This article exams the social right to receive assistance from the government established through the introduction of China’s new social assistance programs. A qualitative study that included 42 social assistance recipients and 12 policy implementers in urban areas suggests that the social right to receive social assistance has not been fully established. This is partly due to the practice of philanthropy which continues to have a significant influence on social assistance. At present, the underlying idea of social assistance is stuck between the idea of philanthropy and social right to receive assistance. The competing views have resulted in the dilemma of current social assistance development. Findings from this study have implications for policy and practice change to move toward social right to receive assistance and transition out of the dilemma of social assistance versus philanthropy. Future research should be broadened to study the social assistance recipients and policy implementers in rural areas and examine their experiences.  相似文献

This article addresses the challenge of assembling financial support for emergent arts organizations. In addition to organizational logistics and the demands of making art, such groups must garner financing from various sources, including governments/foundations, private sector companies, individual donations, and earned revenues. Drawing on the relevant literature, as well as insights from a case study of a recently formed arts organization—the Grand River Jazz Society (GRJS)—a framework is created proposing the key success factors and corresponding core competencies associated with each funding source. Governments and foundations require addressing mission as a key success factor, and navigating bureaucracy is an essential core competency in which early stage arts organizations need to be successful. Businesses, in contrast, look for action as a key success factor, and it is managerial core competencies that lead to sponsorship. Individuals respond to vision and require relational core competencies for successful involvement. Finally, the key success factor for earned revenue is a connection with audience members, necessitating core competencies with a services mindset. The article interweaves the conceptual frame with examples from the GRJS case study and also addresses the challenge of operating with a portfolio of income sources. Finally, results from a survey of fifty‐two arts start‐ups in Ontario, Canada, provides context from a wider group of such organizations with respect to their early stage funding.  相似文献

Those who develop or influence Australian public policy impacting on the nonprofit sector rarely have adequate empirical research upon which to base their judgments. Giving Australia research evidence relevant to strengthening giving and volunteering is brought together in this article to inform policy options for government, nonprofit and philanthropic entities. It begins with consideration of research findings related to the capacity of those that give or volunteer and the implications these findings have for policy. Three key criteria are developed for assessing policies to strengthening giving and volunteering, behaviours that primarily assist nonprofit organisations – policies that build trust between those that give and the recipients of their gifts, policies that strengthen affiliation and policies that encourage planned giving.  相似文献

This article explores views of Australian grantmakers philanthropists who give to Indigenous causes. It reports on a qualitative study undertaken as part of the Giving Australia research to elicit if and how giving to Indigenous causes differs from philanthropy to other areas. This paper builds on the scant literature, particularly reporting exploratory research results on Australian grantmaking issues, critical funding needs, and recommendations for fostering Indigenous nonprofit funding. Indigenous groups are challenged in understanding how foundations work and, conversely, foundations do not always appreciate the need for their inputs to complement traditional cultures (EGA 2006). The study found that small grants can play a key role, as could enticing and supporting new grantmakers, co‐funding, engaging Indigenous representatives in the decision making, and dispelling misconceptions of the area.  相似文献

The giving of time and money, mainly to private nonprofit organisations is not trivial, but in Australia has been little studied. This article introduces a special issue of the Australian Journal of Social Issues which draws on data collected in the largest study of giving and volunteering conducted in Australia hitherto. It seeks to establish terminological guidelines and reviews past Australian research on giving and volunteering, arguing that there has been a disproportionate interest in volunteering. It seeks to put to rest some common myths about giving and explores whether the increase in giving and volunteering can be attributed to government policy. It concludes by introducing the other papers in the collection.  相似文献

This study comprises data analysis of data collected by McNair Ingenuity Research as part of the 2005 Giving Australia study, which estimated the total value of corporate giving for the year 2003–04 at $3.3 billion. This was contributed by 67% of all Australian businesses. Business giving was found to comprise 68% monetary donations, 16% goods and 16% services. This article concentrates on the monetary donations of businesses, reporting on the motives and barriers businesses named for making donations. More than 80% of businesses are motivated to give, at least in part, by altruism, with larger businesses (by number of employees and turnover) more likely to claim benefits in terms of enhancements to employee morale, the organisation's image, supplier/customer relationships and the general level of publicity they were able to attract. The most significant barrier to giving named by both businesses who made a donation and those who did not was that business resources were committed elsewhere. Looking at how additional giving might be stimulated among those already giving to the sector revealed that the most generous businesses also cited more barriers to giving suggesting that they give greater consideration to their giving and the drawbacks thereof.  相似文献

This article investigates corporate foundations, a specific expression of corporate philanthropy that is narrowly considered in the literature. We aim to verify whether the interests of the founder firm are significant antecedents of the model, activities, and issues addressed by the related foundation. Data were collected through a survey of seventy Italian corporate foundations, representing 59.8 percent of the total number of such foundations based in Italy. The analysis identified three clusters of corporate foundations—granter, expert, and edifier. Research demonstrates that through these clusters, the interests pursued by founder firms have a significant influence on integration between firms and corporate foundations and on the foundations' activities.  相似文献
