论述了互连网络拓扑优化设计问题,建立了必要的数学模型,该数学模型是一个非线性组合优化问题,它属于NP—完备类问题。采取拉格朗日松弛法、次梯度迭代算法和启发式算法,得出最优下确界和结论。     

权力与权利的互动平衡是法治与德治结合的基础

正在成长中的市民社会萌发的权利意识能够有效地根除权力腐败现象,恢复权力与权利之间的互动平衡,从而为法治与德治的有机结合提供一个实践平台。     

对教学中“两个中心”的看法——兼谈税收教学的一些体会

传统教学观念认为知识是定论,把学习看成是知识从外到内的输入,教学过程中应“以教师为中心”。建构主义认为知识只能是对现实的一种解释,它并不是问题的最终答案,学习不是由教师向学生传递知识,而是学生对知识的主动建构,教学过程中应“以学生为中心”。在教学工作中如何正确认识和处理这个问题呢?笔者在文章中结合具体的工作实践提出了自己的看法。     

良性互动的民族关系是国家稳定和发展的重要基础

民族关系是多民族国家面临的影响其发展稳定的重要社会问题。民族关系主要有封闭排斥型、压迫对抗型、平等包容型、融合型四种形式,这些形式主要体现在经济、政治、文化、社会、生态建设领域。我国目前总体处于平等包容型民族关系发展阶段,但新形势下出现了一些不适应平等包容型民族关系发展的问题,值得关注与深思。只有协调各民族利益关系、建立平等包容互助的民族关系、制定符合规律和实际的处理民族关系的政策,才能促进民族关系良性互动。     

平台型治理：筑牢城乡基层基础的有效实践机制

筑牢基层基础是“中国之治”的重要秘诀。平台型治理可推动基层社会治理技术变革与制度创新深度融合和良性互动。对陕西省安康市汉阴县“321”基层治理实践研究表明：作为一种新范式,平台型治理通过构建简约高效的治理平台能够驱动政府职能转型升级,推动政府回应社会能力与社会参与治理能力的双重提升。基于技术赋能普通民众并突破时空因素限制使民众更好表达诉求,促进自上而下行政推动与自下而上积极反馈的双向互动;以公共平台为依托积极动员社会力量参与并有效整合治理资源,进而提高治理效能;积极优化治理结构,推动治理重心下沉,促进基层社会秩序与活力的统一。总之要基于民心政治取向强化互动治理,创新政策执行机制以增强末梢治理的敏捷性和实效性,进而有效驱动新时代社会治理共同体的建构。     

Finding Bounds Applied to Serial Dilution Experiments

A method of finding bounds for a parameter in a sum of similar functions is introduced. Such bounds can help an iteration procedure to estimate the parameter. This method applies to the equations for finding maximum likelihood estimates of concentration for a serial dilution experiment. For serial dilution experiments these bounds are calculated as an example of the method.

大量研究证实,交互性是语言教学的灵魂,而“交互活动”的质量与外语教学与学习的成效正相关。从“交互性”视角出发．综述分析国内外外语网络教学研究现状可国内英语网络交互教学研究的发展趋势如下：1）关于英语网络教学“交互性”和“交互活动”的研究,2）关于英语网络交互教学体系的设计、构建与完善,3）对英语网络交互教学的成效与影响因素的科学分析。     

Swapping the Nested Fixed Point Algorithm: A Class of Estimators for Discrete Markov Decision Models

This paper proposes a new nested algorithm (NPL) for the estimation of a class of discrete Markov decision models and studies its statistical and computational properties. Our method is based on a representation of the solution of the dynamic programming problem in the space of conditional choice probabilities. When the NPL algorithm is initialized with consistent nonparametric estimates of conditional choice probabilities, successive iterations return a sequence of estimators of the structural parameters which we call K–stage policy iteration estimators. We show that the sequence includes as extreme cases a Hotz–Miller estimator (for K=1) and Rust's nested fixed point estimator (in the limit when K→∞). Furthermore, the asymptotic distribution of all the estimators in the sequence is the same and equal to that of the maximum likelihood estimator. We illustrate the performance of our method with several examples based on Rust's bus replacement model. Monte Carlo experiments reveal a trade–off between finite sample precision and computational cost in the sequence of policy iteration estimators.
