分析了我国中央和地方财政支持NPO参与社会服务项目的主要成效与问题。其中主要成效包括:推动了政府职能转变,提高了财政资源的使用效率和公共服务的质与量,为推进事业单位分类改革提供了借鉴,促进了社会组织发展和人民群众公共意识的提高。主要问题包括:向社会公开相关信息的力度还不够,项目监管与评估呈现"内部取向性",普遍缺失规范的支出绩效评估。     

A family-centred practice supervision project conducted for a child welfare agency

ABSTRACT

This paper reports on a supervision project that aimed to enhance a child welfare agency staff’s professional competence in family-centred practice through a strength-based approach. A qualitative study was designed to explore the effectiveness and the change agents of the supervision. Purposive sampling was used. Two agency supervisors and two social workers participated the study voluntarily. The findings indicated that after the period of supervision, the staff had changed in three respects: their conceptualisation of the meaning of family work in the care context; their understanding of the importance of relationship-based interventions with families; and their development of alternative ways of practice. The agents of change from the supervision were the consultants’ modelling effect and the co-worker experience of the consultants and the social workers. This supervision approach can discern the synergistic effect of supervision on an agency’s routine supervision and balance the cultural beliefs in qing, yuan and ‘face’ embedded in the supervisory process.     

LGBTQ College Students’ Experiences With University Health Services: An Exploratory Study

ABSTRACT

Access to inclusive, equitable health care is central to the wellbeing of all college students yet little is known about LGBTQ students’ experiences with university health services. In this article, individual interviews with a convenience sample of 14 LGBTQ students at a large public university were analyzed to explore their perceptions of and experiences with the university’s health center and its services. Our findings demonstrate that the university is not adequately meeting their health care needs. Participants’ narratives offer insights into how to improve campus-based health services for LGBTQ students.     

中国事业单位能力状况与能力体系构建初探

中国的事业单位是中国社会中不可或缺的重要组成部分,然而由于体制和历史的原因,中国事业单位的能力存在诸多问题,主要表现在事业单位提供的服务总量短缺、事业单位的能力分布不均衡、服务种类有限、自身内部各类能力发展不平衡,以及缺乏系统的能力评价方法体系等方面。要解决这些问题,首先要弄清中国事业单位能力体系的现状。借鉴平衡计分卡,本文分析了事业单位的四元能力结构,即客户服务能力、内部管理能力、持续发展能力和财务能力。事业单位的能力还受到政府、公众和第三方评估机构等外部因素的间接影响以及组织使命的直接影响,这就从宏观和微观两个层面初步构建了中国事业单位的能力体系。     

Emerging needs,evolving services: The health of Pacific peoples in New Zealand

Abstract

From 0.1% of the total population in 1945 to 6.9% in 2006, Pacific peoples now resident in New Zealand highlight significant health policy and service delivery issues within an increasingly diverse society. Over the last decade, marked differences in the health status of Pacific New Zealanders and Palagi New Zealanders have been well documented, showing high levels of disparity and continuing negative trends. This paper provides a broad overview of the history of Pacific health and health initiatives in New Zealand from the 1940s through to the mid 2000s, highlighting the interface between Pacific peoples and the New Zealand health sector. While the New Zealand Government has become increasingly responsive to Pacific health needs, significant disparities remain between Pacific and Palagi populations. Furthermore, many of the encouraging health initiatives introduced in the past decade remain at risk due to a variety of factors, including a need to strengthen the Pacific health workforce and management expertise.     

Walking a Tightrope: Case Management Services and Outpatient Commitment

Effective case managers in community mental health are successful at forging a working alliance with recipients. This article explores one key aspect of case management practice, serving involuntary clients, specifically those on outpatient commitment orders. In 19 intensive interviews, a subset of a larger study, case managers shared their perceptions of the utility of outpatient commitment with a focus on how such orders impacted the professional relationship. We argue that the use of advance psychiatric directives and shared decision-making processes can reduce the need for coercive practice.     

Using Incident Response Trees as a Tool for Risk Management of Online Financial Services

The article introduces the use of probabilistic risk assessment for modeling the incident response process of online financial services. The main contribution is the creation of incident response trees, using event tree analysis, which provides us with a visual tool and a systematic way to estimate the probability of a successful incident response process against the currently known risk landscape, making it possible to measure the balance between front‐end and back‐end security measures. The model is presented using an illustrative example, and is then applied to the incident response process of a Swedish bank. Access to relevant data is verified and the applicability and usability of the proposed model is verified using one year of historical data. Potential advantages and possible shortcomings are discussed, referring to both the design phase and the operational phase, and future work is presented.     

What Drives Advocacy? An Exploration of Value,Mission, and Relationships

How advocacy is interpreted and how it fits into an organization’s strategy are areas in need of additional study. Moreover, because nonprofit organizations are believed to have advocacy-based missions that drive their activities and services, the connection between an organization’s mission and its advocacy activities also needs further study. In an effort to address these issues, the purpose of this qualitative study was to explore how advocacy is interpreted in the context of an organization’s mission and how advocacy activities are viewed within human service NPOs. Five themes were identified, all providing support for findings in previous advocacy research.     

Case Work in Social Work: Exploring the use of Reflective Letters in the Intensive Family Support Services

This paper begins by reviewing the current policy context of ‘evidence based interventions’, a term littered in social work literature and more recently working with complex families in Wales. This study demonstrates the application of practice of a range of workers located in the Integrated Family Support Services (IFSS) in Wales in the context of reflective letters utilising motivational interviewing (MI) techniques. As part of the MI method, which is used as a model for practice in the IFSS, the consultant social worker, alongside other practitioners, uses a range of tools including the use of reflective letters and narrative principles. These letters are evidence themselves of the work and therapeutic conversations that happen during sessions within the family home, and with various family members. This paper draws on 14 samples of reflective letters from current practice in Wales and explores and considers their application to practice and areas for further development.
