse use of the SSD curve with the aim of estimating the concentration, HCp, of a toxic compound that is hazardous to p% of the biological community under study. Toward this end, we propose the use of robust statistical methods in order to take into account the presence of outliers or apparent skew in the data, which may occur without any ecological basis. A robust approach exploits the full neighborhood of a parametric model, enabling the analyst to account for the typical real‐world deviations from ideal models. We examine two classic HCp estimation approaches and consider robust versions of these estimators. In addition, we also use data transformations in conjunction with robust estimation methods in case of heteroscedasticity. Different scenarios using real data sets as well as simulated data are presented in order to illustrate and compare the proposed approaches. These scenarios illustrate that the use of robust estimation methods enhances HCp estimation.  相似文献

Massive efforts are underway to clean up hazardous and radioactive waste sites located throughout the United States. To help determine cleanup priorities, computer models are being used to characterize the source, transport, fate, and effects of hazardous chemicals and radioactive materials found at these sites. Although the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE), and the U.S. Nuclear Regulatory Commission (NRC)have provided preliminary guidance to promote the use of computer models for remediation purposes, no agency has produced directed guidance on models that must be used in these efforts. As a result, model selection is currently done on an ad hoc basis. This is administratively ineffective and costly, and can also result in technically inconsistent decision-making. To identify what models are actually being used to support decision-making at hazardous and radioactive waste sites, a project jointly funded by EPA, DOE, and NRC was initiated. The purpose of this project was to: (1)identify models being used for hazardous and radioactive waste site assessment purposes; and (2)describe and classify these models. This report presents the results of this study. A mail survey was conducted to identify models in use. The survey was sent to 550 persons engaged in the cleanup of hazardous and radioactive waste sites; 87 individuals responded. They represented organizations including federal agencies, national laboratories, and contractor organizations. The respondents identified 127 computer models that were being used to help support cleanup decision-making. There were a few models that appeared to be used across a large number of sites (e.g., RESRAD). In contrast, the survey results also suggested that most sites were using models which were not reported in use elsewhere. Information is presented on the types of models being used and the characteristics of the models in use. Also shown is a list of models available, but not identified in the survey itself.  相似文献

The Role of Geographic Scale in Monitoring Environmental Justice   总被引:4,自引:0,他引:4  
Utilizing the concept of environmental justice, this paper examines the differential burdens of toxic and hazardous waste facilities locations in low income minority communities. The association between the presence of facilities and socioeconomic characteristics of places are examined for the state of South Carolina at three different spatial scales: counties, census tracts, and census block groups. Three different types of hazardous waste/toxic facilities are also examined: Toxic Release Inventory (TRI) sites, Treatment, Storage, and Disposal sites (TSD), and inactive hazardous waste sites. At the county level, there was some association between the presence of toxic/hazardous waste facilities and race and income. In South Carolina, this translates to a disproportionate burden on White, more affluent communities in metropolitan areas, rather than low income minority communities. At both the census tract and block group levels, there is no association between race and the location of toxic/hazardous waste facilities. There are slight differences in the income levels between tracts and block groups with facilities and those without. This localized ecology of hazard sources must be expanded to include emission/discharge data in order to adequately address environmental justice issues on who bears the burdens of environmental contamination.  相似文献
