基于投入产出视角的政府公共投资效率研究

长期以来,中国一直非常注重利用政府公共投资的扩张来实现区域经济持续稳定增长的目标,但近年来城镇化中的公共品供给不足与过剩并存\地方经济运行质量与政府投融资平台风险累积等一系列矛盾和投资低效率问题已经成为极大影响中国城镇化进程的重要因素。基于投入产出的分析视角,采用面板随机系数模型,对1995—2011年东、中、西部政府公共投资的投入产出效率进行横向和纵向比较.结果表明:中国不同地区政府公共投资的效率改进都不太理想,政府支出并没有显著提高单个要素产出效率或全要素生产率;中国政府公共投资整体规模和区域分配上仍存在较为严重的问题。     

以科技资源开放共享提升上海科研公共服务水平

上海处于“创新驱动、转型发展”、建设创新型城市的关键时期,迫切需要充分利用各类科技资源,完善创新服务体系,不断提升自主创新能力：一方面,要进一步强化科技资源共享和优化配置,提升科技资源综合利用率;另一方面,更要推动“创新资源集聚”向“创新支撑服务”升级,促进科技研发公共服务发展,服务企业发展和产业技术创新。为此,上海应完善科技研发公共服务平台体系,推动企业创新发展;建立“科技资源数据中心”,优化科技创新资源配置;打造科技创新服务基地,培育壮大科技公共服务产业。     

河南经济增长的统计分析

以河南省1978年以来历年的生产总值为研究对象,从中原崛起的背景出发,简要说明了河南经济发展的现状及特点,分析了河南省生产总值的构成情况,通过与东部沿海发达省份进行比较,发现问题,针对分析出来的结果和存在的问题,找出原因并提出了推动河南经济增长的一些对策及建议。     

Measuring servitization progress and outcome: the case of ‘advanced services’

The purpose of this paper is to establish a framework for assessing the progress and outcome of a manufacturer’s transformation towards becoming a provider of ‘advanced services’ – a complex bundling of products and services, whereby manufacturers offer capabilities and outcomes instead of products alone. ‘Advanced services’ represent the most complex offering in the current servitization trend amongst manufacturers. However, current performance measures lack the breadth and focus to assess progress or outcomes, and so support research and practice of organisational transformation efforts required. To address this gap the paper investigates how a manufacturer’s efforts to become an ‘advanced services’ provider can be comprehensively measured, and develops a framework for assessing the transformation journey towards becoming an ‘advanced services’ provider. The research method is based on (1) a systematic literature review process to create a comprehensive set of service-related performance measures that are available to assess a manufacturer’s servitization efforts, followed by (2) an engagement with an expert panel to synthesise the identified measures and create a set of ‘advanced services’ performance measures. The proposed framework is presented as a scorecard that can be used in practice to assess the progress and outcome of a manufacturer’s transformation towards becoming a provider of ‘advanced services’.     

集体行动视角下的制度逻辑演化机制研究

通过对我国专车服务市场制度变革过程的纵向案例研究,探讨了组织场域中的集体行动如何推动制度逻辑演化的内在机制问题。研究发现：制度逻辑的演化过程主要经历了分离、冲突和共存三种状态,不同的制度逻辑的演化是由行动主体能动性策略和资源利用所构建的集体行动模式差异性驱动的。制度变革机会的涌现促使场域中的行动主体采用协调性的集体行动模式,促成了新制度逻辑的生成,并导致了新、旧两种制度逻辑的分离;在制度变革机会变得模糊的场域中,行动主体非协调的集体行动促使新、旧两种制度逻辑之间的激烈冲突;而在制度变革机会沉没的情境下,行动主体再协调性的集体行动最终促成了新、旧两种制度逻辑的共存。研究结论对我国当前复杂制度环境下新兴业态的发展以及传统业态的协同治理提供了重要的借鉴和启示。     

Professional quality of life of adult protective service workers

Adult Protective Services (APS) workers are exposed to substantial occupational hazards and job stress, but these stressors are underdocumented. Therefore, we sought to describe APS workers’ work environments and responses to occupational hazards and stressors, including compassion fatigue, burnout, and secondary traumatic stress. Survey data were gathered with closed-ended questionnaires administered to APS workers in an urban setting. Virtually all workers (97%) reported exposure to one or more environmental hazards in their work, and 80% reported hazard exposure in the past month. Workers also reported mixed responses to their work environment and to experiences with supervision. A sizable minority (22.7%) was at high risk for burnout, 24.6% were at risk for secondary traumatic stress, and 19.9% reported low compassion satisfaction. The results document multiple stressors in APS work. The APS partner is committed to ongoing efforts to better support its staff, and these findings can inform future efforts to enhance supervisor support and worker self-care, to minimize burnout and secondary traumatic stress.     

中国证券业总产出和增加值测算研究

 金融机构总产出和增加值的测算是一项基础性的研究工作。与传统测算方法不同,本文借鉴经济合作和发展组织（OECD）提出的使用者成本法,把证券业视为生产性服务活动,并结合我国的实际情况,从服务的角度初步提出了我国证券业总产出和增加值的测算框架。并提出了未来研究改进的方向。     

当前中国城市社区矛盾冲突的新特点

2005-2007年,课题组对24个东北城市社区进行调研时发现东,北城市社区矛盾冲突呈现多样化、复杂化的趋势,这些特点既体现了东北城市社区矛盾冲突的特殊性,又具有中国城市社区矛盾冲突的一般性.由此,可以洞见当前中国城市社区发展中所面临的主要矛盾冲突问题.

介绍数字参考咨询服务的概念、特征、内容及其与传统咨询服务的异同,指出高校数字参考咨询服务存在技术、数据库建设、人才、服务质量、知识产权保护等方面的问题,并提出解决这些问题的相应对策和建议。     

Prevalence,people and processes: a consideration of the implications of Lord Laming's progress report on the protection of children in England

Media coverage of the death of Baby P revived national concerns about the standard of child safeguarding practice in England following the implementation of widespread structural changes in response to the Victoria Climbié Inquiry chaired by Lord Laming in 2003. This paper discusses the recommendations of Lord Laming's recent Progress Report. It questions whether the scale of the challenge in improving child protection is fully recognised and considers briefly the culture of social care in the UK and the barriers to effective reform.
